Governor Brad Little asked about interest rates. Director Dustin Miller explained the rate is 6%. Forest Management Bureau Chief David Greenwood added the interest rate floats when there is an extension and is currently 6.25%

Superintendent of Public Schools Debbie Critchfield asked if the money to be transferred is outside the five year requirement. The director stated there is about $13 thousand in principle plus interest. He noted IDL isn’t able to make a purchase in time so it makes sense to move the funds now.

Secretary of State Phil McGrane asked if interest can be used to purchase land. The director said it certainly could be done; however, it hasn’t been done in the past. He added there is an acquisition pipeline where opportunities are closely tracked and there is adequate funding even with the transfer. The director said they are trying to make sure it works the right way for the endowments.

The Secretary was concerned the presumption is that there will be no interest from agencies and this will be a public sale. Real Estate Program Specialist Zane Lathim explained he was not aware of interest but there will be outreach to appropriate agencies.

The Governor explained IDL is just the realtors for Fish and Game

The Secretary asked if the Land Board could purchase the Land. Lathim explained it was considered for housing but the lead paint and asbestos would require $70-thousand in remediation and the property does not meet the needs of IDL.

Controller Brandon Woolf stated he does not remember the Land Board doing a third extension previously and asked if this is unusual. Deputy Director Bill Haagenson said it is unusual.

The Controller wanted to confirm the extension is just to allow the roads to dry out for hauling and was concerned if this would be enough time. The deputy director confirmed they are waiting for the load limits to come off the road and Clearwater Paper said this is enough time.

The Controller asked about the pilot program for cedar poles. The deputy director noted IDL is past the pilot program for cedar and any sale with more than 15% cedar volume is considered a cedar sale open to anyone.

The Controller stated his appreciation of IDL’s work and the ability to increase harvest with a plan to have a steady market which is good for industry also.

The Secretary asked about wildfire risk being taken into account in this plan. The deputy director replied that due to IDL’s ability to quickly move in and salvage there is limited need to go back and evaluate risk.

The Secretary asked if a green sale is moved due to salvage sale is it stealing from Peter to pay Paul. The deputy noted while there is a loss, there is not a big hit due to IDL’s ability to move in and harvest those areas and move the green sales into the future, the volume continues to grow on the stump.

The Secretary stated that while he appreciates the support of industry and the Associated Logging Contractors, the members have expressed concerns about IDL being over aggressive and they are less sure of the health of the forest and what the yields will actually be. The deputy director stated the managed lands are growing faster with more timber, there is an abundance of inventory that must be harvested before it becomes unmerchantable and a lot of harvest needed to get us down to where we want to be. He noted the Land Board is likely to see elevated harvests for 20-30 years then have the harvest levels set a little bit lower level as endowment lands enters into a regulated forest condition where it is the growth harvested.

The Secretary asked for clarification on when the first forced transfer will be. The Controller noted it is FY26.

The Secretary noted his priority is investing into more land and that he would like to better leverage the interest funds to purchase more lands.

The Controller asked if there is anything going forward with how the interest will be used and if the committee is looking at this issue. The director stated that if there is property that works there is no reason why the interest couldn’t be used for land purchase.

The Superintendent asked about the amount of interest moved so far. The deputy director noted $9.7 million of interest has been moved.

The Secretary was concerned that there is $13 thousand now ready for transfer but there is another year in which it can be used. Anton stated some of the money is close to expiring. The deputy director added the interest from Vandals 1 and others are older amounts that are close to expiring.

The Secretary made a motion to postpone this item for a month. The Superintendent asked what would happen in a month. The Secretary stated if there is a year, he would like to take a closer look before the money is required to be transferred.

The Governor noted there should be more discussion next month on financial investment vs. land investment due to the newness of the Land Board.

The Governor questioned valuation of property that would go to the Land Board. Division Administrator Mick Thomas replied the staff will look at all applications and can bring anything to the Land Board.

The Superintendent asked about the amount of increase in number of requests and how often is IDL getting requests. Thomas stated they are not knocking down any doors but the numbers have gone up. They have been onerous in Land Board meetings so the goal is to allow the board to better use its time.

The Governor added there are still potentially thousands to come. This is the departments very good effort to find a way so this doesn’t take up the Land Boards time especially since 90% are not debatable anyway.

The Superintendent asked if 25 acres is too limited. Thomas noted over the past several years there have only been a couple applications that were larger than 25 acres. Accretions happen over many years and are usually small.
