On October 18, 2022, the Fremont City Council was presented with the FY 2021/22 year-end budget report, which provided a summary of actual operating results for the General Fund, and a brief update on revenue and expenditure estimates for the current fiscal year. Coupled with expenditure savings, higher than anticipated property tax, business tax, and sales tax resulted in an available ending fund balance of $13.2 million for FY 2021/22. Council approved applying $2.5 million of the fund balance to increase the City’s Budget Uncertainty Reserve to $12.5 million and approved transferring $10.7 million to support the 2023/24 - 2027/28 Capital Improvement Program (CIP). The proposed CIP program will be presented to the City Council in May 2023. The City’s fiscal year begins on July 1 and runs through June 30. View the full report or watch the Council presentation.

In response to a Council referral issued by Mayor Lily Mei in September, staff presented a general overview of the status of homelessness and mitigation activities in the City of Fremont during the October 18, 2022, City Council meeting. The report included information from the most recent Point in Time Count, mitigation activity and community support, direct assistance to unhoused residents, affordable housing, and a survey of other cities in the region and their abatement and intervention strategies. Staff intends to return to Council for input regarding policy recommendations following the completion of a draft Citywide Homelessness Response Master Plan.

On October 18, 2022, at the regularly scheduled City Council meeting, the Council proclaimed the month of October 2022 as Hindu Heritage Month and American Muslim Appreciation and Awareness Month.
The City Council/Fremont Unified School District (FUSD) Liaison Committee Meeting is scheduled for Tuesday, October 25, from 5:30 pm to 7:30 pm. The agenda will include an update on the following:
- Walk and Roll to School Program
- School Crossing Guard Program
- School Access Safety Programs, Projects, Resources, and In-School Training Opportunities
On October 13, 2022, the City of Fremont was presented symbolic checks representing over $20 million in secured state funds for three priority City projects:
Sabercat Trail and Extension Project
Awarded $12M, supported by Assemblymember Lee and Senator Wieckowski, to assist in construction of a bicycle and pedestrian gateway crossing the canyon of Interstate 680 currently dividing the Irvington District, East Bay Greenway (EBGW), and future Irvington Bay Area Rapid Transit (BART) Station from the Sabercat Historical Park, Ohlone College, and Fremont Hills.
Teen Center/ Central Park Community Center
Awarded $8M, supported by Assemblymember Lee, to begin the development of a new Central Park Community Center which will serve as a facility that replaces and expands the Teen Center and Fremont Community Center.
Housing Navigation Center
Awarded $500,000, supported by Assemblymember Lee, to fund one year of operational costs of the Housing Navigation Center.

On September 6, 2022, the Fremont City Council adopted the Street Racing and Sideshow Ordinance to prohibit the promotion of and attendance at such events. This ordinance went into effect on October 20, 2022, and amends Chapter 9.35 (Street Racing) to add provisions to prohibit promotors from encouraging gathering at and spectators from attending illegal street racing and sideshow events. The Fremont Municipal Code Chapter 9.35 (Street Racing) will be updated to reflect these changes. Fremont Police Department believes the ordinance will serve to discourage promotion and participation in sideshows and street races.
 October is National Pedestrian Safety Month
October is National Pedestrian Safety Month and Fremont Police Department will raise awareness about the safety of people walking throughout the month, emphasizing that “safe drivers, safe speeds and safe vehicles save lives.” Whether in a parking lot, crosswalk, or sidewalk, we are all pedestrians at one point. Drivers, please slow down and be extra careful around people walking. Put yourself in their shoes and drive how you would want someone to drive when you are walking.
Teen Driver Safety Week may be winding down, but that doesn’t mean conversations about safe driving practices have to end. Revisit the conversation frequently throughout the year and remind teens that driving is a privilege, not a right. Verify that they know and understand the rules before handing over the keys.

