California Air Resources Board (CARB) staff invites you to participate in a public workshop to discuss assumptions that will be used to develop concepts to further reduce transport refrigeration unit (TRU) emissions as part of the next TRU rulemaking (TRU Part 2). At the workshop, CARB staff will present background information on TRUs, provide a status update, and share technical information that will inform the development of the rulemaking. There will be opportunities throughout the workshop for owners, operators, original equipment manufacturers, community members, and all other parties to provide feedback and input.
Workshop Information
The virtual workshop is open to the public and we encourage participation by all parties. The workshop will be held on the date and time shown below.

Please register and login to participate in the virtual workshop. After you register, you will receive an email with information about how to join the meeting by digital/computer device or telephone on the day of the meeting. Participants will have the ability to submit questions to staff during the presentation via the workshop interface.

Background
CARB adopted the Airborne Toxic Control Measure for In‑Use Diesel‑Fueled Transport Refrigeration Units (TRU) and TRU Generator Sets, and Facilities Where TRUs Operate (TRU ATCM; title 13, California Code of Regulations, section 2477) in 2004 and amended it in 2010, 2011, and 2022. The 2022 Amendments to the TRU ATCM included zero‑emission truck TRU fleet requirements along with other key elements. The U.S. EPA granted a partial authorization for the 2022 Amendments but did not act on the zero‑emission truck TRU fleet requirement. To meet the direction and goals of the Governor’s executive orders, N-79-20 and N-27-25, the next TRU rulemaking (TRU Part 2) will explore new requirements to further reduce emissions from TRUs.
Emissions from TRUs continue to contribute to regional air pollution, community health risk, and climate change. New requirements for TRUs are needed to meet the State’s commitments made in the 2022 State Strategy for the State Implementation Plan (2022 State SIP Strategy) to help attain federal air quality standards, minimize community exposure to air pollution, and support the State in meeting its climate mitigation goals.
