Invitation to Attend Public Workshops to
Discuss the “Draft Community Air Protection Blueprint” and the SNAPS
Project
The California
Air Resources Board (CARB) invites you to participate in public workshops for
two programs that are focused on improving public health in impacted
communities. CARB staff from the
Community Air Protection Program and the Study
of Neighborhood Air near Petroleum Sources (SNAPS) will be available to
talk with participants and share information.
On June 7, 2018,
staff released the “Draft Community Air Protection Blueprint”. Program staff are hosting three public
workshops, at the locations and dates shown below, to provide information and
hear public comments. At these
workshops, staff from the SNAPS project will also be seeking public input on
their community selection process for impacted communities near oil and gas
production sources.

Each workshop location
will follow the same format and present the same material. Workshops will begin by asking attendees
about their topics of interest. This
will be followed by a brief staff presentation and breakout sessions where
participants can gather in smaller groups to discuss their topics of interest
and raise questions with CARB staff from the Community Air Protection Program
and the SNAPS project.
Background – Community Air Protection
Program
Assembly Bill
(AB) 617 was signed into law in July 2017.
CARB established the Community Air Protection Program to implement AB
617, which requires new community-focused action to reduce air pollution and
improve public health in communities that experience disproportionate burdens
from exposure to air pollutants. This is
a new program that will evolve as we learn more in our initial efforts and we
welcome your input as we develop the materials and partnerships to reach sound solutions.
On June 7, 2018,
staff released the “Draft Community Air Protection Blueprint” and
appendices with detailed Program requirements (Draft Blueprint), which reflect
comments we received on initial documents and public input provided during outreach
events. This Draft Blueprint includes: processes and criteria for identifying and
selecting impacted communities; statewide strategies to reduce emissions of
criteria air pollutants and toxic air contaminants; and requirements for the
development of community air monitoring plans and community emissions reduction
programs. CARB, as the lead agency for the Program, also prepared a Draft
Environmental Analysis in accordance with the requirements of its
regulatory program certified by the Secretary of Natural Resources. (California
Code of Regulation, title 17, sections 60006-60008; California Code of
Regulation, title 14, section 15251, subdivision (d).). The Draft Blueprint, Draft Environmental
Analysis and workshop materials are available on the Program website.
The public can submit comments through the website and in person at the
workshops. Meeting notices and materials
will also be available in Spanish.
In
addition to the three public workshops that CARB is hosting throughout the
State, staff welcome opportunities for more meetings and phone calls to discuss
Program development and implementation with stakeholders.

Background – SNAPS Project
CARB is also developing SNAPS to better
characterize air quality in communities near oil and gas operations. This study includes limited-term, intensive
air quality monitoring with a particular focus on production facilities. Under SNAPS, monitoring trailers will be
equipped with state-of-the art monitoring technologies capable of measuring
toxic air contaminants (TACs), volatile organic compounds (VOCs), particulate
matter (PM), metals, and criteria pollutants.
This source-specific study can also provide valuable information to support
the Community Air Protection Program.
