Hello Superior,
It’s hard to believe that summer is right around the corner and the school year is coming to a close. For our Public Works and Utilities Department, that means it’s time to start our road construction projects for the year. This summer, we’re working on an important one: Phase 1 of the Rock Creek Parkway (RCP) reconstruction.
RCP was constructed more than 30 years ago when the Rock Creek subdivision was built and it has reached the end of its useful life. Reconstructing RCP will be a multi-year project. This summer, we’re starting with the section east of the bridge at the north-end of Purple Park to Indiana. We’ll also be re-striping the entirety of RCP. Later this year, we’ll reconstruct the bridge/underpass on RCP at Purple Park.
One of the major concerns with RCP is safety. People are driving about 10 mph faster than posted speed limits on average. There also have been accidents along RCP and many are concerned with the width of RCP — particularly with pedestrian crossings (especially kids) as they travel to and from Superior Elementary School, Purple Park and North Pool. In addition, based on the speeds traveled on RCP, the current design of the roadway does not meet Federal Highway Administration guidelines for bike lanes.
Road projects are extremely expensive and the estimates to reconstruct RCP from McCaslin to 88th Street are in the $10 to $12 million range, so we want to make sure we get this right. Consequently, over the past year, we have worked with consultants on the Rock Creek Parkway Repurposing Study to see what improvements could be made to RCP as we reconstruct it. The RCP Repurposing Study involved multiple public meetings, an online survey, informational kiosks at town events and reports to the Town Board in public meetings, all in an effort to educate the public about the concerns about RCP and to solicit feedback on potential solutions.

RCP will remain a 4-lane road, but the vehicle lanes will be narrowed to decrease speeds and allow for a larger, buffered bike lane. Additional safety improvements at intersections will be implemented as well.

New Superior Seniors programming kicks off with Senior Welcome Breakfast on May 1
Superior Seniors, an emerging group for the 60+ community, is kicking off a new season of activity with a Senior Welcome Breakfast on Wednesday, May 1 from 9 to 10:30 a.m. at the Superior Community Center (1500 Coalton Road).
Come find out about the next round of programs, including games, gardening, meals, crafts and more!

Proposed Superior Home Rule Charter available to review at May 2 meeting
After several months of meetings, discussions and considering public comment, the Home Rule Charter Commission is nearing the conclusion of its work. There is one final opportunity to provide feedback on the proposed Home Rule Charter.
Please make plans to attend the Home Rule Charter Commission meeting at 6 p.m. on May 2 at Superior Town Hall (124 E. Coal Creek Drive). You can also email input to the HRCC.
The Superior Town Board will then review the charter at their regular meeting on May 13.

Celebrate Superior's unique history at the Historical Commission Annual Walk on May 4!
Are you interested in learning more about Superior's history? Join the Historical Commission for a fun, educational walk from 2 to 3:30 p.m. on Saturday, May 4 beginning at Grasso Park, 100 E. William St.
Bring your friends and family to explore Superior's unique past at important historical locations, such as the former railroad depot, Industrial Mine and the Mine Camp site. Along the way, you’ll see the original mine shaft and old foundations of the miner's houses.
Participants should plan on walking at least two miles, bringing water and sun protection and wearing appropriate shoes and clothing for the terrain and weather.
The Interim Historical Museum in the Grasso Park Bungalow (112 E. William St.) is open on Saturday from 10 a.m. to 2 p.m. Stop by before the walk!

Please remember to park vehicles in the appropriate direction!
Hey, Superior residents! Just a friendly reminder that all vehicles must be parked in the appropriate direction, according to Colorado model traffic code.
Generally, every vehicle parked on a two-way street must park with the right-hand wheels parallel to and within twelve inches of the right-hand curb or as close as practicable to the right edge of the right-hand shoulder.
If the road is one-way, the same rules apply. However, the vehicle must be parked parallel to the curb or edge of the roadway in the authorized direction of traffic.

