Virtual Public Workshop: Improved Tools to Evaluate Air Quality Benefits of Transportation Projects

The California Air Resources Board (CARB) invites you to participate in a virtual public workshop to learn about technical resources and tools that CARB is developing to help evaluate the air quality benefits of transportation projects. These resources and tools will focus on assessing the cost-effectiveness of reducing criteria air pollutants such as ozone and particulate matter.

The resources developed as part of this project may be particularly useful for agencies and project sponsors that are located in nonattainment areas for State or federal air quality standards. Project sponsors, metropolitan planning organizations (MPOs), air districts, and local agencies may choose to use these resources and tools when they are considering what Transportation Control Measures (TCMs) to implement to achieve federal or State air quality standards, or when evaluating and prioritizing projects for the Congestion Mitigation and Air Quality (CMAQ) or Assembly Bill (AB) 2766 Motor Vehicle (MV) Fees funding programs.

This public workshop will provide an overview of the proposed resources and tools that CARB plans to develop and will seek input from workshop participants on how these tools can be designed to be most beneficial to interested parties.

How to Participate

To participate in the workshop, please register before the workshop begins. After registering, you will receive a confirmation email with information on how to join the Zoom webinar through a computer, digital device, or phone. During the workshop, participants will be able to ask questions and provide comments through the Zoom “raise hand” feature or via phone line.


Background

In the 2022 State Strategy for the State Implementation Plan (2022 State SIP Strategy), CARB committed to exploring multiple options to reduce reactive organic gases (ROG) and nitrogen oxide (NOx) emissions through reductions in vehicle miles traveled (VMT). Two SIP commitments that CARB made, which are being fulfilled by this project, were to (1) evaluate the process for identifying TCMs for purposes of analyzing Reasonably Available Control Measures (RACM) for inclusion in the SIP and (2) update the quantification methodologies for the California Motor Vehicle Registration Fee program and the CMAQ program to support efforts to evaluate a broader range of projects and best identify cost-effective projects that advance new approaches and technologies in reducing air pollution.

TCM Analysis: Under the Clean Air Act, MPOs in ozone and particulate matter nonattainment areas must conduct an analysis of TCMs as part of the SIP, in coordination with local air districts. The TCM analysis must consider all available TCMs, which are strategies that reduce transportation-related air pollution by reducing vehicle use or changing traffic flow or congestion conditions.

CMAQ Program: The CMAQ program is a funding program that is administered by the Federal Highway Administration. The overall purpose of the CMAQ program is to help meet the requirements of the Clean Air Act by funding transportation projects or programs that reduce congestion and improve air quality in areas that are in nonattainment for ozone and particulate matter.

MV Fees Program: In 1990, the California Legislature passed Assembly Bill 2766, which allows local air districts in California to impose a surcharge of up to $6 per vehicle on motor vehicle registration fees. Revenues from the MV Fees program are to be used to reduce air pollution from motor vehicles or for planning, monitoring, enforcement, and other activities necessary to implement the California Clean Air Act.
