Courtesy notice is hereby given that the Industrial Siting Division (Division) received an amendment request from Two Rivers Wind, LLC and Lucky Star Wind, LLC (Permittee) regarding the Two Rivers Lucky Star Wind Project (Project) in Carbon County, to change the date of construction commencement from on or before the third quarter of 2026 to on the third quarter of 2027.
Lucky Star Project
A request to change the date to start construction has been submitted because the Permittee received the Bureau of Land Management Right-of-Way Grant in Q2 2026., which does not provide the Permittee sufficient time to mobilize and begin construction in Q3 2026. The Project also requires a Conditional Use Permit from Carbon County for the transmission line.
Two Rivers Project
The Two Rivers Project is currently on hold pending completion of the Department of the Interior’s review process and issuance of a right of way grant. The Two Rivers Project received a Finding of No Significant Impact on December 6, 2024, and a Decision Record on December 18, 2024. The remaining item is execution of the Project’s completed Memorandum of Agreement, which is required before the Bureau of Land Management can issue the Right-of-Way Grant for the project.
Pursuant to Condition #11, the Director may authorize proposed changes so long as no party or Councilmember requests that the matter be heard before the Council. If a request is made for this matter to be heard by the Council, then this matter will be heard at the Council's third quarter meeting that is scheduled to occur on September 2, 2026, at a time to be determined by the Council on September 1, 2026 during the permit proceedings for the Laramie Range Wind Project. Permit proceedings for the Laramie Range Wind Project and the third quarterly meeting will be held at Laramie County Community College in the ANB Bank Leadership Center, located in the Clay Pathfinder Building, 1400 E. College Drive, Cheyenne, Wyoming 82007.
At this time, it is the Director's intention to authorize the change on or after September 1, 2026, unless the Division receives a request that the matter be heard by the Council by 5:00 pm on August 31, 2026. If the Division receives a request to be heard by the Council, this matter will be heard at the meeting on September 2, 2026.
