Recognition of the One Year Anniversary of the Shelter in Place Order 

As we mark the one year anniversary of the COVID-19 Shelter in Place emergency ordinance this week, I would like to take this time to extend my gratitude to the Alameda County community for all the ways in which we have stepped up to support our neighbors during these trying times. I am grateful to the Alameda County community for extending protections and supports for our renters as they faced significant losses in income, expanding access to food for the influx of food insecure individuals and families, providing financial supports for those who have contracted COVID-19 but do not receive paid sick leave, and all the other actions – both big and small – we have taken to help our neighbors weather this public health crisis 

As we mark the one year anniversary of World Health Organization declaring a pandemic, it is important we remember the many friends, family members, loved ones, and neighbors who have died due to complications from COVID-19. Over 535,000 Americans and over 1,300 Alameda County residents have lost their lives. The COVID-19 pandemic made 2020 the deadliest year in the United States, and as we mourn this significant loss, we must acknowledge our Black, Indigenous, and People of Color (BIPOC) neighbors, residents in low-income neighborhoods, and skilled nursing and assisted living facilities that have been disproportionately impacted by this pandemic. 

As we continue to fight the COVID-19 pandemic, we must also recognize that our BIPOC neighbors were already battling the public health crisis that is racism and xenophobia when the COVID-19 pandemic hit. This public health crisis has only exacerbated the structural inequities from our public institutions that have historically and systemically neglected and harmed BIPOC communities. Alameda County is committed to an equity framework in our COVID-19 response in an effort to address health disparities in our BIPOC communities and fight the dual pandemics of COVID-19 and racism. As we move forward with COVID-19 vaccinations and towards COVID-19 recovery efforts, I am committed to continue listening to our residents, learning from their lived experiences, and taking actions to ensure our road to recovery is equitable and dismantles structural racism.  

I would also like to express my tremendous gratitude to our essential frontline workers in health care, food and agricultureeducators and caregivers, and emergency services for putting your health on the line every day to keep Alameda County running. I ask the Alameda County community to continue honoring the personal sacrifices our essential workers have been making by continuing to practice COVID-19 safety precautions, such as always wearing a mask when you congregate with others outside of your home, keeping all gatherings short, small, and outdoors, and staying home if you are feeling sick. For more information on additional ways to prevent yourself from getting sick, please visit the Alameda County Public Health Department’s (ACPHD) Health & Safety page on the dedicated COVID-19 website. 

While the arrival of the COVID-19 vaccines have shown us there is light at the end of the tunnel, we must continue to practice COVID-19 safety precautions and continue getting tested for COVID-19 so we may further stop the spread of the virus in our communities. It will take each one of us using all of the tools at our disposal to protect ourselves and our loved ones, and end this pandemic.  

Together, we can keep Alameda County healthy and safe, defeat this deadly virus, and recover from the COVID-19 pandemic. 

Weekly Vaccine Update

On Monday, the California Department of Public Health (CDPH) opened vaccine eligibility to Californians between the ages of 16 and 64 if they are deemed at the very highest risk for COVID-19 complications.  

The qualifying illnesses are EITHER  one or more of the following severe health conditions: 

  • Cancer, current with weakened immune system 
  • Chronic kidney disease, stage 4 or above 
  • Chronic pulmonary disease, oxygen dependent 
  • Down syndrome 
  • Solid organ transplant, leading to a weakened immune system 
  • Pregnancy 
  • Sickle cell disease 
  • Heart conditions, such as heart failure, coronary artery disease, or cardiomyopathies (but not hypertension) 
  • Severe obesity (Body Mass Index ≥ 40 kg/m2) 
  • Type 2 diabetes mellitus with hemoglobin A1c level greater than 7.5% 

OR if, as a result of a developmental or other significant, high-risk disability, one or more of the following criteria applies: 

  • A COVID-19 infection is likely to result in severe life-threatening illness or death; OR 
  • COVID-19 will limit the individual’s ability to receive ongoing care or services vital to their well-being and survival; OR 
  • Providing adequate and timely COVID care will be particularly challenging as a result of the individual’s disability. 

If you are eligible under these guidelines, CDPH strongly recommends  you check first with your usual health care provider to see if they have vaccines and available appointments.   

As vaccine supply increases and the statewide vaccinator network grows, you will be able to schedule an appointment through California’s MyTurn in two ways: 

  • On-line at myturn.ca.gov.  The MyTurn website is accessible to people with disabilities and in eight languages:  English, Spanish, simplified and traditional Chinese, Arabic, Tagalog, Vietnamese, and Korean.  
  • Calling the COVID-19 Hotline at 1-833-422-4255 or 1-833-4CA-4ALL (M-F 8AM-8PM, Sa-Su 8AM-5PM).  The Hotline is accessible to people with disabilities and offers services in English and Spanish, with connections to interpretive services in more than 250 languages.      

You will be asked to attest that you have a high-risk medical condition or disability, either to book an available appointment or to register for notice of future appointments made available as supply increases.   

