Belmont Announces Leadership Transitions to Advance Strategic Priorities & Ensure Organizational Continuity
The City of Belmont is pleased to announce several leadership transitions that reflect the City's commitment to thoughtful succession planning and organizational excellence. These appointments position Belmont to advance key priorities, maintain continuity across departments, and ensure strong leadership as the City continues to evolve and meet community needs.
"These transitions reflect our commitment to planning ahead, investing in our people, and ensuring Belmont remains well-positioned for the future," said City Manager Afshin Oskoui. "We are fortunate to have talented leaders within our organization who are ready to step into new roles and continue delivering exceptional service to our community."
The City is proud to announce the appointment of Police Chief Kenneth Stenquist as Interim Assistant City Manager. As Stenquist transitions into his new responsibilities, Police Captain Andy Armando has been appointed Interim Chief of Police. The City also congratulates Laura Russell, who will assume the role of Community Development Director following Carlos de Melo's retirement.
These leadership appointments underscore Belmont's focus on developing internal talent, maintaining operational excellence, and building a strong foundation for the City's future.

Summer Concert Series Kicks Off
The first of seven concerts hosted by the Belmont Parks Boosters this summer will be held Sunday, June 14 at Twin Pines Park Meadow, 1-4 p.m., with refreshments available for purchase. Public Works Project Updates
The San Juan Pump Station and Force Main Rehabilitation Project had a successful bid opening with 9 competitive bids received. The project is being awarded to the lowest bidder, saving the City $800,000. Residents near the project area will be notified before construction begins this summer. Meanwhile, the 2026 Sanitary Sewer and Storm Rehabilitation Project and 2026 Pavement Rehabilitation Project will seek approval to go out to bid at the June 9 City Council Meeting. Both projects have a bid opening scheduled on July 8, with construction anticipated to begin in August.

One Day Homeless Count Results
This year's One Day Homeless Count found 2,240 people experiencing homelessness in the early morning hours of January 29, 2026. Of those, 1,095 were in shelter — up 110 from the prior Count — and 1,145 were unsheltered, essentially unchanged. The rise in sheltered homelessness reflects the County's continued expansion of shelter capacity and stronger pathways to permanent housing. The count is required by federal law and helps the County of San Mateo and its partners understand homelessness in our community. View the full report here.
