COURTESY NOTICE OF APPROVED AMENDMENT TO CHANGE THE CONSTRUCTION SCHEDULE OF THE TWO RIVERS AND LUCKY STAR PROJECT; DEQ/ISC 18-11

Courtesy notice is hereby given that the Industrial Siting Division received a request on July 28, 2026, from Two Rivers Wind, LLC and Lucky Star Wind, LLC (Permittees) to change the construction commencement date from on or before the third quarter of 2026 to the third quarter of 2027.

All parties to the permit were notified of the requested amendment by certified mail, returned receipt. The request to amend the permit was publicly noticed in the Casper Star Tribunal on August 13 and 27, 2026. A courtesy public notice was posted on the Wyoming Department of Environmental Quality website on August 5, 2026.

No party nor Councilmember requested the matter to be heard before the Council. Pursuant to Condition #11 of the permit, the Director authorized the change on September 11, 2026. The public may review a copy of the approved amendment and any associated materials at the office of the WDEQ Industrial Siting Division in Cheyenne, Wyoming or online at:
