
Wyoming Apprenticeship Program Spotlight: Wyoming Statewide Electrical JATC
The Wyoming Statewide Electrical JATC (Joint Apprenticeship & Training Committee) is a cooperative effort between the National Electrical Contractors Association, Wyoming Chapter (NECA) and Local Unions #322 (Casper) and #415 (Cheyenne) of the International Brotherhood of Electrical Workers (IBEW).
The WYOJATC is responsible for training apprentices for the high-demand electrical industry as well as providing continuing education training for journey-level and master electricians. The WYOJATC has been a registered apprenticeship with the Department of Labor, Office of Apprenticeship, since 1965 and has had over 1,000+ graduates complete the program since that time. Most recently the WYOJATC celebrated 12 individuals who completed their schooling in May, 2025. Due to COVID, the class sizes had been smaller but have gradually increased to an average of 30 to 45 per class. The WYOJATC has an average of 100 apprentices at one time.
The WYOJATC inside construction electrician program encompasses training in commercial, residential, and industrial work of 8,000 hours paid on-the-job training (OJT), earned through a multi-contractor training pool under the direct supervision of a journey or master-level electrician, plus four years of classroom-related instruction. This meets the State of Wyoming Electrical Division licensing requirement to take the journey-level licensing exam. Contractors currently invest $311,600 over four years for a single apprentice to provide livable hourly wages plus benefits. This includes health insurance, pension, and retirement in addition to financially contributing to the training program.
Classroom-related instruction is conducted in-person at the centralized campus in Casper. This occurs every six weeks per academic year, every five to seven weeks between the months of August and June/July. Apprentices earn 54 college credits through a training agreement between the WYOJATC and Casper College. Housing is provided for schooling weeks for those apprentices who do not live in the immediate Casper area, free of charge.
Individuals are encouraged to apply to become eligible candidates for acceptance into the program. The minimum requirements to apply are:
- Must be a minimum of 18 years old at time of application.
- Have graduated high school or have a GED.
- Have a valid driver’s license.
- Be able to show completion of 1 credit of Algebra I or a higher math class.