Introducing The People’s Health Mobile 

The Oakland Outreach Council, a collective of grassroots organizations serving the Oakland community during the COVID-19 pandemic, has launched The People’s Health Mobile to bring services out into Oakland’s “hotspot” neighborhoods to stop the spread of COVID-19. 

The People’s Health Mobile will serve as a “one-stop shop” to provide information and materials, distribute resources, host pop-up testings for COVID-19 and STIs, and conduct surveys to receive feedback from and hear the voices from the communities served.

The Oakland Outreach Council is comprised of Beloved, an Insistence/Regina’s Door, BOSS, CAL-PEP, Global Communication, HEPPAC, Homies Empowerment, Oakland Frontline Healers, and Street Level Health Project. The Black Cultural Zone supports this effort led by the Outreach Council. Alameda County and the City of Oakland also offer assistance to the Council. 

Public Charge Rule Dropped! 

Last week, the U.S. Department of Justice (DOJ) decided to stop defending the Trump-era public charge regulations and the courts dismissed the pending appeals, which means the public charge rule is permanently blocked nationwide! 

It is now safe again for immigrants and their families to access health, nutrition, and housing programs for which they are eligible without fear of immigration consequences.  

Getting COVID-19 testing, care, and vaccination will not compromise immigration status or future immigration applications. Even if you are undocumented or don’t have insurance, you can still get the vaccine—for free. Additionally, all COVID-19 testing sites in Alameda County will not ask for your immigration status and getting tested for COVID-19 will not affect your immigration applications.

People of Color
Small Business Network

The Alliance for Community Development, The Greenlining Institute, and Uptima Entrepreneur Cooperative have launched the People of Color Small Business Network (POC SBN) pilot to provide one-on-one business support in English and in Spanish at no cost to business owners who meet the following criteria:

  • Black, Latino/a/x, immigrant and undocumented business owners in East Oakland
  • Reside or operate a business in the zip codes of 94601, 94603, 94605, and 94621
  • Have had at least one sale
  • Brick-and-mortar OR home-based businesses
  • Can commit to a year-long program with regular check-ins 

The POC SBN is also providing direct CASH grants $2500-$5000 and a loan guarantee fund to eligible businesses. It is best to apply before April 1, 2021. Applications are available in English and in Spanish.

Alameda County Emergency Rental Assistance Program (ERAP)
Funding Opportunities
 

Alameda County is seeking to fund community and faith based organizations which serve low-income renters affected by COVID-19 and have capacity to promote the Emergency Rental Assistance Program.  

There are 2 funding opportunities available: 

  1. Outreach Ambassadors: for organizations who can recruit their members to attend Application Information Session(s) and generally promote the ERAP to their networks. (See details in “Outreach Ambassadors Program Overview” for checklist of required activities; Stipends range between $2,000 - $5,000) 
  1. Application Coordinators: for organizations who can dedicate staff to supporting tenants in need of rent relief with application assistance  (The ERAP application is online and requires proof of income loss and outstanding rent).

The online Pre-Application period is now open for brand new homes offered at Auburn Grove. Sale prices for these homes are affordable to low-income households (80% AMI). Prices are $374,654  for a 3-bedroom and $412,182 for a 4-bedroom.  Learn more about this opportunity here.   

Permanent COVID-19 Vaccination Sites in Alameda County 

Federal, state, county, and other health care partners are offering COVID-19 vaccinations throughout Alameda County: 

Oakland-Alameda County Coliseum (State/Federal) 

Hours of Operation: Monday-Sunday, 9 AM-7 PM 

Currently vaccinating Health Care Workers, persons ages 65+, essential workers in food/agriculture, educators/child care providers, and emergency services. 

Eligible residents will be notified through MyTurn. 

AC Transit and BART are both offering transportation assistance to and from the Coliseum site. You will need to provide proof of your appointment in order to use the free vaccine shuttles. Visit AC Transit’s website and BART’s website for more information on these programs. 


Alameda County Fairgrounds (Alameda County, Sutter Health, & Stanford Health Care)

Additional Vaccination Sites:  In addition to the sites operated by our public health partners, our health care partners such as Kaiser Permanente, Sutter Health, and CVS and Walgreens pharmacies are offering COVID-19 vaccines.

  • California Health Corps Register for the California Health Corps which is a State program for trained medical and healthcare workers to sign up and provide availability to assist in the COVID-19 response.

  • Medical Surge Volunteer Sign Up Register as a volunteer with the County of Alameda to assist with the COVID-19 response. Medically and non-medically trained volunteers will be needed. 
    NOTE: Non-medical volunteers only need to complete this form  

At this time, we are fortunate to have a large number of volunteer offers which may cause delays in our vetting system and background check process. 

ACPHD will process these as quickly as possible in anticipation of needing additional volunteers as our vaccine allocation from the state increases. Thank you for your patience. 