Join the Fremont firefighters at a Pancake Breakfast tomorrow, Saturday, October 22, from 7:00 am to 12:00 pm at Fremont Fire Station No. 2, located at 37299 Niles Blvd. For a suggested donation of $10, you will receive pancakes, eggs, sausage, and coffee prepared by Fremont Firefighters Association Local 1689. Tickets for children 10 years old and under are available for a suggested donation of $5. Special thanks to Skillet’z Cafe and Devout Coffee for their generous donations of food and coffee. All proceeds from the breakfast will benefit the Fremont Fire Volunteer Rehabilitation (Rehab) Unit and Fremont Fire Explorers Post 173.

 Join Fremont Fire at 2022 Firefighter Career Expo
Interested in becoming a firefighter? Learn how you can start your path toward a career in the fire service at the 2022 Firefighter Career Expo in Livermore (526 Commerce Way) on Saturday, October 29 from 10:00 am to 1:00 pm. Members of the Fremont Fire recruitment team, the Firefighter Candidate Testing Center, and other Bay Area fire departments will also be available to answer questions. Too often, unused prescription drugs find their way into the wrong hands. That's dangerous and often tragic. Join Fremont Police and the Fremont Elks Lodge in coordination with DEA (United States Drug Enforcement Administration) by keeping them safe, cleaning them out, and taking them back!
Drop off any unused or expired prescription drugs, plus e-cigarettes and vaping devices with batteries removed, on Saturday, October 29, from 10:00 am to 2:00 pm at the Fremont Elks Lodge, 38991 Farwell Dr. in Fremont.
The following partial road closures will take place on Monday, October 24, from approximately 3:00 pm to 11:59 pm near Gurdwara Sahib (300 Gurdwara Road, Fremont) for the Gurdwara Diwali Event.
- Gurdwara Road (between Grau and Mission Blvd.) will be partially closed for the event
- No left turn will be allowed from Gurdwara Road onto Mission Blvd.
- No left turn will be allowed from Mission Blvd. on to Gurdwara Road
A shuttle will be operating between Gurdwara Sahib and a parking area at 7th Street in Union City during hours of the event. Please note the consumption or possession of alcohol, meat, or tobacco is not permitted at the site, and head scarves are required on Gurdwara premises. All fireworks are illegal in the City of Fremont and no fireworks are allowed at the event.

On October 17, 2022, California Governor Gavin Newsom announced that the State will end its COVID-19 State of Emergency next year on February 28, 2023. What does this mean for local residents?
COVID-19 is circulating in our communities and infection can lead to severe consequences. Evidence has shown that the best protection against hospitalization and death due to COVID-19 is staying up to date on vaccination, including the updated booster at least two months after completing the primary vaccination series or any previous booster for everyone 5 and older.
COVID-19 testing, vaccinations, and treatment are free and accessible for everyone, regardless of insurance or immigration status. Cal/OSHA’s Emergency Temporary Standards remain in effect.
Local health officials are reviewing the State’s announcement to identify additional impacts for residents and health care providers and will monitor State developments for additional guidance that can be shared with the community.
COVID-19 cases are expected to increase this winter and residents should take the following precautions when gathering including planning how and where to access treatment to prevent hospitalization and death:
- Stay home if ill or COVID-19 positive
- Keep up to date on vaccinations, including getting boosted
- Wear a high-quality, well-fitted mask for added protection against infection
- Gather small and outdoors to reduce risk or if gathering indoors, improve ventilation by opening doors and windows or running air filtration systems
- Get tested if exposed or sick, and before and after travel or gathering
- If positive, contact a health care provider or utilize a state-supported resource right away to get treatment and don’t wait until symptoms get worse
Alameda County expects more flu cases this season and reminds the community that everyone 6 months and older should get the flu vaccine now. The updated COVID-19 booster and the flu vaccine can be safely administered during the same appointment.
The City of Fremont continues partnering with Bay Area Community Health (BACH) to provide no-cost drive-thru COVID testing. Drive-thru appointments are available on the following dates from 9:00 am to 3:30 pm at the Fremont Central Park Parking Lot, behind Aqua Adventure Waterpark, 40500 Paseo Padre Pkwy.:
