Public Workshop to Discuss the Draft 2025 Cargo Handling Equipment Technology Assessment

California Air Resources Board (CARB) staff invites you to participate in a public technology-focused virtual workshop to discuss the Draft 2025 Technology Assessment for Cargo Handling Equipment (CHE).

The draft technology assessment evaluates the availability and operational feasibility of zero‑emission CHE technologies that are currently available or in development. It supports efforts to meet California’s risk reduction, air quality, and climate change goals, as well as the directives of Executive Orders (EO) N-79-20 and N-27-25. At this technology‑focused workshop, staff will introduce the framework for the technology assessment, share initial findings, and gather input from operators and original equipment manufacturers on zero‑emission CHE technologies, cost considerations, and other related technical information.

The workshop is open to the public and we encourage participation by all parties. The workshop will be held on the date and time shown below.

Background

CARB adopted the Mobile CHE Regulation in 2005 and amended it in 2011. The regulation requires reporting and emission reductions for diesel-powered equipment used to handle cargo or perform routine maintenance activities at California’s seaports and intermodal railyards. The CHE Regulation was fully implemented in 2017.

Despite the progress made under existing programs, additional emissions reductions are needed to protect communities from near‑source pollution impacts, help meet the current health-based ambient air quality standards across California, and support the State’s climate goals.

In September 2020, Governor Newsom issued EO N-79-20, which directs CARB, in coordination with other State agencies, U.S. EPA, and local air districts, to develop and propose technologically-feasible and cost-effective strategies to achieve 100% zero‑emissions from off-road vehicles and equipment operations in the State by 2035. In June 2025, Governor Newsom issued EO N-27-25, which reaffirms California’s commitment to accelerate the deployment of zero‑emission vehicles and directs CARB and other State agencies to assess additional actions to support zero-emission vehicle adoption, including strategies for consumer protection, infrastructure, voluntary efforts, and local partnerships. In addition, Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) is a significant piece of air quality legislation that highlights the need for further emission reductions in communities with high exposure burdens. The technology assessment supports efforts to achieve greater emission reductions needed to minimize community exposure to air pollution, as well as meet air quality and climate mitigation goals.
