Public Workgroup on May 30, 2025
The California Air Resources Board (CARB) invites you to a workgroup on HVIP, ISEF, and CORE implementation, including changes approved by the Board in the Fiscal Year (FY) 2024-25 Funding Plan for Clean Transportation Incentives. Each year, staff conducts work groups as part of the public process following Board approval of the Funding Plan to define new mechanisms and criteria for the FY while completing annual updates to the Implementation Manual. The meeting agenda will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting.
The workgroup meeting will be held via Zoom webinar at the following date and time:

Background
California Climate Investments and Low Carbon Transportation Funding:
The Low Carbon Transportation program is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment, particularly in disadvantaged communities. CARB’s Low Carbon Transportation Program is designed to accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. These investments also reduce ozone precursor emissions and toxic diesel particulate emissions, supporting the State’s goals in these areas.
The Air Quality Improvement Program (AQIP) was established by the California Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007 (AB 118, Statutes of 2007, Chapter 750). Each year, the legislature appropriates funding to CARB for these incentives to reduce emissions and support advanced technology demonstrations and deployments.
Annual Funding Plan:
The annual funding plan is each year’s blueprint for expending Low Carbon Transportation and AQIP funds appropriated to CARB in the State budget. The FY 2024-25 Funding Plan included a total of $34.9 million in clean transportation funding appropriated to CARB in the Budget Act of 2024. In designing these investments, CARB strives to maximize the benefits for disadvantaged communities, low-income communities, and low-income households.

Clean Truck and Bus Voucher Incentive Project (HVIP):
Supports the purchase of the cleanest available vehicles by providing vouchers to offset the incremental cost of medium- and heavy-duty trucks and buses. Offers purchase incentives for a wide variety of medium- and heavy-duty on-road vehicle types while set-asides offer focused support for certain vocations such as drayage trucks, public transit buses, and public school buses.
Innovative Small E-Fleet Pilot Project (ISEF):
A set-aside within HVIP designed to support small fleets and individual owner operators in accessing zero-emission vehicles. Through Providers, small fleets have an opportunity to access the benefits of the vouchers through all-inclusive leases, peer-to-peer truck sharing, truck-as-a-service, and other alternative business models.
Clean Off-Road Equipment Vouchers (CORE):
This project is designed to encourage California businesses to purchase or lease cleaner off-road equipment. CORE offers a streamlined voucher process through which purchasers can receive funding to help offset the higher cost of zero-emission off-road equipment. Vouchers are available on a first-come, first-served basis.
