 Fremont Activated its Emergency Operations Center (EOC) during Recent Storms
The City of Fremont’s Emergency Operations Center (EOC) activated in response to the recent storms, providing organized coordination and information sharing among various responding agencies. “We came together to maintain situational awareness and create a common operating picture,” said the City’s Emergency Services Manager, Alec Tune, who oversees the Office of Emergency Services (OES). “It became more complex than any incident in Fremont in the last two years,” said Tune, referring specifically to the number of agencies involved, geographic scope, and overall impact of the storms. Unlike COVID-19, a public health incident, the City has primary responsibility for most emergency situations that may occur in Fremont such as storm response or an earthquake.
OES, a division of the Fremont Fire Department, plans for major emergencies and disasters. In addition, the office maintains an on-call Duty Officer to monitor serious incidents as well as the weather forecast. When severe weather conditions are forecasted, OES monitors changes in the situation and reports periodic updates to City departments and partner agencies. When the situation involves a higher level of risk or is potentially more complex and difficult to manage, key City departments and agencies to come together by providing a representative to the EOC, which is managed by OES. The EOC sets priorities and coordinates resources. Emergency response personnel and equipment can quickly become scarce when a major incident occurs. OES regularly interfaces with Alameda County, the conduit through which outside assistance such as mutual aid, and even State and Federal assistance, are requested.
While the Fremont Fire and Police Departments command various incidents occurring across the city at any given time, the EOC doesn’t “command.” Instead, it’s more about maintaining a big picture and acting as a ‘hub’ or ‘network’ for overall response. The EOC may direct certain aspects of emergency response such as sheltering of evacuees, damage assessment, and prioritization of debris clearance. Ultimately, however, the City Manager, who is designated as Director of Emergency Services in the Fremont Municipal Code, oversees the City’s emergency organization, including the EOC.
It takes a team effort, especially during emergencies. City of Fremont departments have been working diligently and proactively in response to the storms and will continue their efforts throughout this winter season.

Local Road Closures
- Sullivan Underpass in Niles is closed due to flooding. The underpass will remain closed for the next several days. Please be careful as you drive in the area and use alternative roads.
- Morrison Canyon Road remains closed west of Canyon Heights Drive due to a previous mudslide.
 Fremont Projects Awarded Important Funding under Federal FY2023 Omnibus Bill
With Congress’ recent passage of the FY2023 Omnibus Bill, Fremont was awarded over $2 million for projects that will bring great benefits through innovation and collaboration for the city and local region. The City of Fremont was awarded $1.5 million to strategically deploy community Wi-Fi zones in Fremont’s six commercial district plazas. The plazas are located in the following districts: Centerville, Irvington, Niles, Mission San Jose, Warm Springs, and Downtown City Center. The new citywide Wi-Fi zones will help address the digital divide issues in these areas by allowing for equitable access among residents and small businesses who may otherwise not have access to high speed Wi-Fi internet access.
City staff has been working in close partnership with East Bay Community Energy (EBCE) on a project to procure solar plus battery storage at six City facilities. EBCE was awarded $2 million under the FY2023 Omnibus Bill to support this project and a similar project in Hayward. The federal dollars will be used to partially offset the cost of the systems, which will significantly lower the ultimate cost to the City.
The City of Fremont expresses its great appreciation to federal representatives, Congressman Ro Khanna, Senator Alex Padilla, and staff for their leadership in advocating for these important, long-term impactful projects to be included for funding.

On January 10, the Fremont City Council voted unanimously to adopt the 2023-2031 Housing Element for Fremont. The Housing Element is an eight-year plan to meet the housing needs of everyone in the community. Under State law, all local governments in California are required to adopt a Housing Element as part of their General Plan and update it every eight years.
The City will now submit the adopted Housing Element to the State Department of Housing and Community Development (HCD) to review for certification. HCD is responsible for reviewing all local jurisdiction housing elements to determine whether they comply with the requirements of state law. The City will provide an update to the community once HCD’s review is complete.

Join Fremont Police on Saturday, January 21, 2023, for our Gun and Firearms Buyback Event. We accept all styles of guns and firearms – no questions asked.
Saturday, January 21, 2023 10:00 am to 3:00 pm or until funds run out Fremont Fire Training Center, 7200 Stevenson Blvd.
Firearms should be unloaded and transported in the trunk. All participants are to remain inside their vehicles and not to manipulate firearms at the event.
We offer $100 per handgun, rifle, or shot gun, and $200 per assault weapon, ghost gun, or similarly classified firearm. Final amount per firearm to be determined by Fremont Police. Each individual is limited to $600 buyback total.
To be eligible for buyback, firearms must be operational. Non-operative firearms can be turned in without buyback.
On January 4, we unveiled a plaque honoring former Police Chief Craig Steckler, who served Fremont Police Department for 26 years. Chief Steckler retired in 2012 and was a distinguished police chief with a reputation as one of the most progressive and innovative leaders in California law enforcement. The plaque is installed next to the police station’s eastern entrance on Stevenson Boulevard. The driveway also leads to the City’s detention facility, the Tri City Animal Shelter, and the Central Park Dog Park.

 ACWD Notice of Proposed Increase in Water Rates & Drought Surcharges
Alameda County Water District (ACWD) is holding a public hearing set for February 9, 2023, at 6:00 pm for the Board to consider the proposal to increase water rates and drought surcharges for its customers. Community meetings are also planned for January 19 and 26.
