The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed Phase II - Water Distribution Replacement Project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.
The Skyline Ranch Improvement and Service District (SRISD) Phase II - Water Distribution Replacement Project consists of a multi-year (3-year), phased project for replacement of old (1960s-70s) waterlines throughout Skyline Ranch Subdivision. The project generally includes replacement of approximately 15,000 LF of deteriorating, 50-plus-year-old PVC and Asbestos Cement (AC) water mains and associated appurtenances. The proposed improvements are essential to addressing ongoing system leaks, improving water quality, increasing water supply including both domestic and fire, and ensuring long-term reliability of service to the SRISD’s customers. The majority of the work will take place within existing road rights-of-way, and all work will be performed in previously disturbed areas. The project is anticipated to start in 2027, with final completion in late 2029.
Based on current cost estimates, SRISD plans to borrow $7,200,000 over a 3-year period from the Wyoming Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. A special assessment will repay the loan. The assessment is estimated to be $2680/lot/year to repay the loan. Loan terms will be a 0.0% interest rate and 30 years.
SRISD is aware of and accepts responsibility for any required mitigative actions associated with and including storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These will be part of the standard State Revolving Funds Program contract conditions.
DEQ is granting an exclusion because the project will be constructed in previously disturbed ground, more specifically roads and rights-of-way within the Skyline Ranch Subdivision, and consists of replacing PVC and AC waterlines at depths similar to existing lines. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population of Teton County, Wyoming.
The determination shall become effective upon distribution by the Department and may be reevaluated and the determination changed at any time that adverse information is made available.
