Bridging Communities: Highway 101 Bicycle and Pedestrian Overcrossing Will Become a Reality

After more than 20 years, we are moving forward with a project that will transform how residents walk, bike, and roll across the city. The Highway 101 Bicycle and Pedestrian Overcrossing—first included in the City’s Bicycle and Pedestrian Master Plan in 2001—will span Highway 101 from Elliot Avenue to Edwards Avenue, creating a safe, ADA-compliant connection between east and west Santa Rosa.

The 14.5-foot-wide bridge will have a 5-foot pedestrian lane and an 8-foot bike lane, offering a safer alternative to the busy College Avenue and Steele Lane intersections. Its striking design will also serve as a City landmark. The City will release a bid opportunity to contractors this fall and, with a successful bid, construction should start in spring 2026.

“This overcrossing is more than just a bridge—it’s a connection to neighborhoods, schools and commerce,” said Council Member Victoria Fleming. “This bridge removes a long-standing barrier, creating safer, more equitable transportation for Santa Rosans. This project reflects our commitment to healthy communities, sustainable transportation and equity.”

Nearly half of the surrounding neighborhoods are designated Equity Priority Communities, including several affordable housing complexes. The overcrossing will improve access to schools, parks, transit hubs, and jobs—supporting the City’s Vision Zero and climate action goals and improving the lives of Santa Rosa residents.

This project is the culmination of over two decades of work by dozens of City staff, City Council members, and local, regional, and State partners. I extend my appreciation to all the stakeholders and community members who helped shape this project and bring it to fruition. Together, we’re building a lasting connection that reflects the values and vision of Santa Rosa.
