Central Park Playground and Splash Pad

Fredrick Law Olmsted believed that parks should be for everyone. In keeping with that vision, we aim to make sure our parks are safe and accessible to all guests, including people with disabilities. Concrete Replacement Project Beginning on I-265 in Jefferson County April 9

LOUISVILLE, Ky. (April 6, 2021) –The Kentucky Transportation Cabinet (KYTC) District 5 Office advises motorists of a pavement repair project scheduled to begin this week on I-265 (Gene Snyder Freeway) in Jefferson County. KYTC contractors will be patching and replacing sections of the pavement on the interstate from the Billtown Road interchange (mile marker 18.8) to the Taylorsville Road interchange (mile marker 23.3). Multiple overnight and weekend ramp and lane closures will take place as part of the work. The first closures will take place this weekend. Between 8 p.m. on Friday, April 9, and 5 a.m. on Monday, April 12, the left lane of I-265 South from mile marker 18.8 to mile marker 23.3 will be closed. The ramp from Taylorsville Road to I-265 South will also be closed during this time. Motorists can detour by taking I-265 North to I-64 East (Exit 25A) and reconnecting to I-265 South. This project was awarded to Mac Construction & Excavating, Inc. in September 2020 in the amount of $3,487,000.00. Work is scheduled to be complete by early fall. You Can Spread the Love This Spring!

Have you ever thought about buying a vacant or abandoned property in Louisville? The city has many vacant or abandoned lots and buildings for sale at all times. If you’re a contractor or fixer-upper, you might consider buying an abandoned home to rehab. Once you fix it up, you could live in it or sell it for a profit. Or you may want to buy a vacant lot or a property in need of demolition, and build a new home. Other properties are suitable for starting a community garden or other agricultural project. To manage the sale of vacant or abandoned properties, the city has a program called The Landbank Authority. The program’s goal is to put these properties back into productive use. The Landbank currently has about 500 properties available for sale and some are available for as little as $1. But in order to purchase properties, you must be able to prove to the Landbank that you can pay to refurbish or demolish the property, and you must complete the project within a set deadline. Choose Lots to view empty lots for sale and an explanation of the types of programs, including “Adjacent Side Yard”; “Cut It, Keep It”; “New Construction”; and “Agricultural Projects”. Choose Structures to see a list of vacant houses and other buildings for sale. Landbank has two categories for the sale of structures: “Save the Structure” and “Demo for Deed”. To save a structure, you must prove you have funds to rehab it and you must complete renovations within six months for exterior and 18 months for interior renovations. To buy a "Demo for Deed," you must simply prove you have funds to demolish the property. Both the Lots and Structures pages have links and instructions to apply for purchase when you’re ready. Speaking of funds, that’s where we come in. At LHOME, we can’t help you purchase a property but we can help you renovate one. Qualified property owners can borrow up to $30,000 for 12 months, paying only interest on the loan. After the year is up, you can sell your renovated property or refinance it. LEGISLATIVE UPDATE

Well, it’s a wrap. Legislators worked late into the night on Tuesday, the 30^th and final day of the 155^th regular meeting of the Kentucky General Assembly, concluding what has been a particularly odd legislative session. It has essentially felt like something out of a movie with all the plot twists and uncertain outcomes. There were multiple challenges to confront from an infectious disease health crisis, extreme weather conditions, an unconventional 1-year budget, and everything in-between. This session was surreal. Nevertheless, these and other challenges were met.

When members returned to Frankfort Monday and Tuesday to complete the final two days of the short, biennial, 30-day session, we were faced with a host of vetoes that Republicans wanted to overturn. Governor Andy Beshear reviewed bills passed by the legislature and used his executive power to veto and make line-item deletions in several pieces of legislation. However, the Republican supermajorities in both chambers chose to override nearly all of those actions, rendering the Governor’s power nearly ineffective. 

One of the Governor’s decisions that the Kentucky General Assembly spent much of its time discussing related to the state budget. The roughly $12 billion executive branch spending document outlined in House Bill (HB) 192 is a near continuation from the previous fiscal year, with necessary modifications.  The supermajority voted to override 18 of the 20 line-item vetoes to portions of HB 192. The vote to override the vetoes was 31-7 in the Senate and 71-24 in the House of Representatives. 

I voted to sustain the Governor's veto of HB 192. I am concerned with a provision in the bill that states the billions in COVID-19 federal relief money Kentucky is expecting to receive from the American Rescue Plan Act cannot be expended without the consent of the General Assembly. We are a part-time legislature, and the Governor needs more flexibility while we are not in session—especially as we move through and past the pandemic. 

I voted to uphold a majority of the vetoes issued by Governor Beshear based on my interpretation, and the fact many of them were directed at diminishing the power of the executive, which is worrisome in regard to the separation of powers. In total, 24 of the 27 vetoes sent back to the General Assembly were overturned and will now go into law notwithstanding the Governor’s signature.  Any vetoes that the Governor invokes on bills passed the last two days cannot be overridden because the legislature ended this passed Tuesday. The Governor has ten days from the time it reaches his desk to exercise the veto. The legislature won’t be in session to act. 

Aside from veto overrides, the Senate also took up several bills on the final two days. Some of the laws addressed passed with bipartisan support and will benefit all Kentuckians. Other bills I fear may have negative impacts. 

