Each issue, DCYF ESIT Tribal Program Consultant, Brian Frisina, provides a key topic to help us get to know our Tribal Nation Partners better.
“The attitude of our species is that this whole thing was created for us. It has no value except how we use it. The basic problem is that American society is a ‘rights society’ not a ‘responsibilities society.’ What you’ve got is each individual saying, ‘Well, I have a right to do this.’ Having religious places, revolving your religion around that, means you are always in contact with the earth, you’re responsible for it and to it.” - Vine Deloria Jr., author, theologian, historian, and activist for Native American rights, (1933-2005)
Our Relationship to the Unseen
Watch interview with Vine Deloria Jr. as he shares the difference between the materialism of Western religion and the spiritual insights of indigenous religions that are connected to place (watch time 5:29): Vine Deloria Jr. on Our Relationship to the Unseen
Indian Child Welfare Act (ICWA)
ICWA is a 1978 federal law designed to prevent Native American children from being unnecessarily removed from their families and Tribes by state child welfare agencies. The Indian Child Welfare Act has guided appropriate placements for Native children that meet all their needs. ICWA:
- Protects tribal sovereignty,
- Preserves cultural identity,
- Keeps Native children connected to their families and communities.

Media Recommendations
- Watch the video series The Heart of ICWA: Families share firsthand what happens when the basic protections of ICWA are followed, and the devastating consequences when families and children are deprived of these basic rights.
- Read the academic essay Sacred Lands and Religious Freedom by Vine Deloria Jr. He defines how Native religions are deeply tied to specific, sacred geographic locations rather than abstract doctrines.
- Read American Indian Policy in the Twentieth Century, articles edited by Vine Deloria Jr. The articles are about dealing with present realities and future possibilities, encouraging discussion and research into areas of concern to American Indians, and new ways of thinking about specific problems.
