Good morning,
There’s no question that Pima County cares deeply about its animals. The last voter-approved bond funded construction of the Pima Animal Care Center on Silverbell Road, a much-needed facility that has been serving our community since 2017 and continues to be recognized as one of the best animal shelters in the country.
Even so, there is always room to improve. Animal census numbers remain high, cases of hoarding and neglect persist, and the shelter continues to operate near or at maximum capacity. That reality means we must keep looking for new, creative ways to better serve the public while improving outcomes for animals in our care.
Over the past few months, two innovative solutions came before the Board of Supervisors, and both were approved unanimously. The first is Animal Restoration Kennels (ARK), a specialized facility that provides focused care for animals rescued from hoarding and neglect situations. The second is the new Eastside Adoption Center that will be opening soon. It is designed to expand adoption opportunities and relieve pressure on the main shelter.
These efforts wouldn’t be possible without strong community partnerships. Friends of PACC, founded in 2016 by dedicated staff, volunteers, and community members, plays a critical role in filling funding gaps and supporting innovative programs that enhance animal care across our county.
Below, you’ll find more information on other PACC services, and how they are making a meaningful difference for animals and families throughout Pima County. It's important to remember that if we want to control the pet population as a community, we need to do our part and spay and neuter our pets.

Adoption page: The Pima Animal Care Center’s Adoption page connects you with pets looking for homes, including shelter cats, dogs, and other animals available for adoption. It also links to partner vet clinics, working cat programs, urgent dog placement lists, and resources for fostering pets in need. Whether you’re ready to adopt, explore available animals, or support through foster care, the page guides you to the right options and next steps.
Pet Support page: The Pima Animal Care Center’s Pet Support Center helps families keep their pets at home during times of hardship. Through connections to veterinary care, food, training, and housing-related resources, the program focuses on prevention and stability. When challenges arise, Pet Support specialists work directly with pet owners to find solutions that keep pets and families together.
Lost and Found: The page provides resources to help residents when a pet is lost or found, including steps to take and tips for reuniting pets with their owners. It links to detailed guidance on what to do if you’ve lost a pet, found a pet, and offers advice on special situations like finding kittens. The page also includes a Lost and Found FAQs section with answers to common questions and support resources.
Animal Protection Services: Pima Animal Care Center’s Animal Protection Services team includes trained Animal Protection Officers who respond to priority calls involving animal cruelty, neglect, bites, dangerous or injured animals, and enforcement of leash and license laws. Officers also handle noise and waste complaints and provide community outreach and education to help residents care for their pets responsibly. Friends of PACC Day
During our last board meeting we proclaimed January 28, 2026 for their outstanding contributions for the past 10 years to the County's animal shelter and well-being of animals across Pima County.
PROCLAMATION
WHEREAS, the Friends of Pima Animal Care Center (PACC) was created on January 28, 2016, by a coalition of Pima County leadership and concerned citizens to provide critical additional resources to PACC, enabling it to serve as many animals as possible and continue providing the highest level of animal care services for years to come; and WHEREAS, Friends of PACC’s mission for the last 10 years has been to ensure that PACC animals “are supported with the resources needed for a safe, healthy, and happy future”; and WHEREAS, the contributions made by Friends of PACC to Pima County have facilitated the creation of the Pet Support Center, Keeping Families Together program, Medical Pets Fund, Karen’s Karing Van mobile medical unit, Spay/Neuter Support program, and most recently, the PACC East adoption satellite; and WHEREAS, Friends of PACC established the Friends Pet Clinic, a low-cost veterinary practice dedicated to serving the pre-surrender and post-adoption needs of vulnerable pets; and WHEREAS, Friends of PACC supports PACC by annually funding 25 positions at the animal shelter, enabling the shelter to become a national model for innovative animal welfare programs; and WHEREAS, it is fitting and proper to acknowledge the support and contributions made over the past 10 years by the Friends of PACC, which has helped Pima County to achieve a reduction of its euthanasia rate.