Disaster Preparedness Basics Tuesday, May 21 6 to 7:30 p.m. Superior Community Center (1500 Coalton Road)
Join Boulder's Office of Disaster Management and learn how to increase your personal preparedness. During the workshop, you'll learn about Boulder County's hazards, emergency alerts, personal risk assessment and create your own disaster preparedness plan. Registration is required.
Boulder County Community Wildfire Protection Plan update Thursday, May 23 6 to 7 p.m. Virtual Webinar
This virtual webinar will provide updates and progress on the Boulder County Community Wildfire Protection Plan for Zone D, which includes Superior, Louisville, Marshall and Eldorado Springs. The meeting will include reviewing the preliminary resident input data, discuss how it will be incorporated into the CWPP and a question and answer session.

Cultural Arts & Public Spaces Advisory Committee hosting Superior Photo Walk
Enhance your photography skills with a May 11 photo walk workshop brought to you by the Cultural Arts & Public Spaces (CAPS) Advisory Committee and led by BluPoetry!
Participants will walk through Downtown Superior and along a portion of the upcoming ARTery path and stop at several locations for themed photo studies.
Meet at Bambei Brewing (100 Superior Plaza Way, Ste 102) at 3 p.m. Bring your own digital camera or use your phone camera! The walk covers roughly 2 to 3 miles so wear appropriate footwear and suitable attire.

Public Works
Rock Creek Parkway Reconstruction and Restriping Project to begin construction in summer
Now that the design of the Rock Creek Parkway Reconstruction and Restriping Project is complete, the Town is preparing to select the construction company that will conduct the work.
Construction is slated to begin the first week of June and conclude before school starts in late August.
The project includes the reconstruction and resurfacing of Rock Creek Parkway from McCaslin Boulevard to Indiana Street, which will result in temporary lane closures and detours during construction.
Additional work includes:
• Replacement of concrete as needed
• Median xeriscaping
• Removal of the right-turn lanes at South Pitkin Avenue
• Restriping of Rock Creek Parkway from McCaslin Boulevard to Coalton Road to include two reduced-width lanes in each direction and a larger buffered bike lane to improve multi-mobility
• Pedestrian crossing enhancements.

Town completes traffic signal upgrades at Marshall/McCaslin and Coalton/Indiana intersections
The Public Works and Utilities Department recently added new backplates on the traffic signals at the Marshall Road and McCaslin Boulevard and Indiana Street and Coalton Road intersections.
These new backplates enhance visibility, make the signal bulbs easier to see in various weather and lighting conditions and provide a consistent look throughout the intersection.
Staff plans to continue these upgrades on other intersections throughout Town.

Town offers programs for approaching irrigation season
As we get closer to summer and temperatures begin to rise, residents and commercial businesses will begin irrigating landscape areas.
We ask residents and businesses to closely monitor irrigation sprinkler heads and times, as over-irrigating wastes water and can damage nearby infrastructure, including roads and sidewalks.
The Town also has several programs to assist residents with irrigation and landscaping needs. These programs include free sprinkler system audits, a lawn replacement program and discounted low-water gardens through the Garden in a Box program.

New Superior Bustang stop provides service to Estes Park and Rocky Mountain National Park
Skip the driving and hitch a ride to Estes Park at the new Superior Bustang stop.
With service beginning Memorial Day weekend, the Bustang will now stop at the U.S. 36 and McCaslin station, in addition to other regional stops, including the U.S. 36 and Broomfield station and the Boulder Junction at Depot Square station.
You can snag one-way tickets for $7.50 with discounts available for children, students, individuals with disabilities and seniors 65 years or older.

RTD Transit Police to start 24/7 patrols on May 5
RTD Transit Police Department will start 24/7 patrolling to enhance personal safety and security for customers and employees.
With 61 sworn Transit Police officers and 19 recruits graduating in May, the force aims to reach a minimum of 119 officers by the end of the year.
This move is part of an effort to create a welcoming transit environment across the district’s entire service area.
