Sharing Wyoming’s Experience with Wisconsin Lawmakers
Executive Director Anthony Apollo testified virtually before Wisconsin’s 2026 Legislative Council Study Committee on Cryptocurrency, bringing Wyoming’s perspective to another state’s examination of digital asset policy.
The appearance offered an opportunity to share the Commission’s experience developing a public sector stable token initiative and to contribute to a broader exchange among states exploring digital assets. Wyoming’s work provides a practical point of reference for policymakers considering how legislative frameworks translate into the responsibilities of implementation and ongoing administration.
Engagement with other state legislatures reflects the Commission’s commitment to sharing its experience and supporting informed discussion about digital asset infrastructure in the public sector.

A Transatlantic Conversation at the German Embassy
On Tuesday, October 13, Chief Information Security Officer Keith Lawhorn and Chief Financial Officer Joseph Saldana attended “Financial Dialogue – The Future of Digital Money” at the German Embassy in Washington, D.C. The event brought together U.S. and European perspectives on innovation, regulation, resilience, and monetary sovereignty.
The program explored how stablecoins, the digital euro, and new payment solutions are shaping financial infrastructure. A panel titled “Stablecoins, the Digital Euro and the New Financial Architecture” featured perspectives from the Deutsche Bundesbank, Circle, the European Payments Initiative, and the U.S. House Committee on Financial Services.
For the Commission, these conversations provide an opportunity to consider Wyoming’s work within a broader international context. Lawhorn’s and Saldana’s attendance brought both security and financial perspectives from the Commission’s engagement with questions about how stable tokens can support reliable, responsible financial infrastructure.
