Underpass Lighting Projects  In response to constituent concerns, I've made it one of my priorities this year to begin fixing/replacing the lighting under several underpasses in our district. The Old Louisville Neighborhood Council will be participating in the Community Foundation of Louisville's Give for Good Day September 17th. We Want to Hear from you: Community Grocery Request

The Center for Health Equity wants to hear from you about  what it’s like to get food and groceries in Louisville.

The 2017 Louisville Health Equity Report recommended that Louisville make healthy foods more accessible.  The report suggested that it would take a lot of different solutions at many different levels. That includes government policy, organizations, and businesses helping to make it easy for people to have a chance to get healthy foods.  

Please share your ideas!  The Center for Health Equity will report your recommendations to the Metro Council, and use them to help determine how the Council’s $3.5 million bond allocation will be spent to provide a community grocery.

Public Invited to Provide Input for Review of LMPD

Residents who want to weigh in on the ongoing top-to-bottom review of the Louisville Metro Police Department have a new tool for sharing their views. Residents may reach out by email to LMKY@hillardheintze.com, which is a direct link to Chicago-based consulting firm Hillard Heintze, the Jensen Hughes company that is performing the comprehensive, top-to-bottom review. Members of the Hillard Heintze team will respond to all concerns, comments and inquiries sent to the address. The email address will remain active through the delivery of the report later this year. Hillard Heintze representatives are also making onsite visits to Louisville, conducting interviews, observing training, and participating in ride-alongs with officers. Upon concluding their assessment work, the team will develop recommendations to serve as a roadmap for an LMPD Strategic Plan that includes: Establishing a new policing environment in Louisville where the police department and the community are equal partners in co-producing public safety. Providing recommendations designed to reduce use of force incidents. Increasing transparency and encouraging greater trust and public confidence. Developing leadership within LMPD with a focus on community outreach and community policing efforts. Identifying innovative and effective recruitment strategies and best practices at the local, regional and national level that will improve the agency's police officer workforce diversity.

Mayor names Yvette Gentry as new interim Chief of LMPD

LOUISVILLE, Ky. (September 7, 2020) – Louisville Mayor Greg Fischer announced today that interim LMPD Chief Rob Schroeder is retiring from the department, and former LMPD Deputy Chief Yvette Gentry has agreed to serve in the interim role until a new permanent Chief is installed.

Gentry retired from LMPD in 2014 after serving more than 20 years in investigations, strategic planning, budgeting and patrol; she became deputy chief in 2011. A year later, Mayor Fischer named her as the city’s Chief of Community Building, a role she held until 2017. Gentry is taking a leave of absence from her current roles in philanthropy at the Rajon Rondo Foundation and Metro United Way to serve until a permanent LMPD Chief is in place.

Gentry, who will be the first female to ever lead the LMPD in its 200-plus year history, did not apply for the permanent chief position and said she has no interest in serving longer than it takes to give a new chief a successful transition period.

 “I am taking a pause from positions that have provided me time to heal and enjoy my family,” Gentry said. “I am returning to the high-stress law-enforcement field in large part to help lead a call to action for those willing to do the work it takes to heal our city – and provide truth so we can have reconciliation, and create a system of justice rooted in equity.” READ MORE. 

Census Takers in our neighborhood The Louisville Census Complete Count Committee and community leaders are urging residents to complete the Census before Sept. 30, and notes that Census Takers are visiting every household that has not already responded. In certain areas, the Census Bureau is also calling households, reminding them to respond. Census Takers will have a valid ID badge with their photograph, a U.S. Department of Commerce watermark, and an expiration date. Census workers may also carry Census Bureau bags and other equipment with the Census Bureau logo. Mayor announces new leadership and expansion of the city’s Office of Youth Development

(LOUISVILLE, Ky. Sept. 4, 2020) — Mayor Greg Fischer today announced that Dr. Aishia Brown has been appointed to be the new Director for the city’s Office of Youth Development (OYD) and Dr. Billie Castle has been appointed as a Special Assistant for Resilience and Community Services (RCS) with a special focus in OYD.

“I’m excited that our Office of Youth Development will get two highly skilled researchers with solid foundations in youth development and violence prevention,” the Mayor said. “I look forward to working with Dr. Brown and Dr. Castle to create pathways to success that will ultimately improve youth outcomes in our city.”

OYD, a part of the city’s Office of Resilience and Community Services, serves as a resource and advocate for Louisville’s young people and provides information about youth programs, training opportunities, funding and research. READ MORE

Mayor Fischer announces new leadership for the Office for Safe and Healthy Neighborhoods

New Director is Monique Williams; new Faith-Based Liaison is Steven Kelsey

(LOUISVILLE, Ky. Sept. 8, 2020) — Mayor Greg Fischer today announced new leadership for the city’s Office for Safe and Healthy Neighborhoods (OSHN). Monique Williams, who is Director of Youth Violence Prevention Research Center at the University of Louisville, has been named as OSHN’s new director, and Dr. Steven M. Kelsey, a retired Louisville Metro Police Officer and Louisville minister, has been named its Faith-Based Liaison.

