The Wyoming Department of Environmental Quality (WDEQ) has received a request from Grand Teton National Park for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #14, for the discharge of dredged or fill material to the Snake River within Grand Teton National Park. The purpose of the project is to perform emergency bank stabilization of the Snake River along US Highway 26. The Snake River is designated as an Outstanding Resource Water where point source discharges are prohibited except for storm water and construction-related discharges. This certification will require meeting the provisions in Chapter 1, Section 13 (a)(iii)(A) and (D), of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include installing five riprap deflector barbs above the ordinary high-water mark on the river bank. To do this, approximately 75 timber piles backfilled with 50 cubic yards (CY) of riprap will be placed as fill to construct features. No permanent impacts to wetlands are anticipated.
