Dear District 3 Community,
In this edition, we are excited to spotlight the vibrant community events we have attended and the key issues addressed by the Board of Supervisors throughout July 2024. It has been a remarkable month for the District 3 team, filled with engaging interactions. We look forward to sharing our progress, highlighting the County's efforts, and outlining resources, opportunities, and upcoming events.
The Board of Supervisors is committed to enhancing the quality of life for county residents. Recently, I supported AC Transit’s initiative to secure a $15 million grant from the Federal Transportation Administration for clean buses. The Low-No Grant highlights the FTA's recognition of AC Transit’s commitment to reducing and eventually eliminating our greenhouse gas footprint. This funding will help purchase 25 additional hydrogen fuel cell buses (FCEBs) and establish a third hydrogen fueling station. For more information, visit here.
Additionally, I endorsed AB 1955, introduced by Assemblymember Chris Ward (D-San Diego) and the California Legislative LGBTQ Caucus. This legislation aims to protect LGBTQ+ students from harmful forced outing policies in schools. Governor Gavin Newsom has signed AB 1955 into law, making California the first state to explicitly safeguard LGBTQ+ individuals against involuntary outing. We are also excited to announce that youth voting for School District elections in Oakland and Berkeley will begin in the November 5, 2024, general election. This will be a mail-in ballot election, so let us encourage young people aged 16 and above to register to vote!
This month, we had the pleasure of participating in several notable events, including the City of Alameda’s 4th of July Parade, the honors for Major Howard Jackson and Sergeant Morrie Turner, the proclamation of Pretrial Probation Parole Services Week, World Hepatitis Day, and the celebration of Alameda County Employees' 30 Years of Service. We also enjoyed the San Leandro Pride Celebration, Showtime in San Lorenzo, the Lend A Hand Foundation’s Back-to-School Supply Kit distribution, and the Alameda County Firefighter Recruit Academy Graduation.
A heartfelt thank you to everyone who attended the City of Alameda 4th of July Parade and other events. We also appreciate those who applied for Alameda County Boards, Commissions, and Committees. We are currently finalizing these nominations for the Board of Supervisors' upcoming Regular Meeting.

Team Tam participated in the Alameda's 4th of July Parade, the longest in the nation, with a route spanning 3.3 miles. The parade attracts over 170 entries and 2,500 participants, drawing more than 60,000 spectators from the region. Entries include a full spectrum of Bay Area residents, featuring equestrians, dance troupes, floats, antique cars, community groups, and marching bands from local schools!

The County of Alameda Board of Supervisors proclaimed July 28, 2024, as "World Hepatitis Day" and acknowledged the efforts of organizations, volunteers, activists, and individuals dedicated to hepatitis B and C advocacy and prevention in Alameda County. They urge healthcare institutions and providers to fully implement the mandate for hepatitis B and C screening, follow-up care, and treatment for all adults in California. This proclamation highlights the importance of continued dedication to health justice and comprehensive care.

Essentially, Supervisor Tam continued the item to give the tenant protection ordinance a fighting chance to succeed. On March 19, the Board voted on the ordinance, but it failed to secure a majority vote. President Miley formed an ad hoc committee to try and revive some aspects of the tenant protection ordinance. The ad hoc committee needed more time to reach a consensus on provisions related to single-family homes and relocation.
Let us be very clear: Supervisor Lena Tam supports tenant protections. Residents should be able to enjoy the security of living in a safe, habitable home without the fear of being arbitrarily uprooted and tossed onto the street. Just prior to the COVID epidemic, the State passed AB 1482 to protect tenants in California. The State carefully negotiated the provisions with representatives for tenants and housing providers. The law was established, and then COVID hit. At the same time, County staff began working on their own tenant protections, without the benefit of implementing AB 1482 and thus without knowing its effectiveness. The County sought more stringent protections. For an ordinance to be widely accepted and effective, the County, tenants, and housing providers must agree to the provisions and be willing to compromise.
Attainable housing for all is critical for a stable and secure community. Whether it is low-income housing, permanent subsidized supportive housing, or market-rate housing, the full spectrum of housing needs must be met. Tenants and housing providers are two sides of the same coin. We believe we are getting closer, but we are not yet at the point where the Board can pass an ordinance. We want to see more discussion and compromise between the parties to create a balanced ordinance that protects tenants while respecting housing providers as well.
As an aside, the County provides a complaint-driven code enforcement program for tenants seeking assistance with habitability issues that they feel the housing provider is not addressing. Code Enforcement staff will investigate the issue and require the landlord to make the necessary repairs or replacements in a timely manner or risk a citation and fines. We also offer funding to qualified housing providers to make these repairs. Currently, both programs are underutilized. Will more legislation solve these problems? Safe, livable, habitable housing is more than just an ordinance.

