Continuing changes in membership spurred by the November election, the Delta Protection Commission has welcomed four new members:
The newest voting member is Sonny Dhaliwal, the new District 3 Supervisor on the San Joaquin County Board of Supervisors.
Dhaliwal was Lathrop’s longest-serving mayor, having been elected six times. He also served on the city council for six years before that, as well as another three years on the planning commission.
Also new to the Commission is the designated alternate for Chair Diane Burgis: Shanelle Scales-Preston. Scales-Preston is the new District 5 Supervisor on the Contra Costa County Board of Supervisors. She was elected to the Pittsburg City Council in 2018 and served as Mayor in 2023.
In addition, the Speaker of the Assembly has designated Assemblymember Rhodesia Ransom, to serve as an Ex Officio (non-voting) member, and Assemblymember Lori Wilson as her alternate.
Ransom was elected in November to represent California’s 13th Assembly District, which includes a portion of San Joaquin County and the Delta cities of Stockton, Tracy and Mountain House. She is a former Tracy City Councilmember and non-profit leader.
Wilson was elected in April 2022 to represent California’s 11th Assembly District, which includes all of Solano County and portions of Contra Costa and Sacramento counties. It includes the Delta cities of Oakley and Rio Vista.
Delta Leaders Tour Port of Stockton
 The 2025 Class of the Delta Leadership Program spent Friday at the Port of Stockton interacting with state and regional water policy leaders and touring the port, which included a lucky sighting of agricultural wood waste being unloaded from big rigs (check out the video - it's not something you see very day). The port tour was led by Jeff Wingfield, himself an alumni of the first class of the DLP (2016).
The program is a joint effort by the Delta Protection Commission and the Delta Leadership Foundation to support sustained leadership development in the region. Learn more about it here.
Freeport Gateway Monument: $500k Approved
 The Sacramento-San Joaquin Delta Conservancy last month awarded $505,000 to Sacramento County to install two gateway monuments welcoming people to Freeport and announcing it as the “Northern Gateway to the Delta,” and an interpretive sign depicting Freeport’s history.
Freeport is one of the 11 designated Legacy Communities in the Delta and played an important historical role in the California Gold Rush as a “free port” location where merchants could bypass City of Sacramento tariffs.
California Duck Days: Exhibitors Wanted
 The Yolo Basin Foundation is seeking exhibitors for California Duck Days, which will be held 9 a.m.-4 p.m. Saturday, April 26.
Last year, the event drew 1,180 participants (mostly families), 160 volunteers and 100 exhibitors. Hands-on activities, workshops, and game tables are well-suited to the event.

Wanted: Senior Park Aide, Delta Sector, for Diablo Range District
The Diablo Range District of California State Parks is looking for a creative and passionate individual to fill the Senior Park Aide position in the Delta Sector.
This position will collaborate on interpretation, visitor services, and related work at State Park properties in the Delta. The job will involve:
- Working with a variety of team members and stakeholders designing and launching new programs, walks, and materials for all three Delta properties.
- Assisting with the Delta Meadows Classification and General Plan process.
- Working with the cultural resources program on incorporating local tribal voices and collaboration into interpretive materials for the area.
The reporting location for this position is Brannan Island State Recreation Area, 17645 CA-160, Rio Vista, with travel to other locations, including the Locke Boarding House and the Delta Meadows property, both in Locke.

First Delta Cyanobacterial Harmful Algal Bloom Workshop: March 6
The Chairs of the Delta Cyanobacterial Harmful Algal Bloom Strategy Implementation Team will host their first Delta CHAB Workshop concurrently with the IEP Workshop 8:30 a.m.-1:30 p.m. March 6 in the California Natural Resources Building. Separate registration from the IEP Workshop is required to attend.
The goal of the workshop is to implement Recommendation 1.5 of the Delta CHAB Monitoring Strategy (PDF).

Draft Delta Adapts Adaptation Plan Out for Public Comment
The public may review and comment on the draft Adaptation Plan of the Delta Stewardship Council's Delta Adapts initiative through Feb. 18 - an extended deadline.

Applications Open for Delta Protection Advisory Committee - March 14 Deadline
Applications are open through 5 p.m. March 14 for five seats on the Delta Protection Advisory Committee. The incumbents, shown here, are all eligible to reapply.
The Committee provides recommendations to the Delta Protection Commission on diverse interests within the Delta.

Timeline Extended - Marine Traffic Bridge Closures in SJ County Through March
San Joaquin County movable-span bridges will be temporarily closed to marine traffic through March 29. The bridges will be open to vehicles, but may be reduced to one lane of travel at times.
Affected bridges are the Eight Mile Road Bridge at Honker Cut Canal, the Bacon Island Road Bridge at Middle River, and the Tracy Boulevard Bridge at the Grant Line Canal.

Isleton Bridge Scheduled for Daily Closures Through June 30
The Isleton Bridge on State Route 160 near the city of Isleton will be closed to all motorists during daytime hours into the early evening. The closures are to allow ongoing parts replacements, and mechanical and electrical control system upgrades.
River Road and the Walnut Grove Bridge will be the alternate route.
Closures will take place 6 a.m.-6 p.m. Mondays through Saturdays through June 30. Weather conditions could delay or cancel scheduled work on some days.

Paintersville Bridge Scheduled for Daily Closures Through Aug. 1
The Paintersville bridge on State Route 160 near Courtland will be under daytime full closures for repair work. The bridge is scheduled for ongoing parts replacements, and mechanical and electrical control system upgrades.
The work schedule is 6 a.m.-6 p.m. Mondays through Saturdays through Aug. 1.

The Delta Protection Advisory Committee meets at 5:30 p.m. TONIGHT, Feb. 11, at the Clarksburg Schoolhouse in Clarksburg.

Locke: Chinese New Year - lion dance, martial arts and tai chi demos, music, lecture, arts and crafts, puppet show, red envelope lucky money of the year for the first 100 visitors. Noon-4 p.m. on Main Street.
Guest speakers include William Gee Wong, photojournalist, on Sons of Chinatown, 1:15-2:30 p.m.; and Maryellen Burns, historian, on non-Chinese pioneers of the Sacramento River Delta, 2:45-3:45 p.m. Both will be at The Pearl (River Road Art Gallery), 13944 Main St.
Locke and Isleton: Haggin Museum's DMT: A Day in the Delta - Historic Isleton plus Chinese New Year in Locke - in the morning explore the Chinatown and Japantown Historic District of Isleton, enjoy lunch at Peter's Steakhouse, and after lunch, head to Locke for Chinese New Year.
March 4 in Oakley: All Abilities Day at Big Break Regional Shoreline - people of all abilities can explore nature at their own pace and in their own way. Drop in anytime 10 a.m.-1 p.m. at the Big Break Visitor Center, 69 Big Break Road
