Thank you to everyone who participated with phone calls, emails, and the CPUC hearings to make your concerns heard.

As previously communicated in our recent newsletter: https://content.govdelivery.com/accounts/CAELDOR/bulletins/38a5a44#one, AT&T requested the California Public Utilities Commission (CPUC) to approve a process for them to no longer be the Carrier of Last Resort (COLR) in some areas, including El Dorado County.

Recently, the CPUC issued a Proposed Decision https://docs.cpuc.ca.gov/PublishedDocs/Efile/G000/M531/K085/531085885.PDF that dismissed AT&T’s application. The CPUC has rules for withdrawing as a COLR, which “require either the presence of an existing COLR in the service territory a current COLR wishes to withdraw from, or for a new COLR to volunteer to replace the COLR seeking permission to withdrawal. No other COLR serves AT&T’s service territory. No potential COLR applied to replace AT&T.”

This Proposed Decision will be considered for final decision by the California Public Utility Commission at their June 20, 2024 meeting.

Concerns have been raised that AT&T will try other means to get out of their obligation as Carrier of Last Resort. As such, we will continue to monitor this process and provide updates as they become available.
