Louisville Metro 2021-2022 Budget Information

Louisville Metro operates on an annual budget for the period from July 1 – June 30.  Discussions about the FY22 budget, which begins July 1, are underway at the Metro Council Budget Committee. 

The first four days of hearings on the FY22 budget proposal concluded on Monday and tonight the Metro Council Budget Committee will hear from members of the public in three-minute addresses.  Sign-ups for those speaking slots were made yesterday. There are more opportunities to make your voice heard by all Council members.   An online form for written comments is available on the Metro Council Clerk’s website. Comments will be taken through May 31.  Every comment is distributed to all Metro Council members. The Committee schedule also includes one additional opportunity for three-minute public comments about the budget, via WebEx. The second virtual public hearing is May 27, 2021 at 5:00 p.m.  (A link on the Metro Council Clerk website will be active on May 26 from 2:00 p.m. to 3:30 p.m. to sign up to speak on May 27) The complete Budget Hearing Schedule is here. Central Park Improvement Day is this Saturday

Central Park Improvement Day is this Saturday June 5th. Please volunteer a few hours of your time to do light chores to clean up the park and get ready for the summer events. Meet at the Visitors Center at 8:30 am for coffee and donuts and get your name tag. Councilman David James is providing a free barbecue lunch at noon for all the volunteers. Many thanks to Councilman James and our community partners Metro Parks and the Olmsted Parks Conservancy. In the event of rain, the clean up day will be rescheduled for Saturday June 12.

Thank You Officer Lanham and "Rookie"!

Officer Lanham, District Resource Officer for LMPD's 4th Division North End, has been dedicating his time to walking Old Louisville businesses the first Friday of each month. He develops relationships with the business owners and educates about crime prevention and strategies to making their business and operations as safe as possible. Several area residents and neighborhood association presidents have joined him on numerous occasions. Today, he had his German Shepherd puppy "Rookie" join in and she stole the show drawing children and adults alike over to pet her and introduce themselves.

Old Louisville Mansions Tour

The Old Louisville Neighborhood Council and the Conrad Caldwell House Museum are holding the annual Mansions Tour July 24-25 from noon to 4pm. Six mansions and gardens will be open to the public. Tickets are $30 and can be purchased online at Conrad-Caldwell.org or purchased at the Visitors Center in Central Park. Day of tickets will be available only at the Conrad Caldwell House where ticket brochures, with the participating mansion addresses, will be picked up. If you would like to volunteer at one of the mansions and receive a free ticket for the event, signups will begin later this month.

Kentucky Shakespeare Festival Begins June 16

The 2021 Kentucky Shakespeare Festival in Central Park will begin Wednesday June 16th. Be sure to show your support for this tremendous free arts event which is right in the heart of Old Louisville. The festival of plays launches with Shakespeare in Love, then Henry V, and A Midsummer's Night Dream. Maple Street Greenspace Project

History of the Site ​On August 4, 2009, Louisville experienced a historic weather event when more than seven inches of rain fell in just 75 minutes. While thousands of homes in West Louisville were flooded, Maple Street between Dr. W.J. Hodge and 26th Streets was devastated, with some residents needing rescue by boat. This low-lying area overlays a streambed that was encapsulated with a combined sewer in the early 1900s. Read more here.   Where We Are Now ​Given the FEMA limitations, and results of the original community engagement, the Louisville Parks Foundation has partnered with Louisville Metro and MSD to explore the possibility of converting this vacant land into a public greenspace. Public greenspaces are powerful tools that strengthen the fabric of urban communities, positively impact health and the environment and spur economic revitalization. As communities respond to the public health crises of systemic racism and COVID-19, parks and greenspaces must be considered vital civic infrastructure in long-term recovery efforts to foster more resilient cities. Yet in historically disinvested communities, where their benefits are most needed, park amenities are often the most limited. Summer Reading begins June 1! Sign up now

Put on your fanny pack, lace up your hiking boots, and grab some trail mix and marshmallows, because everyone is invited to Camp LFPL this summer!

