Measure T1 Quarterly Updates

Measure T1 provides $100 million of funding from bond revenue to pay for improvements to City infrastructure and facilities. Phase 1 projects are all complete. This is an update on Phase 2 projects.
 Kelsy Sidewalk After Repair
Here is a photo of the new sidewalk at Kelsey where we successfully worked around 2 Redwood Trees. This T1 funded project contains 550 areas (see attached map- Part E) of sidewalk improvements.

Facilities/Buildings
- North Berkeley Senior Center: In closing.
- 1947 Center: Completing TAB (Testing, Adjusting, Balancing) Report. The TAB report will identify required upgrades.
- Fire Stations 2: Completed conceptual design and cost estimate. Architect started with 30% design
- Fire Station 6: Finalizing conceptual design and cost. Expect final architectural scope by end of October.
- PW Main Corp Yard: Green Building is in permitting phase. H Building started structural evaluation.
- South Berkeley Senior Center: In preliminary design phase, evaluating seismic upgrade performance. Replied to FEMA recently, clarifying questions about grant.
- Solar batteries Project: Pending completion of NBSC.
- African American Holistic Resource Center: In planning. Structural evaluation and geotechnical investigations underway. Design contract was awarded and is being processed
Restrooms
- ROW Restroom: Telegraph and Channing in design
- ROW Restroom: San Pablo and University, finalizing site options
- ROW Restroom: Adeline/Alcatraz, finalizing site options
- Restroom at Telegraph Channing garage: Will be coordinated with elevator upgrade which is funded with new CIP.
- Harrison Park Restroom at Skate Park: In Planning. Requests for Proposals for Architectural Services is bidding.
- Cesar Chavez Restroom on Spinnaker: In Planning. Requests for Proposals for Architectural Services is bidding.
- Ohlone Park Restroom: Negotiating contract with Landscape Architect. Public process starting soon
- Willard Park Restroom: Conceptual Plan and public process finished; Project headed to ZAB in December
Parks
- John Hinkel Park Renovations: Ribbon-Cutting took place with Music in the Park on Saturday, July 16, 2022. Project in close-out phase.
- King Pool Tile and Plaster Replacement: Construction complete. Pool is open. Project in close-out phase.
- Grove Park Sports Field Improvements: Submitted for building permit, and under review. Will bid for construction soon
- Grove Park 2-5 and 5-12 Playground Renovation: Submitted for building permit, and under review. Will bid for construction soon.
- Ohlone Park 2-5, 5-12 Play Areas and Mural Garden: Bidding for Construction
- Civic Center Park Turtle Garden: In design phase. Working with Indigenous stakeholder group to develop conceptual designs. Landmarks Commission in December
- Willard Clubhouse Replacement: In design. Zoning Permit application submitted for December ZAB meeting for reduction of set-back.
- MLK Jr. Youth Services Center Renovation: In design. Received FEMA grant for seismic improvements work on the building. Zoning Permit being prepared to expand building.
- Ohlone Park Lighting: Negotiating contract with Landscape Architect.
- Aquatic Park Tide Tubes Clean Out- Soils Removal: Phase 1B is in construction.
- Tom Bates Sports Complex Restroom/Community Space: In Design Development, Cal Trans moving Sewer line to front of entrance.
Waterfront
- Marina Streets Project: In Closing, negotiating final change orders
- Piling Replacement: In final permitting phase, bidding soon, construction Summer 2023
- D & E Dock Replacement: In 30% Design Development
Streets/Storm Water/Pathways
- Streets: Locations identified and are in design, scheduled for construction in summer of 2023.
- Bollard conversion to landscaping: In planning to finalize locations.
- Sidewalks: Construction contract awarded at June 28, 2022, Council meeting. Construction has started on the 550 locations that make up this project.
- Pathway Improvements: Construction in progress; work to date at Florida, Turnbridge, Visalia, Fountain, La Vereda/Virginia, and new signs at various paths. Construction at Vincente, Upper Orchard, and Tamalpais scheduled for later this year.
- Storm Improvements: Construction completed at John Hinkel Park, Marin, Euclid, Spruce, Grizzly Peak, San Benito, High Court and Virginia.
A complex spread sheet that includes T1 project expenditures to date and anticipated expenditures. In the T1 Project Pivot table (first tab), you can hit the drop-down arrow in row 1 to see phase 1 and 2 funding separated. In the 3rd tab is a graphic showing the distribution of T1 funds by council districts. In certain cases, like the Marina Streets project, we have split these expenditures between D1 and D2. Also, in citywide studies and in some phase 2 projects such as streets and sidewalks in which the locations of spending have not been determined yet, we have equally divided these among all 8 districts areas. We have also included all leveraged funds to date.
