CSMS #40196360 Republic of South Korea Steel Export Certificate Warning Message

Effective October 18, 2019 filers conducting entry for Country of Origin Steel HTSUS numbers 9903.80.05 through 9903.80.58 must include the valid and properly executed Korea Iron and Steel Association (KOSA) Certificate of Export. The Importer / Filer can obtain the Certificate from the Korean Exporter only. CBP will test this process effective October 18, 2019 by providing informational message (i.e. warning) I795 ADDTNL DEC TYPE RQRD FOR ARTICLE to any filer who does not include the required export number as provided for below on their entry summary filing. Additionally, if an export number is provided, but does not match what CBP has on file from KOSA, the filer will receive an additional informational message I793 MATCHING EXP CERT NBR NOT FND. This testing period will run through December 31, 2019. A hard reject will occur effective 1/1/2020.
Republic of Korea Country of Origin articles that are subject to the export certification requirement may not be entered for consumption, or withdrawn from warehouse for consumption except upon presentation of a valid and properly executed certification of export.
Please refer to the ACE ABI CATAIR Importer’s Additional Declaration Detail (input 54 record) for additional information on ABI input requirements. Effective 8/1/2019, KOSA Certificates of Export provide for a 9 digit number in the section 15 field of the Export Certificates. Filers or Importer holding a 2019 KOSA Export Certificate without the 9 digit number in the section 15 field should have their Exporter contact the website for the Korea Iron and Steel Association (KOSA) at http:sq.kosa.or.kr/ for the 9 digit number.

Background: Presidential Proclamation 9777 (83 FR 45025) clause 7 provides that a government of a country identified in the superior text to subheading 9903.80.05 through 9903.80.58, HTSUS, notifies the United States that it has established a mechanism for the certification of exports to the products covered by the quantitative limitation appropriate to those subheadings, U.S. Customs and Border Protection (CBP) may require that importers of these products furnish relevant certification of export information in order to qualify for the treatment set forth in those subheadings.