The Louisville Free Public Library’s annual 10-week Summer Reading Program encourages children and teens to read for fun over the summer and helps them avoid summer learning loss. School-aged children simply read ten books, teens read six books, and preschool-aged children and younger need to read, or have read to them, 20 books to complete the program.

Studies have shown that children who participate in public library summer reading programs increase their enjoyment of reading, improve their reading skills, and return to school better prepared to learn.

LFPL’s Summer Reading Program starts June 1 and is FREE to all area youth, birth - 12th grade. You can register:

BBB June 2021 Hot Topics

1. BBB has seen a rise in reports of employment scams. Multiple local consumers have reported encountering job listings and/or offers that ultimately turn out to be fraudulent. Be wary of any potential “employer” who presents a job offer on the spot, asks you to pay for equipment and/or training, or sends you a cashier’s check to pay for supplies. Research any potential employer/company before accepting an offer of employment.
2. Beware of repackaging employment scams. BBB has received several reports from consumers warning of a potential repackaging scam originating in Louisville. Consumers have reported that they responded to work-from-home job listings for “package handler” or “package inspector” on sites like Indeed.com and Monster.com. After being “hired,” they were instructed to repackage and ship packages sent to their homes. They were also required to send their personal information for the purposes of “employment paperwork.” These scams typically involve stolen merchandise AND identity theft as the scammers are able to gain personal information such as social security numbers from victims who believe they have been hired by a legitimate company. If you see any type of repackaging job posting, do not apply and report the posting as a scam!
3. One local BBB Accredited Business recently reported a check scam to BBB. The business, a home inspection company, received a request for a home inspection that ultimately resulted in the scammer sending a check for an amount larger than the invoice. The scammer asked the business to deposit the check and then send the remaining amount to a third party “pest control company.” BBB warns all small businesses to be wary of any potential customer paying with a large check and asking for money to be sent to a third party. The check is likely fraudulent, leaving the business on the hook for the money!
4. A local consumer reported receiving a scam text message claiming to be from Fifth Third Bank. The text message informed the recipient that their account would be disabled due to irregularities and included a link to restore the account. Be wary of any suspicious text messages from banks or other financial institutions, and do not click on any links – contact the bank directly if you have concerns or questions!
5. BBB continues to receive reports of sweepstakes scams from local consumers. Whether it’s a text message claiming the recipient has won an Amazon drawing or calls from fraudulent “sweepstakes companies,” these reports are on the rise. Remember BBB’s tips: do not click on any links from suspicious text messages and never agree to pay any upfront fee in order to claim a prize!  
6. One local consumer has reported a romance scam to BBB. The consumer was contacted by a stranger on Facebook who claimed to be romantically interested in the victim. The scammer then began asking for money and gift cards to cover various “emergencies” and bills, and continued to harass the victim after they blocked the original Facebook user account. While there is nothing wrong with meeting a potential romantic partner online, be very cautious of any requests for money, gifts, etc. from someone you don’t know very well!
7. One local consumer has reported a scam phone call claiming social security fraud. The recorded call states that fraudulent activity has been detected against the recipient’s social security number and instructs the recipient to speak to an “agent.” This is a phishing scam – do not respond!
8. BBB has received multiple reports of online purchase scams and fraudulent sellers. These scammers usually advertise on social media platforms like Facebook and Instagram. Victims often never receive products or receive cheap counterfeit products. Always research any unknown company first before making a purchase.
9. WhatsApp users should be wary of a scam targeting the popular app. If you receive a message from the “WhatsApp Technical Team” asking you to verify your identity by sending your six-digit login code, this is a scam and an attempt to hack your account. WhatsApp will never contact you directly via the app.
10. Planning a trip this summer? Beware of rental car scams. Avoid any “deals” or “specials” that require you to pay for the rental car in the form of a gift card or prepaid debit card. “Representatives” of a car rental company might claim that the so-called deal is a partnership with a gift card or prepaid debit card company, when in reality this is a scam to gain gift card information, and you will never receive the car you supposedly rented. Always visit rental car company websites directly instead of clicking on ads, and if a deal sounds too good to be true, it likely is.

