The Martin Marietta Materials, Inc of Lakewood, Colorado has applied for a revision of its regular mining permit (PT0244, February 19, 1975) from the Land Quality Division of the Wyoming Department of Environmental Quality. The permit area for the gravel mining is located in: Sections 7 and 18, Township 13, Range 69; and Sections 10, 11, 12, 13, 14, and 15, Township 13, Range 70 Laramie County, Wyoming. The Granite Canyon Quarry is located on the north side of Interstate 80 west of Granite, Wyoming. This area can be found on the Granite 7.5 minute series USGS quadrangle map. The mining operation began July 1944 and is estimated to continue until 2114. The land, after mining, will be returned to the postmine landuse of livestock grazing and wildlife habitat. Reclamation activities include backfilling and grading mined areas, reconstructing drainage channels and erosion-control features, replacing topsoil, and revegetating disturbed areas with native seed mixes and shrubs suitable for long-term rangeland and wildlife use. Final reclamation will be completed progressively throughout the life of the quarry, with disturbed areas reclaimed contemporaneously where practicable to minimize environmental impacts and accelerate site recovery.
Information regarding this application may be reviewed in the Office of the Land Quality Division, Department of Environmental Quality in Cheyenne, Wyoming or the Laramie County Clerk's Office, Cheyenne, Wyoming. A complete index sheet identifying all proposed changes are included with the revision application available for public viewing. Written objections to the proposed permit revision must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002 before the close of business October 25, 2026. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at https://lq.wyomingdeq.commentinput.com/. Only the revision is open for public review. The Director shall issue a final written decision on the application within thirty days after the deadline to file objections. The applicant or objector may appeal the Director’s written decision to the Environmental Quality Council (EQC). If a hearing is held, the EQC shall issue findings of fact and a decision within sixty days after the final hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), and the right of judicial review shall be afforded as provided in that Act. All parties as given in W.S. §35-11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S. §35-11-406(j).
