El Segundo Celebrates Accomplishments & Looks to the Future at 2022 Annual State of the City Address
Fortune 500 companies, political leaders, local businesses, and the El Segundo community gathered last week for the State of the City address. Mayor Boyles shared the City's accomplishments and presented fiscally focused strategic goals to more than 600 registered guests, the highest attendance ever for this event.
“El Segundo is the most important five square miles economically, in Southern California. We are home to several Fortune 500 companies, more than 100 venture-backed firms, and home and headquarters to five major sports franchises. Our business-friendly environment, location, and City services are the catalyst for entrepreneurship and creativity,” shares Mayor Boyles. “City Council and I look forward to continuing El Segundo’s legacy as the city where big ideas take off.” Read the full press release.

Hyperion State of Emergency Update
At the recent September 20th City Council meeting, the City Manager and City Attorney provided an update on the situation with the Hyperion Water Reclamation Plant and shared that they are in discussions with the LA City Attorney’s office regarding the lawsuit. Proactive escalated communications continue to media and stakeholders, including SCAQMD, advocacy groups, mayoral candidates, District 11 candidates, and elected officials. Additional details and documents continue to be shared on elsegundo.org/hyperion and at future City Council meetings. On September 8th, 2022, City Council declared a state of emergency for the City of El Segundo in response to the ongoing release of noxious gases and odors from Hyperion Water Reclamation Plant.

November 8th Election Information
The City of El Segundo has two City Council seats up for election on November 8th and the five candidates are incumbent Chris Pimentel, Ryan Baldino, Michelle Keldorf, Robin Patch, and John Pickhaver.
The City will have three ballot measures including a business license tax measure - Measure BT, a city cannabis measure, and a cannabis tax measure. Measure and resolution information is posted on the City’s website.
- Vote-by-Mail ballots will be mailed to all registered voters and the City’s Drop Box will open on October 10th. Sample ballots mailed to registered voters on October 18th
- Last day to register to vote (Register online at LAVote.net) is October 24th
- The 10-day vote centers open on October 29th and the 4-day vote centers will open on November 5th. The Teen Center in El Segundo is a 4-day vote center.
- On November 8th vote centers open from 7:00 a.m. – 8:00 p.m.

Measure BT would adopt an ordinance amending various sections of the El Segundo Municipal Code dealing with business license taxes ("BLTs.") The measure will be voted on in the November 8th election.

The City of El Segundo's Halloween Frolic will take place on Saturday, October 29th from 12:00 p.m. - 5:00 p.m. on the 300 and 400 blocks of Main Street in downtown El Segundo.
Unlimited game and bouncer wristbands will be on sale at the Clubhouse and Joslyn Center in Recreation Park beginning October 12th. Pre-sale wristbands are $8 each and will go up to $10 each on the day of the event.
The event features the annual costume contest at 12:30pm and the annual pumpkin contest, both at City Hall Plaza. Fore more information, please call 310-524-2700.

HOWL-O-WEEN K-9 Costume Parade in Library Park
Join us in Library Park on Saturday, October 22nd at 11:00 a.m. for a tail wagging good time! Parade your pup through Library Park to show off your furry friend's costume. To participate, please complete the registration form and waiver, also available at the El Segundo Public Library's Reference Desk. Completed registration must be returned to the El Segundo Public Library's Reference Desk. We encourage ALL participants to register by Monday, October 17th. Entry categories include small, medium and large dogs. Each category of dog size will have their own parade time.

Awards in each dog size group will be juried by a small panel of community stakeholders. Award categories include funniest, scariest, fanciest, most creative, and one Best In Show will be awarded for the event.
Howl-O-Ween is a collaboration between the El Segundo Public Library and the El Segundo Police Department. Please visit ESPD's booth at the event for information about animal safety and free goodies!

