HB511 - Private forest land, surcharge
This legislation revises Section 38-111, Idaho Code to increase the structure surcharge levied on improved private forest land parcels from a maximum of $40 to a maximum of $100. This is a dedicated fund to support wildland fire preparedness.

SJR102 - State trust lands
Protecting public lands in Idaho from permanent loss is of vital importance to the identity, culture, and livelihoods of Idahoans. This joint resolution proposes an amendment to Section 8, Article IX of the Idaho Constitution, distinguishing between state endowment lands granted for specific institutional purposes and public lands acquired from the federal government. The state Endowment will be unaffected, ensuring that the Endowment continues to generate revenue for its beneficiaries. Federally managed lands that may be endowed in the future will be placed in a separate, inviolable trust to be preserved for future generations, prohibiting the sale of these lands and allowing exchanges when approved by a two-third vote of the Legislature. These lands will be managed to balance and promote resource utilization, public recreation, scenic values, watershed quality, and wildlife habitat. Revenue from these lands will be applied to the Public Lands Trust Fund, dedicated first to operating and maintaining the land, then to compensating counties, enhancing public access,and supporting primary and secondary public education facilities.

Rules Governing Mined Land Reclamation
IDAPA 20.03.02 - Pending Rule
The Idaho Department of Lands (Department) administers IDAPA 20.03.02 Rules Governing Mined Land Reclamation under the authority of the Idaho Mined Land Reclamation Act (Title 47, Chapter 15, Idaho Code). These rules establish the notification requirements for exploration and the application, operation, and reclamation requirements for mined lands. In addition, they establish the application and closure requirements for cyanidation facilities. Lastly, these rules contain the financial assurance requirements for mining and cyanidation facilities.

Rules for the Regulation of Beds, Water, and Airspace Over Navigable Lakes in Idaho
IDAPA 20.03.04 - Pending Rule
The Idaho Department of Lands (Department) manages IDAPA 20.03.04 Rules for the Regulation of Beds, Waters and Airspace Over Navigable Lakes in Idaho pursuant to Title 58, Chapters 1 and 13, Idaho Code. This rule protects the state’s navigable lakes by setting standards for encroachments. By regulating encroachments, this rule protects property, navigation, fish and wildlife habitat, aquatic life, recreation, aesthetic beauty, and water quality.
Encroachments include docks, marinas, piers, buoys, pilings, breakwaters, boat ramps, and other facilities used to support watercraft, as well as landfills, bridges, utility lines, float homes, boat garages, and other structures constructed on, in, or above the beds or waters of a navigable lake.

Easements on State-Owned Lands
IDAPA 20.03.08 - Pending Rule
The Idaho Department of Lands administers IDAPA 20.03.08 Easements on State-Owned Lands, Right of Way programs on behalf of the State Board of Land Commissioners (Land Board) for state endowment trust lands. This program is responsible for granting and acquiring easements on State-Owned Endowment Lands. These activities are authorized by Idaho Code Title 58, Chapter 6 – Rights of Way Over State Lands. he adoption of related rules is authorized by Idaho Code § 58-104.

Reports Due to the Legislature
Annual Report
Annually on or before December 1, IDL is required to report to the Land Board concerning the condition, management and financial transactions of the department.
GNA
IDL shall report to the legislature and federal agencies, as appropriate (at least annually) as to the status and performance of any proposed or executive agreements under GNA.
Hazard Pay
IDL shall submit a report to the Division of Financial Management and Legislative Services Office detailing Hazard Pay provided during the previous fiscal year.
Land Exchange
On or before January 15 of each year the Land Board shall submit a report to both houses of the legislature and to the Audit Division of the Legislative Service Office about state endowment lands exchanged and acquired.
Off-Highway Vehicle (OHV) Fund
IDL shall annually publish a report specifically identifying the uses of money allocated pursuant to the subsection.

Over Snow Vehicle (OSV) Fund
IDL shall annually publish a report specifically identifying the uses of money allocated pursuant to the subsection.
Qualifying Contracts
State agencies must report annually to the legislature on all qualifying contracts entered into by the agency the previous year. It must include the following for each contract: the amount, the duration, the parties, and the subject.
Timber License Plates
IDL shall prepare an annual report that is sent to ITD regarding revenues and expenditures associated with funds collected for the special license plate.
Moving Expense Reimbursement
IDL shall prepare an annual report that is sent to the State Controller regarding moving expense reimbursements.
