Invitation to Attend a Special Community Steering Committee Meeting to Discuss the West Oakland Community Action Plan

The California Air Resources Board (CARB) and the West Oakland Environmental Indicators Project (WOEIP) invite you to join us for a special community steering committee meeting in West Oakland about “Owning Our Air: The West Oakland Community Action Plan”.  This Action Plan lays out a series of measures to be implemented over the next five years by local, regional, and State agencies to reduce air pollution in West Oakland.

At the meeting, you can ask questions, engage in discussions, and learn more about the Action Plan and the Community Air Protection Program.  We’ll also talk about how CARB staff will review the Action Plan and present it to CARB’s Governing Board for consideration.

We want to hear from you:

  • What are the key strengths of the Action Plan?
  • What do you want CARB’s Governing Board to know about the Action Plan?
  • Do you have any questions on the CARB strategies in the Action Plan?
  • What “lessons learned” would you like us to share with other communities or  CARB’s Governing Board?

Background

Assembly Bill (AB) 617 (C. Garcia, Chapter 136, 2017) was signed into law in July 2017.  CARB established the Community Air Protection Program to implement AB 617, which requires new community-focused action to reduce air pollution and improve public health in communities that experience disproportionate burdens from exposure to air pollutants.  This program is evolving as we learn from our initial efforts and we welcome community members’ ideas and comments as we seek ways to improve air quality for burdened communities throughout California.  Collaborating with communities is essential to the success of this Program.

On September 27, 2018, CARB’s Governing Board selected ten communities for the first year of this program to implement community emissions reduction programs, community air monitoring, or both.  West Oakland was selected for a community emissions reduction program.  At the same meeting, the Board also approved the “Community Air Protection Blueprint” (Blueprint) which contains detailed requirements for community emissions reduction programs, community air monitoring plans, and many other elements of the Program. 

Since last year, air districts have been working with community steering committees to develop community emissions reduction programs that must be adopted by the local air district.  CARB staff will review each emissions reduction program, to ensure they meet the Blueprint requirements, and community engagement is a critical part of this review process.  After hearing from community members, staff will present each community emissions reduction program to CARB’s Governing Board for action, per AB 617 requirements.