The Bay Area Air Quality Management District (BAAQMD) has issued an air quality advisory due to wildfire smoke from the Park Fire in Northern California. Hazy skies and the smell of smoke may be noticeable at higher elevations. The Air District will closely monitor regional air quality for smoke impacts. Residents in affected areas should stay updated with news coverage and health warnings. Check the U.S. EPA’s Fire and Smoke Map to see if smoke is affecting your area here. Protect Yourself Against COVID-19

- COVID-19 wastewater levels have risen in Alameda County and other parts of the Bay Area. Now’s a good time to review the strategies below for preventing COVID-19 infection.

COVID-19 poses the greatest risk for severe disease to those over 65 years of age and persons with certain health issues, including pregnancy. But, anyone who gets COVID-19 can develop long COVID.

The CDC recommends that EVERYONE ages 6 months and older get an updated COVID-19 vaccine at least 2 months after their last dose. Novavax is only authorized for persons 12+.
- Most persons who have never been vaccinated only need one dose of Pfizer/Moderna COVID-19 vaccine or 2 doses of Novavax to be considered up-to-date.

The CDC now recommends that everyone 65 and older get a second dose of the updated COVID-19 vaccine at least 4 months after their last dose.
- Children 6 months to 4 years of age who have never been vaccinated are still recommended to get either 2 or 3 doses COVID-19 vaccine.

If you have insurance, including Medi-Cal, please contact your healthcare provider or pharmacy about COVID-19 vaccination. ACPHD offers COVID-19 vaccines to adults without insurance and adults whose insurance does not provide cost-free coverage. A New Summer Food Program Coming in 2024!
Starting this summer, you can buy more food for your child with California SUN Bucks, also called Summer-EBT. SUN Bucks works just like CalFresh, but for the summer.
Children who qualify for free or reduced-price school meals through a school meal application or an Alternative Income Form, or get CalFresh, CalWORKs, or Medi-Cal, are automatically enrolled. You don't need to do anything to sign up. SUN Bucks provides $40 per month for food for June, July and August 2024 ($120 total)

Sidewalk improvement/road improvement projects under construction:
West Sunset Boulevard (from Royal Avenue to Garden Avenue), and Garden Avenue (from West Sunset Boulevard to Bartlett Avenue).

Tobacco Control Program: Smoke-Free Multi-Unit Housing
To protect residents from the dangers of secondhand smoke exposure, Alameda County will prohibit smoking in multi-unit housing as of July 1, 2022. The law applies to multi-unit housing located in the Urban Growth Boundary of the Unincorporated Area of the County, including Ashland, Cherryland, Fairview, Castro Valley, Hayward Acres, and San Lorenzo.
Multi-unit housing means a lot with two or more units, including apartments, townhomes, condominium complexes, senior and assisted living facilities, long-term health care facilities, hotels and motels. As of July 1, 2022, no one is allowed to smoke:
Inside their unit;
- On any balcony, porch, deck or patio;
- In any indoor or outdoor common area, such as halls, pathways, lobbies, stairwells, mail areas/rooms, community rooms, playgrounds, pools, laundry rooms, and parking lots;
- On neighboring property, within 25 feet from any doorway, window, opening or vent into a multi-unit residence (except for lots with single-family homes).
The smoke-free law does not apply to a single-family home with an accessory dwelling unit or junior accessory dwelling unit and mobile homes in a mobile home park.
"Smoking" includes cigarettes, cigars, cigarillos, pipes, hookah, electronic smoking devices such as e-cigarettes, and cannabis/marijuana.

