Metro Council Budget Committee Announces Hearing Schedule for American Rescue Plan Coronavirus Local Fiscal Recovery Funds

Louisville – Louisville Metro Council’s Budget Committee has released a schedule for an initial committee meeting and public hearings on Louisville’s use of American Rescue Plan Coronavirus Local Fiscal Recovery (“ARP”) Funds. Louisville Metro is receiving $388 million and more than $340 Million has yet to be appropriated.   

Metro Council wants to hear from experts and the public about the use of the funds, according to Budget Chair Bill Hollander.  “Louisville and other cities and counties across the country can make meaningful and long-lasting change with ARP funds. We want to understand the permissible uses, hear from the public about community needs and make wise funding decisions,” Hollander said.

Budget Vice Chair Kevin Kramer said “We have an opportunity to have a major impact for several generations, it is important that we be very deliberate in determining the best use of these funds.  Taking time to understand all of the possible uses, and carefully selecting those areas where we can bring about lasting change is the most pressing issue as we move forward.”

The Committee will meet on Tuesday, July 13 at 3:00 pm to hear testimony about eligible uses of the funds and to begin discussing priority areas. No decisions about funding will be made at the meeting.

In the next two weeks, the committee will have three hearings across the community to take public comments about the use of ARP funds. Speakers may sign up before the start of each meeting to speak for a maximum of five minutes.  The meeting schedule is:

Old Louisville Mansions Tour July 24-25

Enjoy a special summer home tour of Old Louisville Mansions Saturday and Sunday July 24-25 12 noon-4pm. This is the first fundraising event for the Conrad Caldwell House Museum and the Old Louisville Neighborhood Council in 18 months. Please support the work of these organizations. There will be 6 mansions and 4 gardens on tour. Some will have artists working in the garden. The J.B. Speed Mansion, which has not been open to the public in decades, is the showcase mansion and garden. It is now the home of the Kentucky College of Art and Design. Notably they are hosting an important exhibit by Kara Walker. Day of tickets can be purchased at the Conrad Caldwell House at 1402 St. James Court, $30 per adult, children 18 and under FREE but MUST be purchased onsite only. There is ample street parking, but the Filson Historical Society is allowing tour attendees to park for free in their lot at 1310 S Third Street and the lot on the SE side of Third Street at Ormsby Avenue. Info Packets with Recycling Carts

It has come to our attention that some recycling carts were not delivered with the information packet attached as they should have been. (More likely toward the end of deliveries, on Thursday and Friday recycling routes). The new carts came with a letter, an FAQ sheet, and an info card with accepted items and a start of the new every other week calendar.

Mayor Fischer signs CROWN Act to include hair protections as part of anti-discrimination ordinance

LOUISVILLE, KY (July 15, 2021) – Mayor Greg Fischer today signed the CROWN Act, banning discrimination against a person based on their natural hair or hairstyles.

CROWN is an acronym for Creating a Respectful and Open World for Natural Hair.

“Communities that embrace culture and diversity are strong communities,” said Mayor Fischer. “I hope this measure educates our community about the connection between hair and identity that has long been a part of Black culture, and the need to respect and protect the freedom to freely express oneself through hair style.”

The ordinance makes it illegal to discriminate based on natural hair or hairstyles including natural texture and color, as well as braids, locks, twists and coverings related to a person’s national origin. It also protects people from unwanted touching, including touching of the hair.

Members of the Real Young Prodigy’s youth music group joined in the signing ceremony and performed their official song “CROWN.” The youth group advocated throughout the city of Louisville and Frankfort for the passing of the CROWN Act.

“We hope that people understand the importance of the youth voice and advocacy and how effective it is to use their language such as Hip Hop to help create awareness and change,” said Director of the Real Young Prodigy’s, Antonio Taylor. “We will continue to fight for the Crown Act to be passed statewide and on the federal level until every person has the freedom to wear their hair as they so choose with the law protecting their right to do so.”

In approving the ordinance, Metro Council members noted that Black hairstyles are nearly four times more likely to be perceived as unprofessional, with Black women more likely to be sent home from work because of hair biases. This ordinance strives to dismantle those biases in the workplace and schools.

“The CROWN Act was first passed by the California legislator back in 2019 as a result of ongoing biased discrimination towards natural hair, adornments and coverings,” said Councilwoman Keisha Dorsey, D-3. “Hair texture is one of many distinguishing factors of one’s race while various coverings and adornments are reflection of one’s culture. I am proud of this community’s unapologetic pursuit of justice, freedom, equity and excellence. The protection now extended to ones CROWN is major win for the entire community. Keep going!”

Down Payment Assistance, Home Repair help residents build generational wealth, access and retain homeownership

LOUISVILLE, KY (July 12, 2021) – Mayor Greg Fischer today highlighted the Louisville Metro Office of Housing’s Down Payment Assistance and Home Repair programs, which aim to help low- to moderate-income individuals access and retain homeownership and build generational wealth.

