Colorado Child Care Assistance Program (CCCAP) Attendance Tracking System (ATS) Update
Information for Child Care Providers
Hello CCCAP Early Care and Education Providers!
We are eagerly anticipating the joyful arrival of Spring in Colorado with all the promise that the season brings. We have been planting the seeds for new possibilities within CCCAP and have new updates in ATS that we would like to share to help with the administration of your early education programs. In the following pages, we will share new features in ATS, new opportunities for providers and new resources and support for the important investments in children and families that you make every day.
NEW Extended ATS Access:
Access to the Attendance Tracking System is based on a CCCAP Fiscal Agreement.
CONCERN:
Once a child care provider’s CCCAP Fiscal Agreement ended, the provider had no access to ATS to finish up any outstanding business such as final attendance entries within 9 calendar days of the care date, allowing access to ATS Kiosk for families to make final confirmations or corrections of attendance within 9 calendar days, viewing final Correspondence, running final reports and viewing final reimbursement information.
SOLUTION:
We have now extended the access for 90 calendar days past the effective end date of the last Fiscal Agreement that a child care provider has with a CCCAP county.
This means that providers and families will still have access for final entries of attendance as well as viewing other necessary information.
ATS will now display the last day of the Fiscal Agreement as well as the date the access to ATS will end.
 ATS will continue to display messages to child care providers when a Fiscal Agreement is within 60 calendar days of expiring.
From the ATS menu to Fiscal Agreements, child care providers can also view the information for each Fiscal Agreement that displays the effective beginning and end of the agreement.
CCCAP counties will provide a Fiscal Agreement renewal 60 days prior to the upcoming expiration of the Fiscal Agreement. These should be completed and returned to the county as soon as possible for continued CCCAP engagement.
 How to Use ATS to Report When a CCCAP Child is no Longer Enrolled
CCCAP child care providers must notify the CCCAP county when a child is no longer enrolled with the program within 2 business days (CCCAP Fiscal Agreement #13).
The ‘Confirmed CCCAP Authorization in Use’ feature supports this reporting requirement.
By selecting the toggle, the provider is presented with options ‘Child Confirmed Attending’ used when a child is enrolled in the program and hasn’t attended yet; ‘Child never attended’ used when a child is not enrolled with the provider and has not attended; and ‘Child stopped attending after previous attendance’ used to report when a child has been disenrolled.
Use the option “Child Stopped Attending After Previous Attendance” to report when a child is disenrolled in the two (2) business days following the child’s last attended day.

 For Example: When using this option, you would not use today’s date if today was the child’s last day. If the child’s last day of attendance is today, the provider would use the toggle to report the first date the child will no longer be enrolled. If the child’s last day of attendance is 3/13/2024, the provider would enter the date 3/14/2024 since it is the first day the child is no longer enrolled.
*NOTE: For Providers with an ELV-CORE Waiver or an ATS Waiver, the provider must report that the child is disenrolled to the CCCAP county within 2 business days from the date the child was disenrolled. The CCCAP county contact information can be found on the child’s CCCAP Authorization Eligibility Notice (CR213) that can be found from the ATS Menu under Correspondence.

This flyer serves as a document that details the variety of training materials and resources that are available to support our CCCAP providers. We encourage you to take a look at the flyer and explore the wealth of free resources that are available to support your success as a CCCAP Provider. NEW Rural Homes Early Childhood Initiative (RHECI!
A new pilot project for Family Child Care Home Providers (FCCHPs) has been launched to simultaneously address both the housing and the childcare shortage within the Ouray region. The RHECI (https://www.ruralhomes.co/early-childhood-initiative) will provide a striving family child care home operator with an intensive training program that will cover the necessary components of early childhood care and education, business operations expertise, as well as targeted coaching and training on how to start or grow a FCCHP operation. This initiative will also include the opportunity for home ownership. With a stable home and the right support, family childcare can be a sustainable and successful business.
NEW Grant Applications:
A new announcement was shared with Colorado child care providers that applications for new grant opportunities are open as of Friday, 3/15/2024. The department is offering the following grants: Spring Bonus Grant for Stabilization/New Provider Success recipients, Health and Mental Health Grant, Licensing Incentive Bonus Grant and Capacity Building Grant.

NEW Infant Kits Available Now!
The Department of Early Childhood recently shared that Project Include, an initiative to help Colorado’s licensed child care programs make adaptations to better serve children with delays, disabilities, and differences, has released a new Universal Design and Inclusion Kit just for Infants! The Infant Kit can help you learn how to better support children under 12 months of age in your care.
Project Include (en español) offers all licensed child care programs in Colorado the opportunity to build more inclusive learning environments through simple modifications and adaptive equipment.
