Courtesy notice is hereby given that the Industrial Siting Division (Division) received an amendment request from Pacific Soda, LLC (Permittee) regarding the Dry Creek Trona Project (Project) in Sweetwater County, to change the date of construction commencement from on or before December 31, 2026 to on or before December 31, 2027.
A change in the date of construction commencement is requested due to continued delays in the obtaining of a large mine permit from the WDEQ Land Quality Division and right-of-way authorizations from the Bureau of Land Management. In addition, there is an ongoing downturn in the global soda ash market caused by the influx of new natural soda ash production from China. The Division reviewed the request and determined that this modification will not significantly add to adverse environmental, social and economic impact in the impacted area.
Pursuant to Condition #11, the Director may authorize proposed changes so long as no party or Councilmember requests that the matter be heard before the Council during its third quarterly meeting on September 2, 2026, at a time to be determined by the Council on September 1, 2026 during the permit proceedings for the Laramie Range Wind Project. Permit proceedings for the Laramie Range Wind Project and the third quarterly meeting will be held at Laramie County Community College in the ANB Bank Leadership Center, located in the Clay Pathfinder Building, 1400 E. College Drive, Cheyenne, Wyoming 82007.
At this time, it is the Director's intention to authorize the change on or after August 20, 2026, unless the Division receives a request that the matter be heard before that date. If the Division receives a request to be heard by the Council, this matter will be heard at the Industrial Siting Council third quarterly meeting on September 2, 2026.