With the leadership of Governor Gavin Newsom and First Partner Jennifer Siebel Newsom, California was able to create, for the very first time, innovative access programs for children and families to explore California’s State Park System. Via the new California State Park Adventure and State Library Parks Pass programs and a revamped Golden Bear Pass Program, California is promoting a healthier, more equitable California for all. This effort helps advance the Newsom Administration’s “California Outdoors for All” initiative to enable all Californians, regardless of zip code or income, to access parks and open spaces. Weekday deals allow passengers to park close and fly on time
Oakland, Calif. – July 29, 2024: Passengers flying out of the San Francisco Bay Oakland International Airport (OAK) will enjoy weekday discounts (Monday through Thursday) for on-site parking reservations. The new promotion kicks off this summer on August 1, 2024, and runs through October 31, 2024, ushering in the fall travel season.
On-site OAK parking is located close to the terminals, taking the guesswork out of when shuttles to remote parking facilities might come.
“Our airport parking spaces are the most convenient for OAK travelers because they are closest to the terminals,” said Port of Oakland Director of Aviation Craig Simon. “The Weekday Discount program is designed to encourage our customers to take advantage of OAK’s affordable parking and the ease of getting in and out of the airport in record time.”

- $4 off all reservations in the Daily Parking Lot and an additional $2 off per day on weekdays
- $2 per day off all weekday reservations in the Economy Parking Lot
Online reservations can be made up to two hours prior to arrival at Hourly, Daily, Economy, and Premier lots.
OAK on-site parking facilities offer special features, like free electric vehicle charging in some locations, dedicated Americans with Disabilities Act (ADA) special needs spaces, and call boxes offering 24/7 assistance.

The Oakland Alameda Water Shuttle Pilot Program is supported by $1 million in grant funding from the Alameda County Transportation Commission and the Bay Area Air Quality Management District, along with over $1.7 million from the ATMA, West Alameda Transportation Demand Management Association, Port of Oakland, Jack London Improvement District, and the City of Alameda. Despite a brief boat issue that has since been resolved, the program is up and running, and the team is thrilled to see such enthusiastic participation. City of Alameda Community Assessment Response & Engagement (CARE) Team
The Alameda CARE Team (Community Assessment Response & Engagement), led by the Alameda Fire Department (AFD), provides a 24/7 alternative response to nonviolent individuals facing a mental health crisis.
If you are experiencing an emergency, always call 911.
If you are in crisis or see someone who may be in crisis, call 911 or call 510-337-8340, the police non-emergency line, and explain the current situation so our dispatchers can determine if the CARE Team is the appropriate resource to send.
When the CARE Team is dispatched, first responders will arrive in a low-profile program-branded vehicle outfitted for this work. The CARE Team will triage and assess clients in order to assist them with navigating the best path forward in obtaining needed services.

They also provide 24/7 On-Call Licensed Clinicians to support the paramedics in the field, with best practice assessments and interventions. In addition, AFS provides intensive follow up Clinical Case Management to support individuals and families with linkages to services and resources that support ongoing stabilization and reduce future crises.

Attend a fun and informative Sewing Machine Basics workshop at San Lorenzo Library! Learn how to thread a sewing machine, start and finish a stitch, and practice sewing straight lines. In our discussion we aim to provide education about lung cancer screening and awareness in our Asian American Pacific Islander (AAPI) Community. In this HouseCalls we will discuss prevention, early detection, and treatment of lung cancer.
This is a FREE, virtual interactive event open to the community. We have invited our AAPI members and their families to listen and participate in the conversation.

The Port of Oakland is pleased to announce the return of our free harbor tours! The narrated tours will highlight Port facilities, including the marine terminals and seaport operations. Participants will see the Port’s iconic giant container cranes that line the shore and view the visiting mega container ships up close while they learn of the Port’s history as a major economic engine in our region and beyond.
The ferryboat journeys near the San Francisco-Oakland Bay Bridge and Yerba Buena Island, allowing visitors to soak in the picturesque vistas of the Oakland estuary, East Bay Hills, the Bay Bridge, the San Francisco Bay’s waterfront and city skylines.