Gov. Beshear: Better Kentucky Plan Directing $127 Million to Fund Much-Needed School Construction Projects

FRANKFORT, Ky. (June 2, 2021) – Today, Gov. Andy Beshear announced $127 million is headed to local school districts to fund construction and renovation projects as part of his Better Kentucky Plan, which will direct $1.3 billion to schools, expanding internet access and delivering clean drinking water and quality sewer systems across Kentucky.

The Kentucky School Facilities Construction Commission voted Wednesday to recommend funding for projects in the following districts: Hart, Martin, Floyd, Boyd, Bellevue, Mayfield, Jackson, Grant, Breckinridge, Bath, Cumberland, Pendleton and Carter.

“This is and always will be an education first administration, and this funding gives us a unique opportunity to renovate and replace some of our schools, making them a safer and better learning environment for our children and our educators,” said Gov. Beshear. “This will inject tens of millions of dollars into our schools as we work to build a better Kentucky for people in every corner of the commonwealth.”

The funds to build and renovate schools is part of the $1.3 billion Better Kentucky Plan, which will create 14,500 jobs while expanding broadband, delivering clean drinking water and building new schools. Gov. Beshear and Kentucky lawmakers reached a bipartisan agreement at the close of the 2021 General Assembly to invest federal relief funds in infrastructure.

The Kentucky School Facilities Construction Commission voted to make an offer of assistance to 13 school projects around the state. The school districts will receive the American Rescue Plan Act (ARPA) funds this summer, contingent on allocation by the U.S. Department of the Treasury.

“These funds are going to make a tremendous difference in the lives of our kids. From safety to technology, these changes are going to give Kentucky kids the educational leg-up they deserve,” said Chelsey Couch, executive director of the Kentucky School Construction Facilities Commission.

The ARPA money is being allocated as gap funding. The state education commissioner needs to approve the offers and then the local school districts must accept or decline the offer.

“Gap funds cover what is beyond the ability of the school district to bond or finance. This money is a bridge to carry important projects to completion,” added Gov. Beshear.

Each school district in Kentucky must maintain a standing facilities plan. Those plans are prioritized at the state level by the School Facilities Commission. If one of the chosen school districts does not accept the allocated funding, the funds will be applied to the next project on the state’s priority list.

On Tuesday, the Governor announced local utilities could begin submitting projects for the $250 million Cleaner Water Program, the portion of the Better Kentucky Plan created to deliver clean drinking water and quality sewer systems across the commonwealth.

Mayor and LMPD Chief unveil dashboard to update public about police reform recommendations

LOUISVILLE, KY (June 2, 2021) — Mayor Greg Fischer and Louisville Metro Police Chief Erika Shields today provided an update on progress on recommendations outlined earlier this year from Hillard Heintze’s independent review of the police department – and shared a new dashboard where the public can track further work.

Mayor Fischer described the 150-page Hillard Heintze report, shared publicly in January, as “an unflinching look at what was working – and what was not. It clearly outlined the pain in our community as a whole, and within LMPD.”

The Mayor said he and Chief Shields agreed in January that it was important “that the community holds us accountable to making the changes recommended by Hillard Heintze – and receives regular reports on our progress. We’re here today to provide the first of those.”

Chief Shields agreed it’s critical that the public have confidence in the process. “Building trust and accountability means being transparent about the work we are doing, and the work left to be done, and how we are proceeding,” the Chief said. “The dashboard also will help LMPD stay on track as we work to meet our goals.”

While there is much work yet to do, she said she wanted to share the new online dashboard now so that police, Metro Council and other city leaders, as well as the public, can keep track of the progress on the various recommendations.

The dashboard, which will be updated quarterly, lists the 12 key domain subject areas and depicts progress through four types of status: Completed, In Process, Planning & Development, and Under Review. Dashboard users can also click on each of the subject areas to find the specific recommendations from the report.

Mayor Fischer closed his remarks today by noting that the Hillard Heintze report “showed serious challenges within LMPD – and as the Chief has outlined, we are dealing with those challenges. They won’t all be completed overnight, but reform is happening.

