Multnomah Falls (I-84) Timed Use Permits now required
Memorial Day weekend kicked off the Timed Use Permit requirement for each personal vehicle accessing Multnomah Falls from I-84 Exit 31. Permits are now required through Sept. 4, 2023.
Permits are available online two-weeks in advance for a $2 transaction fee per vehicle. A limited number of permits will also be available for same-day pickup without a fee at the Gateway to the Gorge Visitor Center in Troutdale and the Cascade Locks Historical Museum.
A concessionaire is operating the small parking lot on the Historic Highway at Multnomah Falls on a first-come, first served basis. The parking lot has been restriped to switch the entrance and exit to reduce conflicts at the crosswalk. There are six ADA parking spots at this lot for those with valid ADA placards. When the parking lot is full, vehicles will not be allowed to stop or wait for an open space. Please park only in designated spots at locations throughout the corridor.
The most reliable way to see Multnomah Falls continues to be transit, by bicycle, or by tour/shuttle. Avoid the congestion by planning your trip in advance. Permits are only needed if you arrive by personal vehicle at I-84 Exit 31 for Multnomah Falls.
If you want to visit Multnomah Falls by personal vehicle, the best way is to take I-84 to Exit 31. Permits will be available on recreation.gov two weeks in advance of your visit date.

This summer there’s a wide variety of new transportation options to move visitors and residents around the Gorge via public transit, trolley, bus, and more. The link below includes a list and a map of car-free transportation options. If you take any of these alternatives to get to Multnomah Falls, you do not need to reserve a Multnomah Falls (I-84) Timed Use Permit for Exit 31.
Carbon Reduction Program
The Carbon Reduction Program is a new federal program created by the Bipartisan Infrastructure Law that will provide Oregon $82 million over five years to fund projects that reduce greenhouse gas emissions from transportation.
ODOT, in conjunction with our partners at Oregon Parks and Recreation Department and the U.S. Forest Service, have applied to look at providing a comprehensive network of bicycle parking facilities at destinations along the Waterfall Corridor. If successful, the proposed project will analyze each site and determine bike rack locations and amounts to continue to support carbon-free visits to destinations within the Gorge.
Road closure gates
ODOT has continued to make progress on implementing recommendations from the 2019 Congestion and Safety Plan. In June, Maintenance staff will add road closure gates at nine locations along the Historic Columbia River Highway and I-84 on-ramps in both Multnomah and Hood River Counties.
Installing these gates will allow ODOT to quickly and efficiently close vehicular access to I-84 and the Historic Highway in the event of an emergency or inclement weather, reducing staff time and effort during emergency responses.
Historic Highway Maintenance
In May, we repaved a section of the Historic Highway between East Larch Mountain Road and Vista House that lies on a historic slide area. The pavement had settled and needed repairs to smooth the roadway surface.
Starting as soon as June 5, we're removing trees in danger of falling into the roadway near Latourell. Expect flaggers directing traffic for about two weeks

Construction continues between Interstate 205 and Hood River while crews improve Interstate 84 and extend the Historic Columbia River Highway State Trail.
