NOTICE IS HEREBY GIVEN that the Town of Saratoga will conduct a public hearing on Tuesday, September 22, 2026, at 5:00 p.m. to receive public comment regarding a proposed increase in funding for the Town’s 2025 Sanitary Sewer Collection System Improvements Project, CWSRF Project CW215.
The Town currently has $3,150,000.00 in State Revolving Fund (SRF) financing authorized for the project. Following competitive bidding, the Town is requesting an additional $689,443.08, which would increase the total project authorization to $3,839,443.08 and provide sufficient funding to proceed with construction, cover design/bidding costs, and construction management fees based upon current competitive construction pricing.
The project was competitively bid on August 26, 2026, and the Town received bids from five contractors. The Engineer’s Estimate for the base bid was $3,033,255.00, and the apparent low base bid was $3,199,535.90, approximately $166,280.90, or 5.5%, above the Engineer’s Estimate. The remaining bids ranged from approximately $3.66 million to $5.70 million, providing the Town with substantial evidence that the apparent low bid represents a competitive price under current construction market conditions.
The proposed project will replace critical portions of the Town’s aging sanitary sewer collection system, including infrastructure associated with the North and South River crossings. The work includes sewer replacement, river-crossing construction, manhole construction, HDPE sewer installation, dewatering, restoration, and other associated improvements.
The Town believes proceeding with the project at this time is in the public interest. The competitive bidding process has established an actual market cost for the work, and the apparent low bid remains relatively close to the Engineer’s Estimate. Delaying or rebidding the project could result in the loss of the current favorable bid and expose the Town to additional costs associated with mobilization, labor, materials, permitting, construction escalation, and continued deterioration of critical sanitary sewer infrastructure.
The requested funding increase would allow the Town to move forward with the project while it is ready for construction and preserve the opportunity represented by the current competitive bid. The Town is also requesting that the additional SRF funding receive the maximum principal forgiveness available through the program, thereby reducing the long-term financial impact of the additional funding on the Town and its utility customers. The increase in funding calculated with the anticipated 50% principal forgiveness raises the annual payment by $13,357.31/year in relation to the original funding proposal. No additional rate increases are anticipated at this time in order to cover the proposed funding increase. The original loan term of 30 years and interest rate of 1.5% remain the same.
The purpose of the public hearing is to provide residents, property owners, utility customers, and other interested persons an opportunity to learn about the proposed funding increase, ask questions, and provide comments prior to the Town proceeding with the additional funding request.