“And let’s also keep in mind that reimagining public safety requires broader reform, across our city and our nation,” he said. “Just like public health, public safety is too big for any one entity to be responsible for – and it’s something we all have a role in creating. That’s why my budget for the upcoming Fiscal Year invests in a system that reflects the truth that effectively reimagining public safety requires a ‘whole-of-government’ and ‘whole-of-city’ approach – a system that includes community mobilization, intervention, prevention, enforcement, organizational change, and re-entry.

“Working together on all these pieces is the path to real public safety, to real racial justice, to equity,” he continued. “That is the focus of my work today, tomorrow and for the rest of the 19 months I have as your Mayor.”

The Works Week

We're on a roll! Recycling carts are being delivered this month!

Five important things to know about the cart delivery process:

1. The carts are being delivered by a contracted company. The employees do not work for Metro and they are not able to answer your questions. Please refer to the website or call Metro311 if you have questions. 
2. Any household that participated in recycling during our waste container audit and did NOT already have a 65 or 95-gallon recycling cart should be on our delivery list. If you see that carts have been delivered on your street, you are a recycler, you do not already have a 65 or 95-gallon recycling cart, and you did not receive one, please fill out our online form to let us know. 
3. A packet of information will be attached to every cart. Please read the Frequently Asked Questions sheet and keep the info card as a reminder of what is accepted in recycling and of the every other week recycling collection schedule that begins July 12. Residents who already have a recycling cart will receive the same info card in the mail the week of June 28. 
4. The delivery team will not be picking up 18-gallon recycling bins. Residents are encouraged to drop them off at the Waste Reduction Center on Meriwether Ave. or one of our 3 staffed recycling drop-off locations to be reused or recycled. Residents may also keep their bin. 
5. The cart delivery process will take several weeks. Be on the lookout for the delivery team in your area!

PWA's Roads & Operations Summer Mowing Schedule

PWA Roads & Operations crews have been steadily working, mowing the right-of-way and clearing driver visibility obstructions throughout Metro roadways since April 12. They will continue to do so through the summer. Below is scheduled work for the rest of the season. Central District Mowing the intersection sight obstructions on: Fern Valley Hurstbourne Blankenbaker Thixton/Oak Grove Rd. This list may change as calls for service come in. Clean Collaborative Crew - Weekly Report-May 24th-28th

The Crew of 13 staff members and their equipment, fall under our Bulk Waste Department within the Solid Waste Management Services Division. They are primarily tasked with collecting litter and debris along Metro roadways.

Below is the weekly update on the Clean Collaborative Crew’s actions from May 24, 2021, to May 28, 2021. The crew cleaned approximately 57.6 curb miles and collected 231 bags, 22 Tires, and 48 other items. Other items include everything from vehicle wreckage to illegally dumped bulky items. The Louisville Downtown Partnership also collected 672 pounds of litter and debris from the Downtown area.

Pets of the Week

Dog of the Week Do you have room in your heart and home for senior shelter pet? Give Ray B. a second chance forever family by adopting the very friendly, 7-years-young Labrador Retriever mix. He still has a pep in his step and enjoys playing with toys. Unlike a younger dog or puppy, Ray B. is laidback and doesn’t mind entertaining himself when your busy with work or chores around the house. He’ll occasionally come up to you for affection and to let you know how much he appreciates you. Ray B.’s adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. Ray B. weighs 70 lbs. and he’s already neutered, microchipped and up-to-date on vaccinations. Ray B. can be tested with potential fur siblings by request, although he isn’t crazy about cats and prefers to avoid them. As for their feline wet food, that’s fair game! Cat of the Week: Meet Nancy who is a champion in more ways than one. The stunning 3-year-old, black-and-white cat has been at the shelter since November 2020, when she arrived sick and injured. Nancy’s tail had to be amputated; she’s missing teeth and suffers from seasonal allergies like a lot of people. She’s not perfect, but who is? Nancy would still be a great, loving companion. Nancy’s adoption fee is waived for an approved adopter thanks to the Pay It Forward Program. Nancy weighs seven pounds. She’s already spayed, microchipped, and up-to-date on vaccinations. Second Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville.
