On June 8, 2026, the State Board of Land Commissioners (SBLC) adopted amendments to the following rules and regulations resulting from technological advancements within the Oil and Gas industry, which necessitated modifications to the Special Use Leasing process for well pads. Specifically, within the newly adopted rules and regulations, surface impact payment negotiations, consideration analysis, and the Director’s authority to pre-approve well pad SULs have been modified. OSLI has also made a Special Use Lease application packet specifically for well pad Special Use Leases to accommodate these changes. The new application can be found here.
