This week, we have focused on chronic absenteeism. After the first statewide Chronic Absenteeism Task Force meeting, the members of the committee recommended that we share the video of our first meeting and a discussion guide so that school division attendance teams could replicate the statewide task force conversations in their own divisions. On Tuesday, we held our second task force meeting, and the meeting focused on parent engagement. This task force focused on parent engagement and discussed the importance of family messaging campaigns, health guidance for families, and incentive programs. In honor of Veteran’s Day tomorrow, we want to honor all the military-connected families and the school divisions that support them this week. Virginia is home to one of the nation’s largest populations of military connected children. As of June 2023, we had 78,000+ military connected children enrolled in public education.
On October 26, 2023, the Virginia Department of Education and the Virginia Council on the Interstate Compact on the Educational Opportunity for Military Children recognized one hundred and ten public and private schools as “Purple Star” schools. The Purple Star designation is awarded to military-friendly schools that have demonstrated their commitment to meeting the needs of military-connected students and their families.
This is the sixth year the VDOE and The Council have designated Purple Star schools. Since 2018 VDOE and The Council have provided 569 awards to deserving schools across the Commonwealth. Of these 360 have maintained an active designation and 148 have received the designation twice.
I am personally appreciative to each of you who so deeply support our military children and families.

Special thanks to Superintendent Michele Mitchell for letting us highlight the Virginia Literacy Act and where the commonwealth is headed on reading.

Marine Corps Offers Educator Workshop in January ⚠️

The United States Marine Corps’ Recruiting Station Richmond is offering a January training event for Virginia educators. The workshop is offered on Parris Island, South Carolina, from January 9-12, 2024. The training will include opportunities to meet drill instructors, lunch with recruits, attend Marine Band performances, and participate in training events including the rappel tower and rifle range.
Participants will receive 14 professional education credits. This event is ideal for educators to be better prepared to assist students about opportunities in the Marine Corps and to understand Marine Corps career paths. Participants will receive 14 professional education credits.

ALL In Virginia
As a resource to assist in launching a successful ALL In Tutoring program, the VDOE has produced informational videos to support alternative educators in becoming effective tutors.
The 5 part video series is on the ALL In Tutoring website and can be shared with your alternative educators and volunteer tutors to provide them with foundational information on how to become an effective tutor in a way that aligns with the very best practices in the field. Clear expectations, consistent communication, and instructional supports for tutors are the cornerstone to any high quality tutoring program, and ongoing support for tutors is crucial to having an effective high-intensity tutoring program.

VLA Curriculum Review Cycle II Public Comment Opportunity ⚠️

The State Board of Education is accepting public comment on curriculum related to the Virginia Literacy Act. Seeking to improve K-5 literacy outcomes for all students in the Commonwealth, the VLA requires the Virginia Department of Education to recommend instructional programs in literacy aligned with the eligibility criteria of the VLA—namely, evidence-based literacy instruction and science-based reading research for approval by the Virginia Board of Education. In June 2023, the Board approved an initial list of K-3 core instructional materials.
Public Review Sites
Cycle II core instructional programs submitted for review by Virginia Literacy Partnerships (VLP) in the School of Education and Human Development at the University of Virginia in collaboration with the Virginia Department of Education and under consideration for Board approval are available for public inspection utilizing links provided on the Curriculum Review Process Update for the Virginia Literacy Act page until December 9, 2023. The Virginia Board of Education will reconvene on December 12, 2023.

VVAAS Public Reports and Professional Development Opportunities ⚠️

VDOE and SAS® EVAAS are pleased to announce the upcoming release of two public reports in Virginia Visualization and Analytic Solution (VVAAS) on November 16, 2023. The VVAAS Public Site and the Virginia Learning Gap Analysis will be found on the VDOE VVAAS webpage along with professional development opportunities for Virginia educators.
The VVAAS public site provides a graphing tool called scatterplots, enabling comparison among Virginia K-12 public divisions. The scatterplots create interactive graphs for an SOL test that include growth, achievement, and student demographic information for each division within the state. The public site will contain information about the students who tested in the 2021-2022 and 2022-2023 school year. The Public Site resource will also allow educators in similar demographic divisions to collaborate for the purpose of improving student outcomes. Additionally, the public will be informed on ways to support education in their area with time, talents, and resources.
VDOE and SAS Institute Inc. (SAS) collaborated to leverage existing student assessment data to yield insight into how the pandemic disrupted student learning and how students have subsequently performed after this disruption. The report focuses on student performance by comparing students’ pre-pandemic expected performance with their post-pandemic actual performance in the 2020-21 and 2021-22 school years.
VVAAS 2022-2023 data, user accounts, and professional development opportunities for educators have been live since October 18, 2023. All divisions should verify they have a Super Division User for VVAAS. The VDOE looks forward to partnering with educators in various training opportunities. Educators can select from in-person, webinars, and hosted group learning environments that best fit their needs. Breakfast Grant Opportunity through No Kid Hungry Virginia ⚠️