Fire Prevention Week: October 9th – 15th
Fire Prevention Week is October 9th-15th and serves to remind the community about the critical importance of developing a home escape plan with all members of the household and practicing it regularly. In addition, this October represents the 100th anniversary of Fire Prevention Week, the nation’s longest-running public health observance on record.
According to NFPA data, home — the place people feel safest from fire — is actually where they are at greatest risk, with three-quarters (74 percent) of all U.S. fire deaths occurring in homes. When a home fire does occur, it’s more likely to be serious; people are more likely to die in a home fire today than they were in 1980.
- Make sure your home escape plan meets the needs of all your family members, including those with sensory or physical disabilities.
- Smoke alarms should be installed inside every sleeping room, outside each separate sleeping area, and on every level of your home. Smoke alarms should be interconnected so when one sounds, they all sound.
- Know at least two ways out of every room, if possible. Make sure all doors and windows open easily.
- Have an outside meeting place a safe distance from your home where everyone should meet.
- Practice your home fire drill at least twice a year with everyone in the household, including guests. Practice at least once during the day and at night.

Richmond Street to Reopen for Vehicles January 2023
Outdoor dining was allowed on Richmond Street as an emergency provision during the pandemic to help support the restaurants in the area. At the May 3, 2022 meeting City Council extended the use of Richmond Street for outdoor dining through the end of 2022. Richmond Street will reopen for vehicular traffic in January 2023. Thank you to all who supported El Segundo’s Downtown restaurants during the pandemic.
El Segundo Fall Bulky-Item Cleanup Event
EDCO’s Bulky-Item Cleanup Event will take place during the week of October 10th - October 13th. Simply place the items you’d like picked up out on the curb with your regular collection carts on your regularly scheduled collection day during the cleanup event. El Segundo single-family and duplex residents may dispose of unwanted items such as broken appliances, water heaters, furniture, old mattresses, tree branches (must be tied into bundles and must not exceed two feet in diameter or four feet in length) and other miscellaneous household bulky items that are too large or too heavy to place in your trash cart on collection day. Debris from contractors, landscapers or commercial businesses will NOT be accepted.

Smoky Hollow Parking Pilot Program
The Smoky Hollow Specific Plan includes increasing parking in the area. At the September 20th, 2022 City Council meeting, Council approved a pilot parking project to convert Nevada Street, Oregon Street and California Street from El Segundo Blvd. to Grand Avenue to one-way streets and add angled parking. The City will host a community forum on this topic in Council Chambers at City Hall on Wednesday, November 2nd. Details of the event will be posted on the City's website event calendar.

At the September 20th meeting, El Segundo City Council approved the budget and sign design for the new gateway sign. Inspired by El Segundo's roots and history, the sign incorporates the vintage images of the history of El Segundo with a modern design of 5-foot high steel letters, landscaping that includes decomposed granite and drought-friendly plants. The sign will be lit in the evenings. Construction is expected to begin in the next few months.

El Segundo Finalist for Most Business-Friendly City Award

Last Month, Los Angeles Economic Development Corporation (LAEDC) announced that the City of El Segundo is a finalist for this year's Most Business-Friendly City Award. Every year, a blue-ribbon panel evaluates nominations submitted by the cities in L.A. County to recognize those cities which are doing the most to encourage job creation, facilitate ease-of-doing-business, and cutting through red tape. The City of El Segundo is a two-time winner of this award, and this is its fourth nomination, This year's winner will be revealed at LAEDC's 27th EDDY awards, held at SoFi Stadium on Wednesday, November 9th!

October is National Bullying Prevention Month
October is National Bullying Prevention Month, a time to raise awareness of the impacts of bullying. Here, El Segundo DEI Committee Member Christibelle Villena shares how both kids and adults can safely stand up to bullying. Breast Cancer Awareness Month - Pink Patch Project
For all of October, ESPD will be participating in the Pink Patch Project, a breast cancer awareness and fundraising campaign that supports breast cancer research. Money raised from Pink Patch Project events (sales from t-shirts, pink patches, and donations) is donated to Helen's Room, a local nonprofit in the City of El Segundo.
