CA COVID-19 Rent Relief will help income-eligible households pay rent and utilities, both for past due and future payments. The federal Consolidated Appropriations Act of 2021 provides funding to support the program and tenant (renter) protection laws signed by Governor Newsom.

Thanks to everyone for sending in their comments and recognizing the intent of this effort to protect the unique character and the local businesses in our rural communities. Unfortunately, Supervisors Thomas, Novasel, and Hidahl did not support the ordinance and did not offer any input as to how to address this urgent matter. I will continue to advocate for policy that protects our rural areas.

A motion was made by Supervisor Turnboo, seconded by Supervisor Parlin to Approve this matter and Adopt Urgency Ordinance 5140.

Cameron Woods update  

This Item was unanimously approved by the Board and directs staff to initiate a General Plan amendment to correct this land use designation. This amendment process will follow all reviews and approvals required by existing policy.

Hotel Tax Allocation Discussion Update

The Board was split on how to allocate the Transient Occupancy/Hotel Tax (TOT). Supervisors Thomas, Novasel, and Hidahl did not support having a Board discussion on staff’s recommendations. Instead, Supervisors Thomas, Novasel, and Hidahl supported maintaining status quo allocations from last year and then having a workshop on the newly proposed allocations. Supervisors Parlin and Turnboo wanted to discuss staff’s recommendations and the entire list of proposed allocations as a whole in order to reevaluate the funds going to the promotion of tourism versus the increasing needs for the impacts of tourism in our county. As a result of the Board’s actions (see below) there will be a workshop regarding the newly proposed TOT allocations on Tuesday, March 30, 2021 at 9:00am.

In 2019, the Board approved new policy stating the following: “Transient Occupancy Tax revenue shall be directed toward the impact of tourism and economic development, with consideration for support of tourism and promotion activities within the County and for continued support for grant fund allocations to support Veteran programs within the County.”

The workshop on March 30 will be an opportunity for public input on how TOT funds should be allocated, given the 2019 Board policy.

After the main motion was made, a substitute motion was made by Supervisor Parlin, seconded by Supervisor Turnboo to direct staff to return within 2-3 weeks with a workshop for the Board on the use of Transient Occupancy Tax funding for Fiscal Year 2021-22 Budget.

A motion was made by Supervisor Novasel, seconded by Supervisor Thomas to direct staff to develop two (2) year agreements with the following:
1) $373,500 Revenue directly provided to the Treasurer;
2) $240,920 County Chamber - Visitors Authority;
3) $150,750 County Chamber - Film Commission;
4) $110,320 El Dorado Hills Chamber - California Welcome Center;
5) $78,950 Lake Tahoe South Shore Chamber of Commerce;
6) $30,000 Tahoe Prosperity Center;
7) $10,000 Wagon Train;
8) $1,242,900 Economic Development Funding;
9) $63,252 Greater Sacramento Economic Council;
10) $175,000 Veterans Commission;
11) $90,700 Veterans Position;
12) $15,000 Veterans House Council Special Revenue Fund; and
13) $265,000 Sheriff (Search and Rescue, VHR Response, BHR Citation Books).

The Board further directed staff to return within 2-3 weeks with a workshop for the Board on the use of Transient Occupancy Tax funding for Fiscal Year 2021-22 Budget for additional services.