Earn It! Keep It! Save It! 
Free Tax Preparation Services 

Low-income families and individuals can now schedule appointments for no-cost tax preparation through the Social Services Agency’s 2020-2021 Volunteer Income Tax Assistance (VITA) Program

The Social Services Agency (SSA) participates in Earn It! Keep It! Save It!, a coalition of Bay Area organizations that provide free tax preparation to households earning less than $56,000 a year.  

Tax services are provided by appointment only

Covered California Special Open Enrollment Period   

If you still need health coverage for 2021, Covered California has established a special enrollment period to give uninsured California more time to enroll in health coverage.  

The special-enrollment period runs from February 1, 2021 through May 15, 2021.

Affordable health insurance coverage is within reach. Get started with Covered California today to see if you are eligible for financial assistance:  

Once the open enrollment period ends, you will not be able to apply for coverage until the next open enrollment period at the end of this year.  If you experience a qualifying life event, you may apply for coverage outside of the open enrollment period.     

Testing for COVID-19 in Alameda County 

In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county. 

Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.

You will not be asked about immigration status and do not need insurance at any of these locations.

CA Notify: Add Your Phone. 
Stop the Spread.   

The CA Notify app is available for Californians to opt-in to receive COVID-19 exposure alerts directly to their smartphones. Android users can download the CA Notify app from the Google Play Store, and iPhone users can enable CA Notify in their device’s settings.  

For iPhone users, follow these steps to opt-in:  

  1. Update your iOS to version 12.5 or later 
  1. Go into settings 
  1. Scroll down to Exposure Notifications 
  1. Turn on Exposure Notifications 
  1. Select United States> California  

Through the CA Notify app, users will be notified if they have been in close contact with someone who has tested positive for COVID-19. The CA Notify app is an added layer of contact tracing designed to help stop the spread of COVID-19 in our community.  

All information is confidential and you must opt-in to receive notifications. No location data or personally identifiable information is ever collected, stored or transmitted.

Alameda County Oakland Community Action Partnership (AC-OCAP) Board Openings

AC-OCAP is now accepting applications for community representatives from CDBG District 1 in Oakland. These open seats must be filled by a representative from the low-income community. Visit AC-OCAP's website for the Board Opening applications

  • CDBG District 1 (Oakland) encompasses North Oakland. Please review the City of Oakland Application Guidelines for selection criteria and a map of CDBG districts in the City of Oakland (note: these districts have different boundaries from the City Council districts).

The AC-OCAP Board is comprised of 18 members that represent public official representatives in Oakland and Alameda County, private groups and interests, and not fewer than a third are democratically elected/selected representatives from the low-income community.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. This document provides information on numerous services available from local, state, and federal government agencies, public transportation agencies, and utility companies. 


Food Access Resources

  • Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you. 
  • School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district.
  • Dig Deep Farms (DDF) Food Hub food distribution: The DDF Food Hub is distributing food every Friday from 1 PM-2 PM at 2700 Fairmont Drive in San Leandro. Food delivery is also available for families in need. If you need food delivered, please fill out the Deputy Sheriff's Activities League (DSAL) sign-up form.
  • Trybe food and COVID-19 relief supplies distribution: Trybe is providing food and other basic supplies to low-income Oakland residents and families in need during the COVID-19 pandemic. Food delivery is also available: sign up online for food delivery.

Resources for Immigrant Communities

  • Oakland Undocumented Relief (OUR) Fund: Offers financial support for immigrant Oaklanders who have lost income due to COVID-19. To apply for or donate to OUR Fund, visit Centro Legal’s website
  • Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese. 
  • Immigrants Rising resource guide provides a list of resources available for undocumented immigrants. Recursos para inmigrantes sobre COVID-19 en español—utilice este enlace
  • California Immigrant Policy Center’s (CPIC) COVID-19 Resource Guide provides information on accessing health care, obtaining information on COVID-19 in multiple languages, economic resources, and information on immigration rights.  
  • Keep Your Benefits provides a guide for California's immigrants to see if their public benefits could affect their different immigration options. The website is also available in Spanish and Chinese.

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place

Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.

The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.

While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:

Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: 
http://acgov.org/board/broadcast.htm.

We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.

Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.

    Use the "Raise Hand" button to indicate you would like to speak or provide public comment. When you are called to speak, unmute your speaker.
  • If you are listening to the meeting by phone:
    Use the numbers listed on the Zoom/Teleconferencing Guidelines. 
    Dial *9 to raise your hand to speak.
    If you decide not speak, you may hang up and dial back into the meeting or simply notify the Clerk you do not wish to speak when you are unmuted and asked to speak.

Written Comment (accepted until the start of the meeting at 9:30 a.m., unless otherwise noted on the meeting agenda).

To provide written comment on an item on the agenda or to address the Board about an issue during Public Input, you may send an email to CBS@acgov.org.

Please include your name and note the agenda item number you want to address or whether you intend for comment to be included in Public Input. Copies of all written comments will be provided to the Board Members and will be added to the official record.
