Controller Brandon Woolf asked about salvage timber sales on Benton Butte and if they are a second run on this sale. Director Dustin Miller stated IDL is working hard to get them sold. The logging in that area is complex and much of the timber was not severely burned so there is some time. He promised to get back with the Controller regarding the number of attempts for the salvage sales.

Governor Brad Little asked about staffing for the BLM and Forest Service. The Director stated everyone is seeing a similar situation. There is competition for the positions as firefighters are harder to come by and many people are moving away from fire making placements for firefighter leadership more difficult. IDL is close to being on par with the feds hiring.

Superintendent Debbie Critchfield asked if IDL is closing the gap in keeping and maintaining fire fighters. She asked if the difficulty is all about salary or if there are outside issues. The Director noted compensation is a big piece of the difficulty. He added that a rookie with IDL now makes $15 per hour, however, the feds offer $15 an hour but provide a bonus that takes them up another $5 per hour. He said seasonal housing is a problem, but IDL just purchased land in Kamiah for seasonal firefighters and seasonal timber workers for that area.

The Superintendent asked if there is an area within this profession that could be applicable to a CTE program in Idaho high schools, as there are new opportunities with new resources. The Director noted firefighters need to be 18 year old to go to work for IDL. He added high school programs could be a benefit, and would peak interest early. He would like to have more conversations about this.

The Governor asked about how many loggers are red carded and how many people have signed up. The Director said he would get those numbers to the Governor. He added that it is always good to get loggers and equipment operators involved but it is difficult to get people to sign up ahead of time.

Secretary of State Phil McGrane said he understands the senior leadership is the hardest to fill and wanted to know if there might be an opportunity this summer to figure out why people move out of fire and if there are other benefits that might help retain people. The Director noted there are a number of things that should be looked at and fireline leadership is crucial. He explained how IDL is trying to build a path to permanency for our firefighters and opportunities to move up in leadership within the agency. He also noted that many of the IDL firefighters carry the credentials for incident management teams which brings additional compensation for those two week assignments.

The Secretary of State asked about the factors in deciding what will be distributed to beneficiaries. EFIB Manager Chris Anton stated one of the factors is how the investments are doing and the amount of money in the reserves. The big bump in returns previously resulted in historic distributions, but with a 13% decrease in FY22 distributions were held flat for FY24. It may be held flat again this coming year.

The Controller noted this item was held for a month and asked if there were changes. Forestry Assistance Bureau Chief Archie Gray said Molpus Woodland group requested the delay on behalf of their client and had asked for clarification of terms and provided new addresses. There were no significant changes to the easement.

The Secretary of State asked if the motivation for the MOU was so the Land Board didn't have to keep renewing the same leases over and over such as for the Botanical Garden. The Deputy Director said yes.