No Kid Hungry Virginia is offering a Breakfast Grant Opportunity to support school divisions implementing strong and sustainable strategies to maximize participation in the School Breakfast Program (SBP). Strategies may include:

expanding access to the SBP with Breakfast After the Bell models such as Breakfast in the Classroom, Grab and Go Breakfast, and Second Chance Breakfast,

promoting awareness of breakfast availability to students and families, and
-
implementing other innovative strategies to increase participation in the SBP.
Applications are due on November 17, 2023. Grant awards range from $5,000-$30,000.

English Language Proficiency Assessment 2023-2024 Testing Updates

The WIDA Alternate ACCESS test is a large-print, paper-based English Language proficiency assessment that is individually administered to students with the most significant cognitive disabilities who are identified as English learners. In previous years, the Alternate ACCESS test was only available for students in grades 1-12. Beginning in January 2024, WIDA Alternate ACCESS will be available for English Learners (ELs) in kindergarten with the most significant cognitive disabilities.
Update on the Virginia Growth Assessments for Winter 2023-2024
Audience: Superintendents, Directors, School Principals, Teachers Contact: Update on the Virginia Growth Assessments for Winter 2023-2024
The winter administration of the Virginia Growth Assessments in grades 3-8 reading and mathematics will begin Monday, November 27, 2023. School divisions have identified their winter growth assessment test dates so the tests are administered to their students no later than Friday, February 16, 2024.
Unlike the 2023 fall growth assessments focused on content from each student’s previous year of enrollment, the winter growth assessments will assess content from each student’s current enrollment. Student registrations for the winter growth assessments are to match each student’s enrollment in grades 3-8 reading and mathematics.
The online mathematics tests will begin by assessing Standards of Learning (SOL) that are primarily taught in the first semester of the school year as determined by commonalities among mathematics pacing charts collected from several school divisions. The overall online mathematics growth assessment may include items that are on grade-level and one year above or below grade-level.

Division Finance and Budgeting
Title I, Part A, Federal Fiscal Year (FFY) 2022 Carryover Limitations and Reallocation Procedures ⚠️

Section 1127 of the Elementary and Secondary Education Act of 1965, as amended, allows school divisions to carry over up to 15 percent of their Title I, Part A, allocation for any fiscal year. School divisions must encumber 85 percent of each award year’s Title I, Part A, allocation by September 30 of the following year (within 15 months).
Superintendents of divisions that potentially did not meet the requirement to obligate 85 percent of their FY2022 Title I, Part A, funds by September 30, 2023, based on records in the Online Management of Education Grant Awards application available on the Single Sign-on for Web Systems portal will receive an email from essa@doe.virginia.gov by November 14, 2023 outlining the process to either certify that their division did obligate 85 percent of their FY2022 Title I, Part A, funds by September 30, 2023 or choose to apply for a waiver if they have not done so in the last three years.
The Certification of Obligation and Carryover Waiver Form must be signed by division superintendents and returned by Wednesday, December 13, 2023.
Subgrant Funding for Parent Resource Center (PRC)

Parent Resource Centers (PRC) can have a positive impact on increasing outcomes for students with disabilities, ensuring that parents are informed of their rights and responsibilities related to the special education processes. Because of that potential, the Department of Special Populations has set aside funds to assist school divisions that, due to budgetary considerations, have cut or reduced their local funding for staffing of a PRC. Additional funds are available for PRCs to coordinate an activity such as a parent fair or a take-away resource within their school division or regionally with other PRCs. Available through an application for a cooperative agreement, these funds are extremely limited and available on a first-come, first-served basis.
An application for funding to support personnel or to conduct a PRC activity is on the VDOE Parent Resource Center webpage. Applications are also available via email.
School-Based Mental Health Services Grant ⚠️

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) Office of Child and Family Services (OCFS) seeks applicants for their school-based mental health services grant. In alignment with Governor Youngkin’s Right Help Right Now initiative and ALL In VA program, this grant provides funding for school divisions to contract with public or private community partners to provide mental health services to students and training to school personnel, students, or community stakeholders such as parents and school-based mental health advocates. Funds are available through June 2024. Applications must be submitted electronically and are due Tuesday, December 5, 2023.
The DBHDS will provide the following informational sessions to provide further details about the grant application submission process, deadlines, and needed materials.