Bills passed and delivered to the Governor include:

Senate Bill (SB) 4 creates procedures and requirements for the issuance of both search warrants and arrest warrants that authorize entry to a property without notice. Commonly known as a no-knock search warrant, the provisions in SB 4 would only be allowed to be executed under certain circumstances. It does not ban No-Knock Warrants, but it does propose to restrict their use. While SB 4 is not perfect and does not include everything we fought for, it is an important step forward.

HB 321, which I co-sponsored in the Senate, implements portions of the West End Opportunity Partnership (WEOP). It aims to empower West Louisville through using Tax Increment Financing (TIF) to attract investment and reinvestment in neighborhoods beyond Ninth Street. Focal points include creating the TIF program and development area, forming a community-controlled (51%) board to oversee investment opportunities and neighborhood initiatives, attracting investment, and preventing displacement of current residents due to boosted housing values. 10  million dollars will be triggered by 20 million to be raised, including at least 5 million from Metro Louisville. This 30 million dollars is intended as seed money to fuel the effort. There is a great deal left to do, but this tool holds great promise if implemented well.

HB 382 was amended by the Senate Appropriations and Revenue Committee to provide $140 million for full-day kindergarten. It also allocates other funds from the federal American Rescue Plan Act of 2021 (ARPA) to various uses. Those include: $575 million to pay back the interest and principal on the federal unemployment insurance trust fund loan taken by Kentucky during the pandemic; $842,400 for Kentucky’s nature preserves; $50,000, first time money, for the Kentucky African American Heritage Commission which I lobbied for; and $3.3 million to reopen the Northern Kentucky Regional Medical Examiner Office. In addition, the bill adds $50 million more for broadband expansion through ARPA funds. 

HB 556 allocates $53 million of ARPA funds for Capitol renovations, $127 million for school facility construction, and $75 million for renovation costs at local area vocational education centers. The legislation is also the funding mechanism for the West End Opportunity Partnership, earmarking $10 million to WEOP if local matching funds are committed. It allocates $37 million in federal funds to the Justice and Public Safety Cabinet to provide grants for limiting the spread of COVID-19, $20 million to rural hospitals in a revolving loan fund, and $14.7 million to provide technology upgrades in county jails.

SB 36 was amended to appropriate $250 million of the ARPA funds for drinking water and wastewater grant programs. Splitting $150 million will be all 120 counties, with another $50 million going toward providing drinking water services to unserved areas. Another portion of the bill allocates around $50 million to assist the Department of Corrections with mental health, substance abuse, and reentry centers and the associated costs to operate them.

HB 91, a proposed constitutional amendment, will allow Kentucky voters to decide next year whether to add the following words to the state constitution: “To protect human life, nothing in this Constitution shall be construed to secure or protect a right to abortion or require the funding of Abortion.” I oppose this. I believe a woman has a right to control her own reproductive health and should not be subject to government dictates in such matters.

The Works Week

Clean Collaborative Crew - Weekly Report-March 29th-April 3

The Crew of 13 staff members and their equipment, fall under our Bulk Waste Department within the Solid Waste Management Services Division. They are primarily tasked with collecting litter and debris along Metro roadways.

Below is the weekly update on the Clean Collaborative Crew’s actions from March 29, 2021, to April 03, 2021. The crew cleaned approximately 125.6 curb miles and collected 568 Bags, 170 Tires, and 117 Other Items. Other items includes everything from vehicle wreckage to illegally dumped items. The weight from March 29th to April 2nd totaled 37,680 pounds.

Backyard Composting

Composting is a great way to easily turn organic household waste into something valuable for our gardens. Out of all the waste that goes to our local landfill every year, 26% could have been composted instead! Backyard composting reduces your family's greenhouse gas impact and creates a valuable soil amendment for your garden or flower bed. Paving & and road work for the week of April 12

Below is the list of Louisville Metro Public Works paving projects scheduled for the week of April 12, 2021. The schedule is subject to change due to weather and/or operational factors. Lower Hunters Trace from Dixie Highway to Cane Run Rd – Please note that it is anticipated that work commencing next Tuesday and Wednesday on this roadway will require the roadway to be closed from 9AM to 3PM. Emergency services and JCPS will be notified of the anticipated closures. Site work Blevins Gap from Stonestreet Rd to Medora Rd.

Pets of the Week

Cat of the Week: Fluffball is a scaredy paws whose ready to purr goodbye to the shelter life that frightens him. The handsome 3-year-old Tabby’s adoption fee is waived for an approved adopter. It’s always free to adopt adult cats from LMAS, thanks to the Pay It Forward Program. Fluffball is already neutered, microchipped and vaccinated. He weighs about 11lbs. To meet or adopt Fluffball, visit Animal House Adoption Center located at 3516 Newburg Road from 12-6pm daily. No appointment is required. For more info about Fluffball, call 502-473-PETS.

Dog of the Week: Salt Water Taffy’s adoption bio is short and sweet, just like him. The approximately 2-year-old Pit Bull is a very friendly, happy and silly dog who loves socializing with people and other dogs. Salt Water Taffy’s adoption fee is waived for an approved adopter thanks to the Pay It Forward Program.  He’s already neutered, microchipped and vaccinated. Salt Water Taffy weighs 57lbs. He can be tested with other dogs, cats, or children by request. To meet or adopt Salt Water Taffy, visit Animal House Adoption Center (3516 Newburg Rd.) from 12-6pm daily. Walk-ins Welcome. Crime Mapping

First Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.
