California Air Resources Board (CARB) staff invites you to participate in a public kickoff workshop to explore some initial ideas for potential concepts to transition non-truck transport refrigeration units (TRU) – trailer TRUs, domestic shipping container TRUs, railcar TRUs, and TRU generator sets, to zero-emission technology.

At the workshop, staff will present background information on non-truck TRUs, share updates on pre-regulation development outreach and research, and recap the current, known state of zero-emission technology. There will also be a discussion on zero-emission infrastructure. During the workshop, staff will solicit input from owners, operators, and original equipment manufacturers on ideas to transition the non-truck TRUs to zero‑emission technology as well as on costs, operations, and other related technical information.

Background

CARB's current rule to address TRU diesel emissions is the TRU Airborne Toxic Control Measure for In-Use Diesel-Fueled Transport Refrigeration Units (TRU) and TRU Generator Sets, and Facilities Where TRUs Operate (TRU ATCM; title 13, California Code of Regulations, section 2477) and was originally adopted by the Board in 2004. In February 2022, CARB adopted the 2022 Amendments to the TRU ATCM (TRU Part 1) to transition truck TRUs to zero-emission technology. The original concepts for TRU Part 1 included a requirement for non-truck TRUs to operate as zero-emission while stationary. However, the rulemaking was bifurcated after the Governor issued Executive Order (EO) N-79-20 which calls for 100% zero-emission off‑road vehicles and equipment by 2035.

Emissions from non-truck TRUs continue to contribute to regional air pollution, community health risk, and climate change. New requirements for non-truck TRUs are needed to meet the directive of Governor's EO N-79-20 to transition to zero-emission technology and to meet the State’s commitments made in the 2022 State Strategy for the State Implementation Plan (2022 State SIP Strategy) to help attain Federal air quality standards. The emission reductions achieved from transitioning non-truck TRUs to zero-emission will also help minimize community exposure to air pollution and support the State in meeting its climate mitigation goals.