The approved Fiscal Year 2022 budget allocated a total of $3 million for the Down Payment Assistance Program, up from $1 million in Fiscal Year 2021, and roughly $5.8 million for the Home Repair programs – Regular Home Repair, At-Risk and Russell Rental Rehab – up from $3 million in Fiscal Year 2021.

“Homeownership is crucial for residents to build generational wealth. Through the Down Payment Assistance Program, we are broadening access to homeownership for people for whom a down payment is a barrier to entry,” the Mayor said. “And our Home Repair programs help existing homeowners who are struggling to pay for costly repairs and may risk losing their home or be forced to live in unsafe or unsanitary conditions as a result.”

Households must be at or below 80% area median income (AMI) to be eligible for the Down Payment Assistance and Home Repair programs. That is $61,500 or less a year for a family of four.

Applications for the Down Payment Assistance and Home Repair programs opened on July 1. The Office of Housing is still accepting applications for Down Payment Assistance, but applications for the Home Repair programs are now closed following significant interest. Residents interested in the Home Repair Programs are encouraged to check back in October.

Down Payment Assistance

The Down Payment Assistance Program provides a partially forgivable loan with 0% interest to low- to moderate-income homebuyers for down payment and closing costs associated with purchasing a home in Louisville.

Approved applicants can receive up to 20% of the purchase price of the home, and the amount is determined based on individual need. The average amount of Down Payment Assistance paid out is $21,706 per applicant.

As part of a term of the assistance, the purchased home must be the homebuyers’ primary residence for a period of 5 to 15 years, depending upon the amount of assistance received. By the end of that specified period, 50% of the loan is forgiven.

The Down Payment Assistance Program is not limited to first-time homebuyers only. Eligible applicants must:

• Be pre-approved for a mortgage from a local financial institution;
• Have no unpaid collections, past due balances or un-discharged bankruptcies, except medical collections of up to $10,000;
• Have at least $1,500 in savings;
• And meet set home price limits.

Home Repair Programs

The Home Repair programs are committed to providing repairs to help stabilize the home for low- to moderate-income individuals who own and are currently living in single-family homes.

The Regular Home Repair, At-Risk and Russell Rental Rehab programs focus on maintaining and increasing the supply of affordable, decent, safe and sanitary housing by making investments that positively impact the health and safety of the occupants, including repairing or replacing HVAC, furnace, electrical, plumbing, roof and gutters.

The average amount of Home Repair assistance paid out through the four programs is $24,000 per applicant.

LVA Free Wall: A Safe Space for Muralists to Hone Their Craft

Louisville, KY — You have an idea for a sprawling mural, but nowhere to sketch out your vision to scale. You have always wanted to try spray painting techniques, but your studio lacks proper ventilation. You have painted on large canvases, but have never had the chance to try out your skills on a textured wall. Both emerging and professional public artists face challenges like these that impede the development of their craft and having their public artworks realized.   Artists now have a safe, legal space to hone their skills on their own time at Louisville Visual Art. The LVA Free Wall provides space for both aspiring muralists and seasoned public artists to work out ideas for large-scale artworks. Local artist and Founder of the Healings Walls Project, Ashley Cathey, discussed with LVA Executive Director, Kristian Anderson, about the lack of access for artists of Color to enter the world of public art, as well as the safe spaces for all artists to express themselves through street art and mural painting. Not only are there many hoops to jump through to secure permission to paint a public artwork, artists who wish to break into the mural art market often lack the resources to gain expertise in this growing field. The goal for the LVA Free Wall is to provide artists space to gain the necessary experience to broaden their artistic career by having an introduction into a whole new creative market. Artists are encouraged to photograph their artwork for their portfolios or to show a potential new client. Not only can these types of projects provide additional income for artists, but adding beauty to the neighborhood is an incredibly fulfilling experience.   “[This] was a great experience to be able to practice aerosol painting without having to worry and constantly look over my shoulder, but most of all being able to share this experience with peers,” said local artist, Brandon “Easy” Wickliffe. “The Free Wall means quite a bit being the only legal spot on this side of the bridge to paint.”   The LVA Free Wall is part of the Mural Art Program (MAP) – a long-term, sustainable public art program that engages local businesses, professional artists, Metro Government, and the greater Louisville community in the creation of large-scale murals to celebrate our city's unique identity and enhance civic pride. LIHEAP summer cooling assistance enrollment open

LOUISVILLE, Ky (July 12, 2021) - Louisville Metro Office of Resilience and Community Services (RCS) joins with Community Action Agencies across the state today to begin accepting applications for the 2021 Low-Income Home Energy Assistance Program (LIHEAP) Summer Cooling Program. This federally-funded programs is designed to help offset the cost of higher electric bills due to rising temperatures. Applications will be accepted now through October 31, 2021, or until funds are depleted.

The LIHEAP Summer Cooling Program is separated into two components, Subsidy and Crisis, to assist with electric cost. Eligible households can apply for one or both components and participation in prior LIHEAP programs will not affect a household’s eligibility. Households must meet eligibility requirements, with a household income at or below 150% of the Kentucky median income.

