COURTESY NOTICE OF REQUEST FOR A PERMIT
This courtesy notice is provided pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, notice is hereby given that Black Hills Electric Generation, LLC (Applicant), filed an application to own, construct and operate an expansion to the Cheyenne Prairie Generation Station in Laramie County, Wyoming. The proposed expansion would increase the existing natural-gas-fired electric generating station capacity of the Cheyenne Prairie Generation Station (CPGS) from 140 megawatts to 692 megawatts. The proposed expansion involves the addition of three simple-cycle combustion turbine generators and 24 reciprocating internal combustion engines, adding an additional 552 megawatts of capacity to the current plant. The existing CPGS facility was granted an Industrial Siting Permit on August 9, 2012. On June 30, 2026, an amendment request was submitted for the three simple-cycle combustion turbine generators to be added to the existing facility. The Applicant also includes the same three turbine generators in this Section 109 Application. The Cheyenne Prairie Generating Station Expansion Project will be located within the boundary of the existing CPGS facility on private land. Construction is expected to begin in Q4 2026, with an estimated peak workforce of 250 from July 2028 to November 2028 and average of 185 workers on-site over a 37-month construction period. The Project is expected to be constructed in a single phase, with the Project expected to be operational by Q4 2029.

COURTESY NOTICE OF HEARING FILING INFORMATION
This courtesy notice is provided pursuant to W.S. 16-3-110, notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the application for a permit for the Cheyenne Prairie Generating Station Expansion Project, beginning at 9:00 AM on November 9, 2026, and any continuance of the hearing on November 10 (and any additional dates), at a time to be determined by the Council, at the Department of Workforce Services, Gannett Peak, Fremont Peak, Grand Teton and Turret Peak rooms, 5221 Yellowstone Road, Cheyenne, WY 82009. The Council will consider the Applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.

LOCAL GOVERNMENT WANTING TO BECOME A PARTY to the permit proceedings, it must notify the Industrial Siting Division in writing. Submission of requests to be a party to the proceedings will be accepted beginning on August 12, 2026. Please submit your requests to be a party (i.e. Entry of Appearance) electronically to deq-isd@wyo.gov. If a local government chooses to be a party, it is expected to participate in an in-person only pre-hearing on October 30, 2026 and provide oral testimony to the Council in-person only at the hearing on November 9, 2026 at 9:00 AM and any continuance of the hearing, including November 10, 2026, at a time determined by the Council. Failure to appear in-person and speak at the hearing, on November 9, 2026 and any continuance of the hearing will result in a waiver of your party status. See Wyoming Statute § 35-12-111 et seq. All filings and hearing materials are to be submitted electronically to deq-isd@wyo.gov. No hard copies, please.

AS AN ALTERNATIVE TO BECOMING A PARTY, YOU MAY FILE A WRITTEN STATEMENT with the Industrial Siting Council. A written statement concerning potential social, economic, health, welfare or environmental impacts that may result from the proposed project may be submitted to and reviewed by the Council. Written statements (i.e. Limited Appearance Statement) may be reviewed by the Council if they are submitted to the presiding officer before or at the permit hearing. If you wish to provide a written statement prior to the hearing, your statement must be received by the Division before 5:00 PM on November 6, 2026. If you do not provide a written statement to the Division before 5:00 PM on November 6, 2026, then your statement must be handed to the presiding officer in-person at the hearing. Written statements can be submitted electronically at https://wyomingdeq.commentinput.com?id=NDkuUMij6v or mailed to WDEQ-ISD, 200 West 17th Street, Suite 400, Cheyenne, WY 82001. If you do not provide a written statement to the Division before November 6, 2026 at 5:00 PM then the statement must be handed to the presiding officer in-person at the hearing.