“The Office of Safe and Healthy Neighborhoods is a vital part of our city’s public safety work, and Monique and Steven are excellent additions to the team,” the Mayor said. “They share our goal of creating a city of safe neighborhoods, where everyone is secure, supported, free of violence, and prepared for lifelong success.”

Metro Council President David James added, “Adding these two professionals to the Office for Safe and Healthy Neighborhoods will help move our city in the right direction toward safety.” Read More

Mayor Fischer signs Executive Order creating task force to promote equity through supplier diversity

Goal: ‘Address the unconscionable wealth gap between Black and white America’

(LOUISVILLE, Ky. Sept. 9, 2020) — Mayor Greg Fischer signed an Executive Order today that establishes an Equity in Contracting and Procurement Task Force, which will be charged with working to close the community’s wealth gap by supporting Black-owned and Minority-, Female- and Disabled-owned Business Enterprises (MFDBE) through supplier diversity initiatives, particularly related to capital projects.

Louisville Metro Government estimates that more than $5 billion will be invested locally in public and private capital infrastructure investments over the next five years, including projects from the city, MSD, Louisville Gas & Electric Company and others.  Mayor Fischer wants to see more MFDBEs –  minority, female, disabled, and LGBT business enterprises as defined in the Louisville Metro Code of Ordinance 37.66 – involved in that work. New Healthy Home, Healthy Community campaign launches with a focus on childhood lead poisoning prevention

LOUISVILLE, Ky. (September 9, 2020) – The Louisville Metro Department of Public Health and Wellness has partnered with IDEAS xLab and Bates Community Development Corporation to launch the Healthy Home, Healthy Community campaign to create awareness of childhood lead poisoning prevention.

The campaign consists of billboards and digital ads displayed in Smoketown and west Louisville that feature families from those areas who also share what a healthy home and a healthy community means to them. The campaign is a continuation of One Poem at a Time, a project started by IDEAS xLab in 2017, that had already replaced 22 billboards in Smoketown with photos and poetry created with community members. What are the rules about...Waste Containers?

Keeping garbage and recycling contained is essential to a safe and healthy community. It prevents disease, reduces litter, and makes it safe and efficient to collect. For those reasons our local ordinances say that all household garbage and recycling must be set out in appropriate containers. No bags containing garbage or recycling can be set on the ground outside of the containers.

• The city provides a black 95-gallon wheeled garbage cart to households within the Urban Services District. You may request a smaller 65-gallon garbage cart instead.
• An orange 18-gallon recycling bin is also provided. You may purchase a 65 or 95-gallon wheeled recycling cart instead.
• Yard waste can be collected in bundles, in paper yard waste bags, or store-bought containers.

In some situations, you can use store-bought containers for garbage or recycling as well, but for all types of waste, the containers must be less than 40-gallon capacity, have handles for lifting, and marked to indicate what is in them. Yard Waste and Recycling container stickers are available at the Metro Solid Waste office, 600 Meriwether Avenue, open Monday-Friday, 8 a.m. - 5 p.m.

Solid Waste Container Ordinances:

51.405 (B)(1): All household garbage, recycling, and yard waste must be set out in the cart provided by the Department or approved containers meeting the requirements of § 51.507.  No bags containing garbage or recycling can be set outside of the containers.

51.405 (A)(4): All reusable containers not provided by the Department and as authorized by § 51.507, that are used for the disposal of garbage, yard waste or recycling, must be marked to accurately reflect the contents of the container.

Pop-Up Drop-Offs are free recycling and large item disposal events for residents of Jefferson County. These events will pop up around the county once per month, from March through November, starting September 26. Pets of the Week

Dog of the Week: Edie is good at melting hearts with her sweet personality and adorable smile. The approximately 2-year-old -Labrador Retriever mix weighs 36lbs. Edie loves attentions and squeaky toys but she doesn’t like barking dogs, so she’ll tuck her tail and hide behind you! Adopt sweet Edie for free, thanks to the Pay It Forward Program. Edie is already spayed, microchipped and up-to-date on vaccinations. Edie can be tested with children, other dog and cats by request. BOGO Kitten Adoptions: Another group of kittens graduates from foster to adoptable and their BOGO! Adopt a kitten or two, by making a $100 donations. If two sounds like too much to handle, adopt an adult kitten for free thanks to the Pay It Forward Program. Every adoption includes spay/neuter, vaccinations and a microchip. September is Responsible Dog Ownership Month

September is Responsible Dog Ownership Month. Only 1 of 3 lost pets will be reunited with their owner. Make sure your pet always has a ticket home, if they become lost.  LMAS offers microchipping services for $25 and you don’t need an appointment. Get your pet microchipped Monday-Saturday from 12-6pm, at the LMAS Shelter, located at 3528 Newburg Road.

Is your pet already microchipped but you’re not sure how to update your contact information? LMAS uses microchips from Home Again. To update your contact info, visit homegain.com. You can also check your pet’s adoption records to find the microchip company’s contact info, or visit a veterinary office  or the LMAS Shelter, to have your pet scanned for a microchip. Crime Mapping

First Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs). After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.
