Belmont Announces Leadership Transitions to Advance Strategic Priorities & Ensure Organizational Continuity

The City of Belmont is pleased to announce several leadership transitions that reflect the City's commitment to thoughtful succession planning and organizational excellence. These appointments position Belmont to advance key priorities, maintain continuity across departments, and ensure strong leadership as the City continues to evolve and meet community needs.
"These transitions reflect our commitment to planning ahead, investing in our people, and ensuring Belmont remains well-positioned for the future," said City Manager Afshin Oskoui. "We are fortunate to have talented leaders within our organization who are ready to step into new roles and continue delivering exceptional service to our community."
Chief Stenquist Appointed Interim Assistant City Manager
Police Chief Kenneth Stenquist has been appointed Interim Assistant City Manager. In this role, he will help lead several of the City's highest-priority initiatives, including housing, economic development, and efforts to position Belmont for long-term fiscal sustainability and community vitality.
"Ken's extensive leadership experience, institutional knowledge, and ability to build strong partnerships make him exceptionally well-suited to help advance Belmont's strategic goals during this important time," said Oskoui.
"I am honored to serve as Interim Assistant City Manager and continue supporting Belmont in a new capacity," said Kenneth Stenquist. "Belmont is a special community with tremendous opportunities ahead. I look forward to working across departments and with our community partners to advance key initiatives that will strengthen our City and help ensure a bright future for generations to come."
Captain Armando Named Interim Chief of Police
As Stenquist transitions into his new responsibilities, Police Captain Andy Armando has been appointed Interim Chief of Police.
Armando has served the Belmont community with distinction and has demonstrated strong leadership within the Police Department. His commitment to professionalism, public safety, and community engagement has earned the trust and confidence of both department personnel and residents.
"Andy has consistently demonstrated exceptional leadership and a deep commitment to service," said Oskoui. "I am confident he will continue the tradition of excellence that defines the Belmont Police Department while maintaining the strong relationships our officers have built throughout the community."
Planned Leadership Transition in Community Development
The City is also preparing for the retirement of Community Development Director Carlos de Melo in early September.
To ensure a seamless transition and continuity of service, Deputy Community Development Director Laura Russell will be appointed Community Development Director effective August 1. The transition period will enable knowledge sharing and maintain momentum on key projects and initiatives.
"This planned transition reflects our commitment to maintaining stability while preparing the next generation of leadership," said Oskoui. "Laura has played an instrumental role in the department's success, and her experience and leadership will help ensure continuity for residents, businesses, and staff."
Oskoui also expressed appreciation for de Melo's decades of service to Belmont.
"Carlos has made lasting contributions to our community through his expertise and dedication to public service. He has helped build the Belmont we all know and love today, and our community would not be the same without his efforts. We are grateful for his many years of service and look forward to celebrating his accomplishments in the months ahead."
Strengthening Economic Development and Housing Initiatives
As part of the City's ongoing organizational evolution, Housing and Economic Development Manager Tobi Liebermann will transition from the City Manager's office into the newly established Community Development and Economic Vitality Department.
Liebermann will focus on long-range planning, housing policy, and economic development initiatives that are central to Belmont's future growth and prosperity. The move supports the City's efforts to better integrate planning, development, housing, and economic vitality functions under a unified strategic vision.
"These changes reflect an organization that is planning ahead, investing in its people, and staying focused on delivering for our community in a fiscally responsible and purposeful way," said Oskoui. "We have important work ahead of us, and I could not be more confident in the team stepping up to lead it."
