Construction will begin on July 26 on accessibility improvements at the Harbor Bay Ferry Terminal parking lot. This bulletin contains the following updates:
On July 26, the City of Alameda will begin construction of accessibility improvements for people with disabilities in the Harbor Bay Ferry Terminal parking lot. The project will relocate accessible parking spaces closer to the ferry terminal building and add a van-accessible space.
Approximately 25 parking spaces are expected to be closed July 31 - August 1 for construction. During weekday closures, the City will temporarily lift time limit and street sweeping restrictions on Adelphian Way from Mecartney Rd to Sweet Way. All other parking restrictions still apply.
Work will include removal and replacement of concrete, asphalt pavement, signs, and striping. Users can also expect some pathway closures with detours, and a minor increase in noise. The estimated completion date is August 23.

The City is continuing to work towards launching improved security and paid parking at ferry terminals. In May 2025, a new security guard started at Harbor Bay ferry terminal and pay stations were installed but not activated. We expect to bring paid parking to Harbor Bay this fall, after construction is complete. Seaplane Lagoon is planned to follow in fall or winter, along with enhanced security.
In addition to offsetting security costs, paid parking aims to open up parking spaces for people taking later ferries and to encourage people to bike, walk, or ride the bus to the ferry when possible. The Harbor Bay and Seaplane Lagoon ferry terminal parking lots are now frequently 100% full or overflowing, showing the need for parking management.
Paid parking is planned for Tu/We/Th only to open up spaces on on the busiest days. The rate will be $3/day, with options to pay via app, text, or pay station. More communications are coming closer to launch!

AC Transit will implement a new bus service network starting on August 10, with several changes to Alameda service.
AC Transit Line 21 will be renamed/replaced by Line 31, which will continue to serve the Harbor Bay Ferry Terminal. Your ride is free with a Clipper transfer to the ferry!
Did you know that 50% of Harbor Bay and 34% of Seaplane Lagoon ferry riders walk or bike to the terminals? If you usually drive and are able to try a new mode, the City offers tips and tools.
