The Underground Injection Control (UIC) Program regulates the storage of carbon dioxide in underground geologic reservoirs within the state. Operators of such facilities are required to receive coverage under a UIC permit. The purpose of this notification is to inform the public that the UIC Program is proposing the issuance of seven (7) UIC permits (Permit 2024-0116v1.0, 2024-0117v1.0, 2024-0118v1.0, 2024-0119v1.0, 2024-0120v1.0, 2024-0121v1.0, 2024-0122v1.0 (Facility No. WYS-023-00212)) for Frontier Carbon Solutions, LLC, 3625 North Hall Street, Suite 760 Dallas, TX 75219 as follows:

The draft permits are for a Class VI UIC well at a geologic sequestration site that will be located in Lincoln, Sweetwater, and Uinta Counties (Wyoming).  The draft permits for the UIC Class VI injection wells propose to inject carbon dioxide, for the purposes of storage, into the Madison Formation at a depth of 17,605 to 18,086 feet below ground surface. The expected quantity of carbon dioxide for storage is approximately 40.8 million metric tons.

The UIC Program has determined the permittee has satisfied all requirements of Wyoming Water Quality Rules Chapter 24 and Wyoming Statutes 35-11-313 through 35-11-320, contingent on receipt of a unitization order from the Wyoming Oil and Gas Conservation Commission.

The public comment period begins July 21, 2026, and ends September 21, 2026.  Electronic copies of the proposed permit and relevant application materials are available for review at  https://deq.wyoming.gov/public-notices/ under the topic “Class VI Wells Carbon Capture”.

The UIC Class VI Program will hold a hearing following the public comment period on September 21, 2026, at the Wyoming Department of Transportation Rock Springs Facility, 3200 Elk Street, Rock Springs, WY 82901, in Room 169 – Large Classroom. An informational meeting will be held from 5:00 p.m. to 6:00 p.m., with the hearing from 6:00 p.m. to 8:00 p.m.