The Subsidy component provides households a one-time benefit ranging from $100 to $400 depending on income levels and housing category. The Crisis component is available to eligible households who demonstrate a home energy crisis situation. Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $600. Households can reapply each time they experience a crisis situation until they reached their maximum benefit.

Schedule a drop off appointment in advance at one of the seven LIHEAP Drop Boxes. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Applicants will be assessed for both the Subsidy and Crisis programs and may receive benefits from both programs if eligible.

LIHEAP required documentation, along with the downloadable LIHEAP Family Profile form and the LIHEAP Application should be dropped off at the LIHEAP site you select, on the day of your appointment (download forms at louisvilleky.gov/LIHEAP or pick up at Drop Boxes).

Applicants will then be contacted by LIHEAP staff within 72 hours (3 business days) of the appointment time.

Required documentation to drop off includes:

• Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
• Proof of all household’s (all members) income from the preceding month. All individuals 18 or over in the household with no income -- and no way to document that status such as a Food Stamp Award letter -- must have a Proof of No Income Form completed prior to applying for benefits. These forms are available at the LIHEAP Drop Box locations or online at louisvilleky.gov/LIHEAP.
• Most current electric bill, or statement from your landlord if electric expenses are included in your rent.

Recycling Cart Update

Although the first round of recycling cart deliveries is complete, there are still a lot of recyclers that have yet to receive one. If you’re still waiting, here’s what you need to know: If you have not already filled out the Recycling Cart Request Form, do that as soon as possible. If you HAVE filled out the form, please do not fill it out again. We are currently delivering to addresses with Monday recycling collection. When those are complete, we’ll move to addresses with Tuesday recycling collection. Then Wednesday, and so on. This second round of deliveries are being done by our own crews (not contractors). We can only deliver about 85 carts per day and there are over 2,000 requests. While you wait for your new cart, you may continue to use your old recycling bin(s) as well as additional container(s) or cardboard boxes for recycling overflow. You may also utilize one of our recycling drop-off dumpsters.  We appreciate your patience! The new every other week recycling schedule begins this week. The week of July 19 will be the first week with no recycling collection. Phillips Lane Sidewalk Project Complete!

All things are possible with planning and partnerships!  For years, neighbors and visitors alike have seen missed opportunities along Phillips Lane.  Phillips Lane is a vital connector between neighborhoods like Beechmont and Wilder Park and the Preston Hwy Corridor. It is also a significant hub of tourism bringing in hundreds of thousands of visitors annually to experience events at Kentucky Exposition Center (KEC).  In 2014, a group of neighbors supported by the Center for Neighborhoods undertook a walkability assessment of Phillips Lane. The neighbors identified issues impacting the pedestrian experience and set a list of priorities.  They connected with Louisville Tourism, an entity with longstanding awareness of the unsafe pedestrian conditions along the corridor and together began advocating for improvements.  Despite years of delays and waning momentum, change was on the forefront and Phillips Lane was well positioned for improvement thanks to the groundwork of the walkability assessment.     

 Starting in 2018, several changes occurred along the corridor igniting new partnerships and potential. First, ​Kentucky Exposition Center (KEC) began a transformation in event planning and facilities management under the new leadership of David Beck.  Next Danny Wimmer Presents (DWP) brought a “Trifesta” of music festivals with nearly 300,000 guests to KEC property (located on the former Executive Inn site) now called the Highlands Festival Grounds as a nod to the former Highland Park neighborhood.  Finally, Metro Public Works began to revisit their process for sidewalk construction using a design-build-release process.  This process allows the project designer, i.e. engineer, to work in tandem with the construction company allowing for more efficiency, strong project management, and cost savings.  In 2019 Steve Kurowsky, Engineer III, undertook design and estimation of the sidewalk creating a path for implementation in two phases with project completion in May 2021.

This sidewalk project is a model for not just pedestrian connectivity but also cross-agency connectivity.  Thanks to a shared vision and fiscal support, this project will usher in shared success that translates into a safer more economically vibrant Phillips Lane for neighbors and tourists alike.

Paving Projects & Road Work - Week of July 19

Below is the list of Louisville Metro Public Works paving projects scheduled for the upcoming week, of July 19, 2021. Note: the schedule is subject to change due to weather and/or operational factors. Cat of the Week: Love comes at all ages. Oliver is a mature cat, patiently waiting for a second chance forever home. He’s around 2-years-old and he entered the shelter shortly after his owner died. Oliver is still a bit shy but a friendly cat. An approved adopter can take Oliver home for free, thanks to the Pay It Forward Program. He’s already neutered, microchipped, and vaccinated. Dog of the Week: Make today a lucky day for Lucky Sossidge. Adopt the happy-go-lucky, social butterfly and give her a forever home. It’s always free to adopt adult dogs, 40lbs and up, from LMAS thanks to the Pay It Forward Free Adoptions Program. Lucky Sossidge is approximately 2-years-old and she weighs 56lbs. Second Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.
