New Members Join Delta Protection Commission

Two new members joined the Delta Protection Commission this month:
Isleton Vice-Mayor David Kent (above, left) was appointed by the Sacramento Area Council of Governments to represent cities in Sacramento and Yolo counties. He is a voting member of the Commission, and his first meeting was Jan. 16.
State Sen. Jerry McNerney, D-Pleasanton (above, right), was selected by the Senate Rules Committee to represent the state Senate as an Ex Officio (non-voting) member of the Commission. McNerney, whose district includes all of San Joaquin County, served in Congress from 2007 through 2023. He co-sponsored the 2019 bill creating the Sacramento-San Joaquin Delta National Heritage Area.
The Delta Protection Commission is made of 11 elected officials serving on Delta county boards of supervisors, city councils, or reclamation district boards; four appointees from state agencies with a stake in the Delta; and two ex officio members from the state Senate and Assembly.
Applications Open for Delta Protection Advisory Committee
 Applications are open through 5 p.m. March 14 for five seats on the Delta Protection Advisory Committee. The incumbents, shown above, are all eligible to reapply.
The Committee provides recommendations to the Delta Protection Commission on diverse interests within the Delta.
The Commission is expected to make appointments at its May 15 meeting.
DPC Annual Report Available
The Delta Protection Commission's 2024 Annual Report is now available online. It can be accessed at delta.ca.gov/annual-report.
Delta National Heritage Area Management Plan Approved
The U.S. Department of Interior approved the Management Plan for the Sacramento-San Joaquin Delta National Heritage Area on Jan. 16.
“The Delta Protection Commission developed a plan that promotes the continued appreciation and protection of the natural, historic, and cultural resources associated with the Sacramento-San Joaquin Delta National Heritage Area, a place important to our nation’s history and heritage,” wrote Charles F. Sams III, Director of the National Park Service.

Delta Stewardship Council Dismisses Appeals
The Delta Stewardship Council on Jan. 23 dismissed four appeals (PDF) of the certification for the 2024-2026 Proposed Geotechnical Activities for the Delta Conveyance Project.
The Council found that the Proposed Geotech is not a covered action and dismissed the appeals for lack of jurisdiction. The Council’s role is as an appellate body, deciding appeals of an agency’s self-certification.

Rio Vista Bridge Work: Nightly One-Way Traffic Controls
 There will be nightly and early morning delays on the State Route 12 Rio Vista Bridge through Feb. 5 as crews work to finish pavement work.
One-way traffic control will be in place nightly and motorists should expect delays up to 20 minutes. Work crews will avoid peak commute times in the morning and afternoons. The bridge remains safe for travel.
Big Break to Hold All Abilities Day
 People of all abilities can explore nature at their own pace and in their own way at Big Break Regional Shoreline on March 4.
Travel along paved trails to visit stations to touch fur, listen to birds, draw wildlife, or sit on benches to scan the water or paint the view. ASL and Spanish interpreters will be on site. Event includes indoor and outdoor options and is wheelchair accessible.
Drop in anytime 10 a.m.-1 p.m. at the Big Break Visitor Center, 69 Big Break Road, Oakley.

Delta Science Program Holds Workshop
The Delta Science Program is developing the third iteration of the Delta Science Plan, centered around Grand Challenges to Delta science.
To inform the next Delta Science Plan, the Delta Science Program is hosting a hybrid public workshop Feb. 20-21 to solicit input from the community.
Solano County Library Holds Teen Photo Contest
Teens ages 12-18 in Solano County can enter the Solano County Library's Teen Photo Contest Feb. 3-March 10.
Contest categories are Architecture, Album Covers, Animals, Food/Drinks, Library (pictures of the inside/outside of your favorite library), Nature, People & Portraits, Special Effects, Sports, and Travel/ Landscapes.
DFW Offers New Angler Survey
 The California Department of Fish and Wildlife has launched the California Inland Recreational Angler Survey, a web-based platform that will provide helpful fishing information driven by angler-submitted data.
The platform can be found at CIRAS.wildlife.ca.gov.
The platform allows anglers to submit data regarding their fishing trips and provides immediate access to aggregated sport fishing data through an interactive “Ready to Fish” dashboard.
Golden Mussel Flyer Available
 The State Lands Commission is circulating a flyer about the invasive golden mussel, which has been discovered in the Delta.

Draft Delta Adapts Adaptation Plan Out for Public Comment
The public may review and comment on the draft Adaptation Plan of the Delta Stewardship Council's Delta Adapts initiative through Feb. 18 - an extended deadline.

Timeline Extended - Marine Traffic Bridge Closures in SJ County Through March
San Joaquin County movable-span bridges will be temporarily closed to marine traffic through March 29. The bridges will be open to vehicles, but may be reduced to one lane of travel at times.
Affected bridges are the Eight Mile Road Bridge at Honker Cut Canal, the Bacon Island Road Bridge at Middle River, and the Tracy Boulevard Bridge at the Grant Line Canal.

Isleton Bridge Scheduled for Daily Closures Through June 30
The Isleton Bridge on State Route 160 near the city of Isleton will be closed to all motorists during daytime hours into the early evening. The closures are to allow ongoing parts replacements, and mechanical and electrical control system upgrades.
River Road and the Walnut Grove Bridge will be the alternate route.
Closures will take place 6 a.m.-6 p.m. Mondays through Saturdays through June 30. Weather conditions could delay or cancel scheduled work on some days.

Paintersville Bridge Scheduled for Daily Closures Through Aug. 1
The Paintersville bridge on State Route 160 near Courtland will be under daytime full closures for repair work. The bridge is scheduled for ongoing parts replacements, and mechanical and electrical control system upgrades.
The work schedule is 6 a.m.-6 p.m. Mondays through Saturdays through Aug. 1.

Locke and Isleton: Haggin Museum's DMT: A Day in the Delta - Historic Isleton plus Chinese New Year in Locke - in the morning explore the Chinatown and Japantown Historic District of Isleton, enjoy lunch at Peter's Steakhouse, and after lunch, head to Locke for Chinese New Year.
