Cindy Tran-Chang
Policy Advisor / Community Events Manager
Last Thursday and Friday was our office retreat, where we received training on several topics including how to plan different types of meetings, time management, staffing expectations and what to bring when hosting a booth at community events. We toured some gems tucked away in San Juan Capistrano and Dana Point and was an excellent team bonding opportunity. We also received our assignments. My policy areas include Social Services Agency, Child Support Services, Education and Community Events. I am the District Representative for the unincorporated areas, Capistrano Unified School District and PTA Councils and am the Community Events Manager.
This week, I met with the Supervisor and senior leadership to discuss the sponsorship packages for the Chamber offices in our district. I look forward to meeting representatives in the new communities we represent and getting to know south county areas better!

Policy Analyst / District Representative
What a busy and wonderful week it has been! I have had a great time getting settled into District 5 and our new roles as representatives. Meeting so many kind community members every day makes me so happy and thankful that I am able to do what I do. This week I got to get my grub on at Mezzo Calzones grand opening and ribbon cutting ceremony! There was an assortment of traditional Italian calzones filled with a blend of mozzarella and ricotta cheeses, hearty meats and vegetables. I opted for the pesto calzone – no tomato!

Restauranteurs: Learn if you qualify for a rebate or refund!
The Board-approved plan is part of a $1.7 million litigation settlement reached with restaurants that sued the County over the payment of inspection fees collected by the Environmental Health Division of the Orange County Health Care Agency (HCA) during the COVID-19 pandemic. Up to $1.273 million of the settlement will be refunded/credited to local restaurants that paid permit fees to HCA.
The refund/rebate is available only to those restaurant owners, who were in operation during the specific period between March 2020 and June 2021. Restaurants will also qualify for credits and rebates based on the following criteria:
-
Restaurants that paid annual permit fees between March 17, 2020, to June 15, 2021, and are still in business, will receive a credit against future permit fees.
-
Restaurants that paid annual permit fees between March 17, 2020, to June 15, 2021, but are no longer in business, will receive a reimbursement payment.
-
Restaurants that did not pay annual permit fees (i.e., took advantage of the County’s fee deferral program) will receive a credit against fees owed.
The HCA's Environmental Health Division will process the fee credits and rebates to restaurants over the next 12 months. For further details regarding the restaurant fee credit program, please contact Orange County Environmental Health at (714) 433-6000.

Pet of the Week
Meet Dottie, Pet of the Week! In October 2022, Dottie was found tied up to a bench in a park with her precious puppies. Soon after her arrival at OC Animal Care, she was placed with a foster family to care for her 7 pups. Now that they are grown and adopted, this loving mom is ready for adoption herself! Dottie can come off as a little shy at first. Once she has time to get to know you, she will warm up. One way to win Dottie’s heart is by taking her on walks and teaching her more tricks. Dottie was beginning to be potty-trained in her foster home, but she’ll need more practice once there’s a routine in place.
If you're looking for a sweet, playful girl, then Dottie would make the perfect addition to your family! To adopt Dottie, call (714) 935-6848 and mention Animal ID# A1788585.
