The California Air Resources Board (CARB) invites you to participate in a Webinar Workgroup meeting on the Clean Truck and Bus Voucher Incentive Project (HVIP), Clean Off-Road Equipment Voucher Incentive Project (CORE), the Innovative Small E-Fleet Pilot (ISEF), and the Long-Term Heavy-Duty Investment Strategy as we develop polices leading up to the fiscal year (FY) 2025-26 Funding Plan for Clean Transportation Incentives (Funding Plan). This meeting is an opportunity to provide input to CARB staff to define proposed policy changes, new implementation mechanisms, and eligibility criteria for the upcoming funding year.
The workgroup meeting will be held via Zoom Webinar at the following date and time:

To participate in the workgroup, please register before July 22, 2025, 1:00 p.m. (Pacific) at the latest. After registering, you will receive a confirmation email with information to join the webinar either through a computer, digital device or via conference line.
This workgroup meeting will be recorded, and the recording and participation list will be made available to the public via CARB’s webpage. The meeting may end prior to the specified end time if all questions and comments are addressed prior to the designated webinar end time. There is no in-person attendance option for this meeting.
Background
Annual Funding Plan
The annual funding plan is each year’s blueprint for expending Low Carbon Transportation and AQIP funds appropriated to CARB in the State budget. For more information about the FY 2025-26 Funding Plan, please visit the Funding Plan website.
Clean Truck and Bus Voucher Incentive Project (HVIP)
Supports the purchase of the cleanest available vehicles by providing vouchers to offset the incremental cost of medium- and heavy-duty trucks and buses. Offers purchase incentives for a wide variety of medium- and heavy-duty on-road vehicle types while set-asides offer focused support for certain vocations such as drayage trucks, public transit buses, and public school buses.
Innovative Small e-Fleet Pilot Project (ISEF)
A set-aside within HVIP designed to support small fleets and individual owner operators in accessing zero-emission vehicles. Through Providers, small fleets have an opportunity to access the benefits of the vouchers through all-inclusive leases, peer-to-peer truck sharing, truck-as-a-service, and other alternative business models.
Clean Off-Road Equipment Voucher Incentive Project (CORE)
This project is designed to encourage California businesses to purchase or lease cleaner off-road equipment. CORE offers a streamlined voucher process through which purchasers can receive funding to help offset the higher cost of zero-emission off-road equipment. Vouchers are available on a first-come, first-served basis.
Long-Term Heavy-Duty Investment Strategy
This document, built upon previous years’ work, provides a three-year roadmap for Low Carbon Transportation and Air Quality Improvement Program (AQIP) incentives (collectively known as Clean Transportation Incentives), specific to the heavy-duty (HD) transportation sector, to help achieve the State’s climate change and air quality goals. The Strategy, required under Senate Bill 1403, the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program (Lara, Chapter 370, Statutes of 2018), identifies priority focus areas and recommended levels of incentive funding and includes an update on school buses operating throughout the State. This document will be incorporated into the upcoming FY 2025-26 Funding Plan for Clean Transportation Incentives.
