Elkhart County- Indiana State Police Superintendent Douglas Carter
recently announced the promotion of Master Trooper Judith Kubsch to the position

a competitive interview process.

graduated from Elkhart Memorial High School and then attended Ball State
University where she earned a bachelor’s of science degree in criminal justice and
military science.
After graduating from the Indiana State Police 50th recruit
class in December of 1993, Kubsch was assigned to the Redkey District before eventually

in Iraq and was directly in charge of 19 soldiers in a combat zone. She also directly supervised the creation of
the first military police station at Camp Victory Complex. Kubsch also holds a Combat Action badge.
Kubsch lives in Lakeville with her husband, Master Trooper Kevin
